Gillies Named Chesterfield Planning Director

08-30-17 Andy GilliesCHESTERFIELD COUNTY, VA — Chesterfield County has named Andrew G. Gillies as its new planning director. County leaders selected Gillies after a national recruitment process. He is currently the community services director for Farmers Branch, a suburb of Dallas, Texas.

Having worked for more than 30 years in the planning and community development field, Gillies brings a wide range of experience to Chesterfield County. Over his career, Gillies has worked primarily for Texas municipalities; however, he served as the executive director for a large city-county planning commission in Kentucky for seven years. While serving as community services director for the City of Farmers Branch, Gillies oversaw the completion of two comprehensive plans focusing on stimulating new development and encouraging adaptive reuse within aging areas. His strong leadership promoting a variety of new residential and commercial projects led to the approval of approximately $1.5 billion of new development over the past two years. As director of Chesterfield County’s Planning Department, Gillies will oversee a staff responsible for the county’s comprehensive plan, zoning administration and land development.

In addition to his public-sector experience, Gillies has worked for several private sector engineering and planning firms including PAWA Winklemann & Associates, Kimley Horn & Associates and Tierra Planning. He earned a master’s of urban planning from Texas A&M University and a bachelor’s degree in finance and economics from Austin College. He is also a certified planner through the American Planning Association.

“We listened to the community about what they thought was needed in a new planning director,” said Bill Dupler, deputy county administrator. “Andy brings a wealth of experience and he will be a wonderful addition to our talented community development team.”

A national search for a new planning director began in May, following an announcement that Kirk Turner, former planning director, would become the director of a new department called community enhancement. Focus groups and community meetings were held to gain insight from residents as to their thoughts regarding the qualities and level of experience a new planning director should possess.

“I am excited to be joining the qualified and energetic planning staff of Chesterfield County and can’t wait to begin serving the citizens of this beautiful community,” said Andrew G. Gillies, the newly named planning director.

Gillies will start at Chesterfield County as the new director of planning in October.
