CHESTERFIELD COUNTY, VA – Chesterfield County Police arrested Justin B. Fitzgerald, 22, of the 20000 block of Eastside Lane in Dinwiddie, in connection with the fatal single-vehicle crash that occurred in the 3600 block of Thurston Road on Nov. 28. Police said Fitzgerald turned himself in at about 1 p.m. today.

Ronald A. Stephenson II, 21, of the 12700 block of Raven Wing Court, was a passenger who was killed in that crash.

Fitzgerald is charged with involuntary manslaughter, hit and run and driving outside the restrictions of his suspended operator's license. He is being held without bond in the Chesterfield County Jail pending a Dec. 1 hearing at 11 a.m. in the Chesterfield County General District Court.
