The applicant seeks to extend its residential community in Charter Colony, The Villages at Charter Colony, on to the subject property. This rezoning request will permit the continuation of a successful residential community that has become a destination in Chesterfield County. Residents living within this extension will use the amenities in the existing community. Residents living in the existing community will use the amenities in this extension. The new amenities include a multi-use trail along a new residential collector being provided by the applicant for the benefit of, and in furtherance of, the County’s thoroughfare plan. This new collector road will provide vehicles traveling in the area a second opportunity to travel north or south between Midlothian Turnpike and Woolridge Road, instead of relying only on Charter Colony Parkway. With the provision of a road to support the County’s identified infrastructure needs, which is beyond what is specifically attributable to the project, no road cash proffers are provided. The applicant requests a CUPD to develop residences that provide the small lot lifestyle today’s buyers seek. The applicant also identified with its premier River Mill community in Henrico County that buyers of townhomes do not always want to be next to commercial development. Many young professionals and empty-nesters seek the low-maintenance lifestyle provided by townhomes in an active residential community. The townhome section in this extension of the Villages at Charter Colony was placed strategically to be on the flattest portion of property and along Rt. 288 to ensure appropriate transition opportunities between existing, adjacent residential homes. The applicant also requests a waiver to connections to the stub roads along the northern property line in the locations shown on the conceptual layout. The applicant will also provide to CDOT during the TRC process a signal analysis as requested at the pre-application meeting.
