The Chesterfield County Community Development Division offers the Enterprise Land Management (ELM) Citizen Access Portal which handles functions across departments for planning, zoning and development, permitting and inspections, utility connections and code enforcement.
With a single Internet log-in, ELM allows 24-hour online access to submit zoning applications, site plans, subdivision plans, environmental and building permit applications, track their status, schedule inspections, submit code and zoning enforcement concerns, apply for utility service connections, submit easement plats and pay fees.

Planning Commission Meeting Information and Public Comment Form
Information regarding upcoming Chesterfield Planning Commission meetings, the public comment form and citizen comments are available on the Planning Commission Meeting Information and Public Comments page.
Citizens are encouraged to use the online comment form to provide comment on public hearings regarding zoning cases. The online form can also be used to comment on unscheduled matters. In addition to the form, comments can also be received by email at email@example.com or by calling 804-748-1125.
Community Development Building
The Community Development Customer Service Center, located on the first floor of the Community Development building, is open to the public. Customer Service Center staff will be available to assist walk in customers. The Customer Service Center is staffed by Building Inspection and Planning department employees.
We are not offering walk-thru permit processing at this time. Community Development building staff outside of the customer service center area are available by appointment. COVID-19 precautions in county buildings are based on current Centers for Disease Control and Prevention (CDC) and Virginia Department of Health (VDH) guidelines.
The Community Development building is located at 9800 Government Center Parkway and the Customer Service Center is open 8:30 a.m. to 5 p.m. Monday through Friday. The following departments are in the Community Development building:

- Citizen Information and Resources
- Community Enhancement
- Environmental Engineering
Direct meetings with staff may be limited to a video conference or require an appointment to be set up by the appropriate staff member. Call 804-748-1050 for more appointment information and details.
