To recommend policies, monitor local programs, and administer an innovative program trust fund for at-risk youth and families (youth with emotional or behavioral problems who are at risk of residential placement). Membership consists of human services agency heads, representatives from the local school system, Juvenile Court Services, parents, and private providers. The Team authorizes all expenditures from a pooled fund (nine categorical funding streams were consolidated into a single fund pool to provide greater flexibility in the use of such funds).
