Steve A. Elswick was re-elected as the Matoaca District Supervisor in November 2015, and began his second term of four years on January 1, 2016. He was elected as the Board’s Vice Chairman in 2013 and 2014. He was elected as the Board’s Chairman in 2015 and 2016.
He has been a resident of Chesterfield County for 47 years and has lived in the Matoaca District for 38 years.
Mr. Elswick began his service to Chesterfield County as a firefighter in July 1973. During 31 years of faithful service and a broad variety of assignments, Steve gained experience and knowledge in the areas of leadership, management and finance. Working through the ranks, Steve led nearly 500 highly-trained professional and volunteer fire and Emergency Medical Services personnel during the last 6 1/2 years of his career as Chesterfield County's Fire Chief.
Education & Employment
He had earned his Fire Science degree from J. Sergeant Reynolds and continued his development through The National Fire Academy, The University of Virginia Executive Leadership Institute, Leadership Metro Richmond, and The Dale Carnegie Course, where he also served as an assistant instructor.
Upon his retirement in November 2004, the Board of Supervisors honored him with a resolution, stating he had served as a commanding officer of the department's first Technical Service Unit, initiated the Department Chiefs Officers School, Volunteer Chiefs In-Service School, First-Line Supervisor School, Applied Leadership for Company Officer's School, initiated the department's first Cadet Program in partnership with the Vo-Tech Center, initiated the Citizens Against Residential Emergencies (CARE) Program, Advanced Life Support Team, and the county's Community Emergency Response Team. Mr. Elswick also was recognized for successfully implementing the EMS Revenue Recovery Program, which provides much-needed funding for EMS apparatus and equipment, as well as the department's EMS training and development. Chesterfield County Fire and EMS was the first in the Metropolitan Area launching this program, setting an example for municipalities throughout Virginia.
Mr. Elswick served our community on the Board of Directors of the Chesterfield County Shepherd's Center, an organization that provides programs, transportation and home repairs for senior citizens. Elswick frequently works disaster and salvage recovery efforts, including recent tornado damage in North Carolina, the flooding in Nashville in 2010, and the devastating damage from Hurricane Katrina in New Orleans.
Mr. Elswick and his wife, Jasna, reside in Chesdin Landing Subdivision with their two daughters, Anna and Iva, who are attending Matoaca High School (Iva) and Richard Bland College (Anna). His son Steve is a Police Detective in Aurora, Colorado.
