Chesterfield Police 2006 Annual ReportOperations Support BureauThe Operations Support Bureau manages the Police Training, Support Services and Animal Control divisions. The bureau facilitates logistical support for both the Uniform Operations and Criminal Investigations bureaus and provides community programming to promote safety awareness and practices. The Operations Support Bureau commander is responsible for fleet management. The Crime Prevention Section consists of a supervisor, three crime-prevention specialists and one Crime Prevention Through Environmental Design specialist. Included within this section’s responsibilities are 326 active Neighborhood Watch programs, 559 Business Watch programs, personal-safety and prevention-of-workplace-violence programs. The unit assisted with more than 100 block parties for the annual National Night Out event. The unit introduced the Apartment Safety Coalition, a crime prevention educational program geared toward apartment residents communities. The Project Lifesaver program continues to help police locate and rescue people who suffer from dementia, Alzheimer’s disease and autism. The active program was introduced more than four years ago and now includes 37 registrants. The Crime Prevention Through Environmental Design specialist employs CPTED concepts and principles in the evaluation and review of proposed and existing developments within the county. The specialist reviews site plans for residences, industrial and commercial establishments, along with recommendations for improvement. To further educate citizens about the benefits of CPTED, the specialist continues to deliver training and presentations to special-interest groups, school students and organizations. The Police Property Section acquires, issues and maintains the hundreds of items of equipment necessary for the operation of the police department. The section also secures and stores evidence collected during the investigations of crimes in Chesterfield County. This includes the destruction of evidence and contraband once the legal process has completed its examination and consideration of the evidence. The section also maintains the daily operations of the police fleet. The section moved into a new and modern 17,000 square-foot building.
The Animal Control Division provides for the safety and welfare of our citizens by controlling unsupervised domestic animals and by protecting animals from inhumane treatment. Animal Control officers are responsible for the enforcement of state laws and county ordinances applicable to domestic animals. The Animal Control Unit also operates a shelter for the complete care of animals. The shelter and the Chesterfield County Humane Society partner to educate citizens about proper animal care and to increase adoptions. In 2006, the unit responded to 8,471 calls for service, arranged 2,236 cat and dog adoptions, and reunited 830 lost animals with their rightful owners.
