Chesterfield Police 2003 Annual Report

To the Citizens of Chesterfield County:

Dear Chesterfield County Citizens,

2003 was both a year of triumph and tragedy for the Chesterfield County Police Department. The loss of Officer Ryan E. Cappelletty will forever be etched in our memory and we will certainly never forget the strength we gained from both Ryan and his wife, Rachel. They will always be a part of our police family.

Even with the manpower shortages caused by vacancies and the activation of our reserve members, the Chesterfield County Police Department did an outstanding job this past year. Our calls and assignments increased to more than 212,000, our population increased to almost 285,000, yet our crime rate remained constant. The department's response time to Priority 1 calls was under three minutes and fatal and personal injury traffic accidents decreased.

Volunteerism continues to help this department exceed its goals and objectives. The Special Police saved the county more than $267,000 last year and the Crime Solvers program received more than 940 tips, many of which led to arrests. The public continues to praise our Motorist Assistance program and the Citizen academies continue with full classes and energetic students.

I want to thank all the employees for their dedication, loyalty and hard work over the past year and my heartfelt appreciation to all our citizens who give this department so much support and encouragement.

Partnership is what policing is all about and as chief of police, I could not be more proud of all of you – citizens and members of the department alike – you have truly made Chesterfield a “First Choice Community.”
