Dr. Joseph P. Casey has been the Chesterfield County Administrator since July 2016. He has unique RVA connections via his prior tenures as Deputy County Administrator roles with both Henrico and Hanover Counties dating back to his first roles in local government in 1990.
Casey holds a bachelor's degree in accounting from the University of Richmond, a master’s degree in public administration and a doctorate in Public Policy and Public Administration from Virginia Commonwealth University. His dissertation was entitled "Local Government Law Enforcement Services: Relationships Between Performance and Cost in Collective and Non-collective Bargaining Workforces."
Casey is a certified public accountant who started his career with KPMG accounting firm. His professional affiliations have included leadership roles as president of the Virginia Local Government Management Association and president of the Virginia Government Finance Officers’ Association. He has served on the executive boards of the Executive Board for the national Government Finance Officers Association and the its President's Task Force on Resiliency, Housing Opportunities Made Equal, Virginia Equal Housing Foundation, United Way and Henricus Historical Park. He has participated in the Advanced Government Finance Institute, Leadership Metro Richmond program, Senior Executive Institute at University of Virginia and was a 2013 Circuit Court appointee as mediator in resolving a finding dispute between a Virginia county and town.
Community Efforts & Personal Information
In the region, Casey serves on the Grow Capital Jobs Regional Council, Greater Richmond Partnership, Greater Richmond Convention Center Authority, Appomattox River Water Authority, South Central Wastewater Authority, Capital Region Collaborative, and the Asian and Latino Solidarity Alliance. While the role of County Administrator keeps him engaged with many community meetings and other engagement opportunities with Chesterfield and the region, he also participates in many community projects and mission-based work through his church.
Casey and his wife, Suzanne, have three children.
