Bike and Pedestrian Improvements
Accommodating Bicyclists and Pedestrians in Virginia's Transportation Network
In 2004, the Commonwealth Transportation Board (CTB) adopted the Policy For Integrating Bicycle and Pedestrian Accommodations (2004 CTB Policy) (PDF). The policy provides a framework for the Virginia Department of Transportation (VDOT) and Chesterfield County to accommodate bicyclists and pedestrians in the planning, funding, design, construction, operation and maintenance of Virginia’s transportation network.
These accommodations seek to provide the public with access to the transportation network, connections to alternate modes of transportation, and allow for personal transportation regardless of age, ability or income. Bike Lanes and Right Turns
Bike lanes are to separate bikes, e-bikes, motorized skateboards and scooters from other traffic. Bike lanes may be marked by signs, as well as white lines or colored pavement, and symbols applied to the pavement. Parking is not allowed in bike lanes. Often cyclists need to ride outside a bike lane when it is too narrow or hazards are present.
Motorists will not drive in a bike lane except in some cases when making a right turn. Motorists are only allowed to cross into a bike lane when turning right. Before crossing a bike lane to turn, drivers must scan for cyclists to the right, rear and forward, use their turn signal, scan again and then merge into the bike lane for the turn.
Current Bike and Pedestrian Improvements

Bessie Lane Reconstruction
County funds will be used to reconstruct Bessie Lane with curb, gutter, bike and pedestrian facilities. The project includes realignment of the Bessie Lane/East River Road intersection. Design is underway. This project is being coordinated with Amtrak’s improvements to the train station, platform and parking lot. Construction of the project is anticipated for Spring 2023.

Bon Air Pedestrian/Bike Improvements, Phase II
Funds have been secured to construct the following improvements: signing and marking a neighborhood byway via Western Road, Lancraft Lane, and Bullington Road; constructing a trail at the Bon Air Library between Bullington Road and Rattlesnake Road; constructing a sidewalk on Pulliam Street between Rattlesnake Road and Polk Street and on Polk Street from Pulliam Street to McRae Road; and constructing an off-road trail from Bon Air Elementary School to Quaker Lane and extended to Rockaway Road where it will connect to a section of trail to be constructed as part of the McRae Sidewalk project.

Buford Road at Choctaw Road Pedestrian Improvement
Community Connectivity funds will be used to provide pedestrian improvements at the intersection of Buford Road and Choctaw Road. Preliminary engineering is underway. Right-of-way acquisition is slated to begin in December of 2020.

Clover Hill Schools Area Pedestrian Improvements
Will provide a sidewalk and trail along Old Hundred Road and Brandermill Parkway, connecting several existing sidewalks and trails

Cogbill/Hopkins Park-and-Ride Lot
Federal funds will be used to construct a park-and-ride lot on Cogbill Road east of Hopkins Road, and a sidewalk will be constructed on Cogbill Road from the park-and-ride lot to Hopkins Road

Early Settlers Sidewalk (Robious Rd–Hospital/Park)
A five-foot wide concrete sidewalk with curb and gutter will be constructed along Early Settlers Road from Robious Road to 1445’ south.

Hopkins Road Sidewalk Project
State and Federal funds will be used to construct a concrete sidewalk along both sides of Hopkins Road from Bonniebank Road to South Melody Road. Preliminary engineering is underway.

Matoaca Middle School Shared Use Path Extension
Community Connectivity funds are being used to construct an extension of the existing eight-foot shared use path along Hickory Road to Russwood Road. Preliminary engineering is complete.

McRae Road Sidewalks
Revenue Sharing funds (50% state funds and 50% County funds) will be used to construct curb, gutter and sidewalk on McRae Road from Forest Hill Avenue to Rockaway Road and on Rockaway Road from McRae Road to the Bon Air Community Association.

Meadowdale Boulevard Bike & Pedestrian Improvement
A sidewalk and bike lanes will be constructed on both sides of Meadowdale Boulevard from Dalebrook Drive to Beulah Road.

Red Fern-Woolridge ES Connector Trail Extension
Community Connectivity Sidewalk Funds are being used to construct an extension of the existing trail from the Red Fern neighborhood to Woolridge Elementary School.

Route 1 (Dwight Avenue – Gettings Lane)
Construction of a concrete sidewalk and wide outside lane for bike accommodation planned for east side of Route 1 between Dwight Lane and Gettings Drive.

Route 1 (Falling Creek Avenue - Food Lion) Bike, Pedestrian and Transit Improvements
Smart scale funding will be used to construct a trail on the east side of Route 1 and a sidewalk on the west side of Route 1 between Falling Creek Avenue and the Food Lion, north of Chippenham Parkway. The project also includes the construction of five bus stops with landing pads: four with benches and trash cans and one with a shelter. A pedestrian signal will be installed at Cogbill Road. Ornamental streetlights will be installed along with landscaping. This project will complete a section of the Fall Line Trail.

Community Connectivity Sidewalk Funds were used to add a new sidewalk providing pedestrian connectivity to an existing bus stop on Route 1.

Federal Transportation Alternative Program funds will be used to construct a sidewalk along Route 360 eastbound from Courthouse Road to the Shoney’s entrance and install a pedestrian signal for pedestrians crossing Courthouse Road.

Funds (80% Federal and 20% County) have been obtained to provide a sidewalk along Ridgedale Parkway and asphalt trail from Stratton Park's parking lot to Ronson Road.
