The Chesterfield County Community Development Division offers the Enterprise Land Management (ELM) Citizen Access Portal which handles functions across departments for planning, zoning and development, permitting and inspections, utility connections and code enforcement.

With a single Internet log-in, ELM allows 24-hour online access to submit zoning applications, site plans, subdivision plans, environmental and building permit applications, track their status, schedule inspections, submit code and zoning enforcement concerns, apply for utility service connections, submit easement plats and pay fees.

For more information regarding all the functions of the ELM portal, visit the Community Development ELM webpage. And as always, if you have any questions about this new system, please email the Planning Department or call 804-748-1050.
