CHESTERFIELD COUNTY, VA — In one of its largest and most ambitious initiatives in over 30 years, Chesterfield planners and leaders are seeking input from residents and businesses to help update the county’s zoning ordinance.
Called “ZOMod,” short for zoning ordinance modernization, the two-year initiative aims to completely overhaul Chesterfield’s zoning ordinance to consider new development trends, update land use categories and align with the future vision of the newly adopted Comprehensive Plan.

Residents, businesses and users of the Zoning Ordinance are strongly encouraged to view the video and submit any comments, questions or concerns about the ZOMod initiative. People can also email ZOMod@chesterfield.gov or call 804-748-1050 and ask for ZOMod Project Manager Rachel Chieppa.
Chesterfield is working with Kansas City-based law and planning firm White & Smith, LLC on the ZOMod initiative. Comments received during this and other outreach efforts will ultimately be used to help rewrite the county’s zoning ordinance.
A zoning ordinance is a set of rules that define how property can be used or developed. Over time, the ordinance should be updated to accommodate changes in regional development trends, address the needs of residents and the needs of businesses to attract workers and serve people in our community.
But as Chesterfield has grown, the county’s zoning ordinance – that’s over 30 years old – has not kept pace with the changing dynamics of the county. It has struggled to accommodate certain types of development and land uses that have recently become more popular with businesses and residents.
“It is vital to have a zoning ordinance that provides the tools needed to implement the future vision of the county. The Commissioners are committed to this two-year process which will result in a document that better serves Chesterfield County,” said Gloria Freye, Chesterfield Planning Commission chair.
With community guidance and support, planners hope the ZOMod initiative will set the stage for development and land use within the boundaries of Chesterfield’s 437 square miles for the next two decades.
"The Planning Department is very excited for the opportunity to work with the community, the Planning Commission and the consultant team to develop a new ordinance that is modern, clear and unique to the needs of our community,” said Andrew G. Gillies, director of Chesterfield Planning.
A series of additional virtual and in-person meetings across all five magisterial districts also are planned and will be announced later.
