Submit an Application

Environmental Engineering receives submittals for erosion and sediment control plans, linear plans and timbering plans through the Enterprise Land Management (ELM) citizen access portal. Utilize ELM for:

  • Land disturbance permit applications (submit and check status)
  • Paying plan review program administration fees
  • Scheduling erosion and sediment control inspections

Land Development Plans

Environmental Engineering (EE) reviews development plans for commercial sites and subdivisions. Proposed projects are reviewed for compliance with the Chesapeake Bay Preservation Act and the county’s floodplain, stormwater and upper Swift Creek watershed ordinances.

Field Construction Inspections

Environmental Engineering performs erosion and sediment control inspection and enforcement duties for all construction projects in Chesterfield. State regulations require EE to inspect each project at least once every two weeks until issuance of a Certificate of Occupancy or state road acceptance.

Federal Emergency Management Agency (FEMA) Floodplains

Flood Insurance Study
This countywide flood insurance study (FIS) investigates the existence and severity of flood hazards and revises and updates previous FIS flood insurance rate maps (FIRMS) in Chesterfield County. It aids in the administration of the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973 (PDF). View the FEMA panel map (PDF).
