Community Services Board

About the Board

The Community Services Board (CSB) is one of 40 boards in Virginia that offer comprehensive services in developmental disabilities, early intervention, mental health, prevention and substance use disorders. The CSB promotes wellness and an improved quality of life for Chesterfield County residents through exceptional and comprehensive behavioral health and developmental services.

The CSB serves as an administrative policy board for the Department of Mental Health Support Services. Members are appointed by the Board of Supervisors with statutory fiduciary and management authority and responsibilities (Code of Virginia §37.2-100).

The CSB is accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF), which is an organization committed to promoting the quality, value and optimal outcomes of services through an accreditation process that centers on enhancing the lives of the people served.

In an effort to ensure quality mental health, developmental disability services and substance abuse services, this board oversees the areas of:

  • Consultation
  • Continuing care
  • Diagnostic treatment and care
  • Prevention
  • Rehabilitation
  • Training

Meetings

Membership

State code requires no less than six and no more than 18 members are appointed to a community services board. The CSB currently has 15 members appointed for 3-year terms and each can serve up to three consecutive terms. The board has a representative from each of the 5 magisterial districts and 10 members-at-large. Members have diverse experiences and expertise. One-third of the appointments to the Board must be individuals receiving services or family members of individuals receiving services. CSB members are compensated $50 per meeting.

Community Performance Contract

As required by section 37.2-508 of the Virginia State Code, a performance contract must be established between local community services boards (CSB) and the Virginia Department of Behavioral Health and Developmental Services on a biennial basis. This contract delineates the responsibilities of the state, responsibilities of the local CSB and the conditions that must be met for the receipt of state-controlled funds.

Contract Review

Beginning each review period, the proposed biennial contract for the Chesterfield County Communication Services Board will be available for public review for 30 days on the internet or at the offices of:
