Starting February 16, 2021, the County is unveiling a new Web-Based Computer System for Chesterfield County Community Development Division! This new web-based computer system, commonly known as ELM (Enterprise Land Management), will handle a wide variety of functions across all the Community Development departments, including zoning, plans review, permitting and inspections, utility connections, and code enforcement!
With a single Internet log-in, ELM will allow 24-hour online access to submit zoning applications, site plans, subdivision plans, environmental and building permit applications, track their status, schedule inspections, submit code and zoning enforcement concerns, apply for utility service connections, submit easement plats, and pay fees.
You will be able to use a related mobile app and the automated phone system (IVR) will remain available as well.
All previous methods for these aforementioned submittals will be discontinued as of this February 16.
If you have any questions about this new system, please email the Planning Department or call 804-748-1050.
Thanks in advance for your patience and understanding as we “GO LIVE” with this new ELM system.
