CHESTERFIELD COUNTY, VA – Police have arrested a suspect in relation to a shooting that occurred in the 10000 block of Robious Road on Sept. 9, 2022.
At about 4:08 p.m. on Sept. 9, police were called to the parking lot of the Robious Hall Shopping Center for a report of a shooting. The investigation indicates the adult female victim approached a male who matched the description of the suspect who had taken items from her vehicle earlier in the day. The suspect produced a handgun and fired at the victim as she was walking away; the suspect then fled. The victim received a non-life-threatening gunshot wound and was treated at the scene.
Upon investigation, officers learned that a nearby person had confronted the suspect as he fled; the suspect brandished his firearm at this victim and struck the victim's vehicle with the firearm, damaging the vehicle.
Through investigation, detectives identified the suspect as Kelvin Ruiz, 20, of the 10500 block of White Rabbit Road in Chesterfield. Detectives obtained warrants for Ruiz for malicious wounding, use of a firearm during the commission of a felony, petit larceny, brandishing and vandalism in relation to the incident.
On Sept. 12, Chesterfield police apprehended Ruiz with assistance from the U.S. Marshals Service Capital Area Regional Fugitive Task Force. He is currently being held at the Chesterfield County Jail without bond.
