Our Mission

The mission of Virginia's public education system is to educate students in the fundamental knowledge and academic subjects that they need to become capable, responsible, and self-reliant citizens. Therefore, the mission of the Virginia Board of Education and the superintendent of public instruction, in cooperation with local school boards, is to increase student learning and academic achievement.

Eligibility

The Individuals with Disability Education Act (IDEA) guarantees a free appropriate public education to all eligible children with disabilities. The steps in the special education process include: 

  • Identification and referral
  • Evaluation
  • Determination of eligibility
  • Development of an individualized education program (IEP)
  • Determination of services
  • Reevaluation

Comments

The services and placement of students with disabilities who need special education, are developed through an IEP, which is the responsibility of local public school divisions.
