The Planning Department is continuing to provide most of its planning services during the COVID-19 outbreak. Although our office doors are physically closed, our staff is still working (remotely and some limited staff in our offices). You can reach us by calling 804-748-1050 or by emailing us. If you know the staff member who might be working on your specific project, emailing them directly is currently the best way of reaching them. We are returning calls and emails within the same business day. Thanks for your patience and support during this tragic and historic period.

June 3 Board of Zoning Appeals To Be Held Virtually

Meeting will be held remotely in accordance with COVID-19 health precautions

Due to the COVID-19 health emergency, the June 3 Board of Zoning Appeals Meeting will be held remotely via Microsoft Teams as an effort to decrease the spread of the virus. The changes are designed to accommodate public input while encouraging the public to continue self-quarantining and practicing social distancing, as recommended by health officials. The Public Meeting Room, located at 10001 Ironbridge Road, will be closed.

Citizens are encouraged to use the online comment form at to provide comment on public hearings regarding Board of Zoning Appeals cases. Those wishing to comment must submit a new online form for each public hearing they want to comment on. Only one comment per person per public hearing will be accepted.  In addition to the form, comments can also be received by email at, or by calling 804-748-1050. 

The Board of Zoning Appeals will accept all public comments (online portal, telephone message and email) until 10 a.m. on Tuesday, June 2 to ensure the comments are provided to the Board prior to the June 3 meeting for their consideration.

New Applications

The Planning Department is accepting new applications for the zoning cases, site plans and subdivisions.

Site Plan & Subdivision Application Review 

Due to some limitations that we have in the Planning Department because of the COVID-19 outbreak, the Planning Department has updated our process for reviewing site plan/subdivision applications and resubmittals. View the steps for this new e-filing process (PDF).

Zoning Application Review

Zoning applications will continue to be submitted through the online portal as has been done in the past. Staff will notify applicant when the application can be printed and submitted. Applicants will submit the application at the drop box in front of Community Development Building. TRC meetings will continue in a virtual setting and comments will be distributed as before to all applicants. Contact Planning at 804-748-1050 if you need to initiate a rezoning application.
