Utilities CIP Projects
Utilities Capital Improvement Program Projects
Chesterfield County, in accordance with state code and the County Charter, prepares a five-year Capital Improvement Program (CIP), which, while revised annually, is a long-term planning tool that guides the design, financing, construction and maintenance of public infrastructure. For Utilities projects, a 10-year CIP is developed.
Utilities projects are a vital component of the overall Chesterfield CIP and all projects are available to view in the Chesterfield County CIP dashboard. Additional details and information regarding the status of specific Utilities CIP projects are available on the corresponding tab.
Gary, Meridian and Mistora Waterlines
Project Area
Chesterfield Utilities is committed to keeping its neighbors informed of projects that will impact the community. As part of our continual efforts to improve the reliability of our water distribution system, Utilities is installing and replacing waterlines in the neighborhoods bounded by Harrowgate Road on the west, Gary Avenue on the east, North Street on the north and a branch of Timsbury Creek on the south. The project will consist of the installation of 3,300 feet of 6-inch ductile iron waterline, 4,000 feet of 8-inch ductile iron waterline, and 1,000 feet of 12-inch ductile waterline replacing the existing waterlines Gary Avenue, Edgewood Drive, Meridian Avenue, and Mistora Road. 400 feet of new 6-inch ductile-iron waterline will be installed in Network Street. The project will install new fire hydrants, meter boxes and water service lines between the new meter box and the new waterline. The new service lines will be reconnected to the existing private service lines. The contractor for this project is Southern Construction and the project cost is $2,700,000.
Expected Timeline
Construction will occur within the public right-of-way which includes the street and a portion of front yards. There will be occasional traffic interruptions and water supply when connecting the new waterline and water services to the existing waterline and water services. Notice will be provided prior to planned service interruptions. A full-time county Utility inspector will be onsite for the duration of the project should residents have any questions.
This project began summer 2023 and will take approximately 15 months to complete.

Hopkins Road to Route 1 Waterline Improvements
Project Area
Chesterfield Utilities is committed to keeping its neighbors informed of projects that will impact the community. To provide a more reliable, potable water supply, Utilities will be replacing and upsizing portions of the watermain on Hopkins Road to Route 1. This includes parts of Falling Creek Circle, Cardwell Road, Castlewood Road, Falling Creek Avenue, Goolsby Avenue and Tyrone Street. The Utilities team is currently working to advertise this project for bid in Spring 2023. Learn more on the Capital Improvement Program page.
The waterline project consists of two separate segments totaling approximately 10,500 linear feet of new 16-inch ductile iron pipe with all new materials. This includes replacement of water service lines and meter boxes. Typically the new meter and service will be reconnected to existing private service lines.
Expected Timeline
Most of the construction on the streets mentioned above will occur within the public right-of-way, causing occasional interruptions of normal traffic patterns in nearby subdivisions. Construction is estimated to begin in Fall 2023 and take approximately 15 months to complete. During this period, water supply to our customers will be occasionally interrupted when reconnections occur to the new waterline. Notice will be provided prior to planned service interruptions. Utilities is committed to making this project a success for the community and will have inspection staff on-site who can assist with questions and concerns.

Otterdale Road Waterline and Pressure Reducing Valve
Project Area
Chesterfield Utilities is committed to keeping its neighbors informed of projects that will impact the community. As part of our continual efforts to improve the reliability of our water distribution system, Utilities is installing a waterline along Otterdale Road from Woolridge Road to Westerleigh Parkway. The Utilities team is currently working to advertise this project for bid by the end of calendar year 2023. Learn more on the Capital Improvement Program page.
The waterline project consists of approximately 9,100 linear feet of new 16-inch ductile iron pipe. This includes the installation of new fire hydrants along Otterdale Road. Following the completion of the waterline, additional reliability improvements will be made to the water system in the roundabout at Otterdale and Genito Roads.
Expected Timeline
Construction is estimated to begin in 2024 and take approximately nine months to complete. Utilities is committed to making this project a success for the community and will have inspection staff on-site who can assist with questions and concerns. Updates regarding the anticipated start date of the construction work will be available in late 2023.
