Take notice that the Board of Supervisors of Chesterfield County, Virginia, at a regularly scheduled meeting on June 26, 2019, at 6 p.m. in the County Public Meeting Room at the Chesterfield Administration Building, 10001 Iron Bridge Road, Chesterfield, Virginia will hold a public hearing where persons affected may appear and present views to consider:
An ordinance to amend Code of the County of Chesterfield, 1997, as amended, by amending and re-enacting Sec. 19.1-301 of the Zoning Ordinance relating to fences and walls in R, R-TH, R-MF and MH zoning districts. This ordinance would, among other things, provide that fences and walls in side yard be a maximum of 7 feet in height; in a corner side yard have maximum height of 4 feet or 7 feet if meeting required conditions; be constructed of materials designed and marketed as materials for fences or walls, not be constructed of prohibited materials, and if visible from road be maintained in good repair. Further, the ordinance would provide that fencing associated with recreational use on a private lot be made of a nylon mesh or similar material, meet accessory setback of district and have maximum height of 10 feet; and within neighborhood open space have non-opaque vinyl coated chain link or similar quality low maintenance material, meet setback for enclosed use, and have maximum of 10 feet height. The ordinance would for retaining walls provide that materials be compatible with principal building or other materials approved by director of planning; height requirements for Sec. 19.1-301.A. be met; in rear yard height may increase to 10 feet with director of planning approval; if less than 10 feet apart walls be considered one wall for height calculation; landscaping be provided for walls over 7 feet in height; nonopaque fence be installed on wall upper side where wall exceeds 4 feet in height; wall, including any supporting structure or materials, must be located within lot bounds unless in easement to homeowners association (HOA); and meet certain standards regarding maintenance and notice if located in open space or in HOA easements. The ordinance would for corner lots and driveways intersecting with road amend visibility standards to provide that height of structures or plantings which may obstruct vision between height of 2 feet, reduced from 2.5 feet, and 8 feet not be permitted in either direction and increase such distance for corner lot from 20 feet to 30 feet.
