Guiding and Regulating Development
Planning is responsible for guiding and regulating Chesterfield County’s long- and short-term development for the benefit of present and future generations. We manage the county’s comprehensive planning and development review processes, which include site plan, subdivision and zoning.
To submit any Planning applications, please use the Enterprise Land Management (ELM) citizen access portal. View more information about the functions of the ELM Portal.
Other important department functions include general planning assistance for the public, growth and development trends analysis, and inspections for zoning code compliance. We provide information regarding active projects, pending development cases, and frequently requested topics regarding ordinances and policies. Planning makes recommendations on many of these matters to the Board of Supervisors, Planning Commission and Board of Zoning Appeals.
