      <description>CHESTERFIELD COUNTY, VA &#45; The Chesterfield County Police Department&apos;s Animal Control Division impounded a stray cat in the Chesterfield County Courthouse vicinity on June 27. The cat has since tested positive for the rabies virus. 

Animal Control officials remind and encourage all county residents to ensure their pets have current rabies vaccination and to contain their pets on their property. Residents should also avoid coming in contact and feeding stray animals.

      <description>CHESTERFIELD COUNTY, VA &#45; Motorists should expect heavy traffic flows near the Chesterfield County Fairgrounds on Saturday, July 4, due to the fireworks display during Comcast&#39;s Fourth of July Celebration at the fairgrounds. Motorists can expect an increase in traffic beginning at 4:30 p.m. and are advised of the following instructions and road closures:

&#45;	Motorists who don&#39;t plan to attend the event should avoid the fairgrounds area, including Route 10 between Kingsland and Lewis roads, between 4:30 and 11 p.m.
&#45;	Gates open at 5 p.m. 
&#45;	Fireworks display begins at dark
&#45;	Motorists attending the event must enter the fairgrounds from Krause Road.
&#45;	Courthouse Road will be open to northbound traffic only.  Southbound traffic will be closed beginning at 5 p.m.
&#45;	All motorists should use available county parking. Parking will be available at L.C. Bird High School, Chesterfield Tech. Center, and O.B. Gates Elementary School. Handicapped parking will be at L.C. Bird High School. The Chesterfield County Courthouse and Juvenile and Domestic Relations Court parking lots will not be available for use. 
&#45;	After the event, motorists should exit the fairgrounds northbound on Courthouse Road and westbound on Krause Road.

      <description>The Chesterfield County Office of Virginia Cooperative Extension invites you to be an exhibitor in the Arts and Crafts Building at the Chesterfield County Fair. The fair will be held Friday, Aug. 28, through Saturday, Sept. 5. All exhibitors are required to deliver exhibits on Thursday, Aug. 27, between 3 and 8 p.m., to the Arts and Crafts Building. 

Competition is open to all interested parties to enter items in the various categories: general farm crops; flowers; foods, including breads, cakes, pies, cookies and candies; canned goods, including vegetables, fruits, relishes, pickles, jellies, jams and preserves; home arts and crafts; quilts; threadworks; sewing; arts; photography; and 4-H. Entries must be the product or work of the exhibitor. There are no entry fees. No professionals will be allowed to enter competition in categories associated with their professions. 

Please pick up your Chesterfield County Fair book, which includes all exhibitor rules and regulations, at the Chesterfield County Office of Virginia Cooperative Extension, 6807 Mimms Loop (in the Chesterfield County government complex) or any county library in August.

      <description>CHESTERFIELD COUNTY, VA &#45; The Chesterfield County Department of Building Inspection has declared July as Swimming Pool Safety Awareness Month. Building Inspection is reminding county residents about the importance of swimming-pool safety, as outlined in the county building code, and is offering free inspections of residential swimming pools.
	
County residents may call 804-748-1779 to schedule free pool inspections. Inspectors will check pools for safety-related issues. If a problem is discovered, the Department of Building Inspection will provide the owner guidance about repairs and, if necessary, obtaining permits. 
	
Building Inspection offered the following information about keeping residential pools safe this summer:

&#45;	Fences, gates and covers that protect the pool from entry by unattended children should be operable and kept in good repair.

&#45;	Removable ladders that provide access to above-ground pools should be removed when the pool is unattended. 

&#45;	Pumps and other electrical equipment should be installed only by a qualified individual familiar with the bonding and grounding provisions of the electrical code.

&#45;	Pool heaters should be installed only by a qualified individual familiar with the code requirements for gas and electric appliances.

&#45;	Pools with recirculation filters must be equipped with approved entrapment protection.

The tour will then continue to the Chesterfield County Museum Complex to have a box lunch and explore the site. The museum building is a reproduction of the colonial courthouse of 1750 and houses county history exhibits, including early Virginia Indian culture and artifacts from the first iron and coal mines in America. The last stop on the tour will be Eppington Plantation. Built circa 1770, Eppington sits on the banks of the Appomattox River. Thomas Jefferson&#39;s two youngest daughters, Polly and Lucy, lived at Eppington during Jefferson&#39;s years in Paris. Participants will tour the house and grounds before returning to the Valentine Richmond History Center.

      <description>CHESTERFIELD COUNTY, VA &#45; The Chesterfield County Parks and Recreation Department has announced it will name an Ettrick Park walking trail after county resident Evelyn S. Tucker. 

The Evelyn S. Tucker Walking Trail will be dedicated during a ceremony Saturday, June 27, at noon. Tucker initiated efforts for the trail&#39;s development. She lives in the Ettrick community and recognized that many roads in the area are narrow and unsafe for recreational walkers. Ettrick Park is the first of Chesterfield County&#39;s four community parks to have a measured, hard-surface walking trail. In addition to providing walking opportunities, the one-mile trail route connects all recreational facilities in the park.

The dedication ceremony will be held in conjunction with the park&#39;s Annual Neighborhood Bash. There will be carnival games, music, prizes and refreshments. Admission is free. Ettrick Park is located at 20400 Laurel Road, Ettrick.

Sixteen teams representing law enforcement agencies from Virginia, South Carolina and Maryland competed in this year&#39;s event, which was held on June 19 and 20. The competition involved 10 events, which tested teamwork, weapons proficiency and ability to operate under stress, physical endurance, and mental discipline. Members of the Chesterfield County Police SWAT team won first place in six of the 10 events and first place overall.

Johnson, III, Chesterfield County&apos;s deputy county administrator for Management Services, is returning to his former position as city manager of College Park, Georgia. &quot;I have enjoyed my time here in Chesterfield and will always value the working relationships we developed over the past 15 months. Chesterfield is truly a first choice community with a first class leadership team that I have been proud to be a part of,&quot; he said.

College Park never filled the city manager position since Johnson came to Chesterfield County 15 months ago. &quot;The fact that College Park never replaced me and I have always struggled with not completing many of the exciting projects I began, I believe is a sign that I am supposed to be there,&quot; Johnson said. 

County Administrator James J. L. Stegmaier praised Johnson for his accomplishments while at the county. &quot;William brought a new energy and excellent insights to the Leadership Team. We will miss him, and we know that the citizens of College Park will welcome his return,&quot; Stegmaier said. Johnson&apos;s last day with the county will be July 2. 

A national search will be conducted to fill the position he will be vacating.

      <description>CHESTERFIELD COUNTY, VA &#45; Chesterfield County Police have made an arrest in connection with a Thursday evening armed robbery.

Police arrested Larry Donnell Starks, 26, of 19553 Log Road in Disputanta, Virginia, at about 7:45 this morning. Starks is charged in the armed robbery of Nash Mart, located in the 1700 block of East Hundred Road. 

Police had responded to the scene of the robbery Thursday at 9:50 p.m. The suspect had fled into a wooded area and was not immediately located. The suspect&#39;s vehicle and clothing were located nearby. 

Starks was arrested this morning without incident. He is being held without bond pending a pretrial hearing on June 22 at 11 a.m. in Chesterfield County General District Court.

      <description>CHESTERFIELD COUNTY, VA &#45; The Miracle League of Richmond announced it has received a $10,000 award to help build a barrier-free playground at the L.C. Bird High School Athletic Complex located in Chesterfield County. The funding comes from the CVS Caremark Charitable Trust, a private foundation created by CVS Caremark Corp., one of the nation&#39;s largest providers of prescriptions and health care services.

Barrier-free playgrounds allow children with and without disabilities to play together on the same equipment. These playgrounds bring children together, help eliminate bias and provide opportunities for inclusion and fun. The Miracle League of Richmond has been raising funds to build such a playground in the county for special-needs children.

&#34;The Miracle League is already running a very successful baseball league on the Miracle Field at the Bird Athletic Complex, and now the current successful fundraising efforts will allow for construction of a new accessible playground and maybe even some ball-field lights in the near future,&#34; said Mike Golden, director of the Chesterfield County Parks and Recreation Department. &#34;The Miracle League Board should be commended for their energy and foresight.&#34;

Construction of the new playground is scheduled to begin this summer. Parks and Recreation will assist in preparing the site and providing surfacing around the play area. Bird Athletic Complex is at 10301 Courthouse Road, near its intersection with Route 10.

      <title>Police Investigate Death Of 2-year-old

      <description>CHESTERFIELD COUNTY, VA &#45; On June 17 at 12:35 p.m., the Chesterfield County Police and Fire and Emergency Medical Services departments responded to the 4400 block of Mason Valley Court to investigate an unresponsive 2-year-old.  

The preliminary investigation revealed that the child was found in an above-ground swimming pool at the child&apos;s residence. The child was transported to Chippenham Hospital, where he was pronounced dead. The apparent cause of death was drowning.

Police continue to investigate this incident.

Megan L. Brown, 24, of the 1200 block of Duke of Gloucester Street, was traveling south in the northbound lane of Jefferson Davis Highway and struck Wall&apos;s 2006 Qingi motor scooter. Brown is charged with involuntary manslaughter and maiming as a result of driving while intoxicated. She has been released on bond pending an upcoming hearing in Chesterfield County General District Court.

A masked man entered the store, approached a clerk and demanded money at gunpoint. The suspect then approached another clerk at the counter and demanded money a second time. The clerk complied and called 911 in the presence of the suspect. The suspect pointed the gun at the clerk and pulled the trigger, but luckily the gun was either unloaded or misfired. The suspect fled on foot with an undisclosed amount of money. 

The suspect is a slender, black male, 5 feet 10 inches tall, and 180 pounds. He wore a black ski mask, a gray hooded sweatshirt with a black T-shirt underneath.

The crash occurred in the 11200 block of Jefferson Davis Highway at about 2:49 a.m. today.

Police said Frederick Scott Wall, 46, of the 13900 block of Jefferson Davis Highway, was killed when his 2006 Qinqi motor scooter was struck head on by a 2003 Toyota Celica GT traveling southbound in the northbound lane of Jefferson Davis Highway. 

The passenger of the motor scooter was transported to VCU Medical Center with critical injuries. The driver of the 2003 Toyota Celica GT was also transported to VCU Medical Center with non-life threatening injuries. 

Police continue their investigation into this crash.

      <description>CHESTERFIELD COUNTY, VA &#45; Police have arrested and charged man who is accused of setting six vehicles on fire at a Midlothian car dealership and a neighboring business. The incident occurred at about 6:30 a.m. on June 11.

Police and fire officials responded to Whitten Brothers Jeep at 10745 Midlothian Turnpike after an observant Chesterfield County fire fighter observed smoke coming from one vehicle. The fire fighter was passing through the area at the time of the incident. He investigated and quickly extinguished one fire. Police and fire officials said paper or cloth had been placed in the gas tanks and set on fire. No one was injured during the incident.

James G. Burns, 47, of no permanent address, is charged with six counts of attempted arson, three counts of felony vandalism and one count of misdemeanor vandalism. He was arrested without incident after he turned himself in to police. Burns is being held in the Chesterfield County Jail pending an upcoming hearing in Chesterfield County General District Court.

The incident was not reported to police until the victim approached an off-duty officer who was visiting Curtis Elementary School on June 9. 

The suspect is a thin, white male, 35-45 with collar-length brown hair and brown eyes. He wore a red and blue shirt and white shoes. The suspect may be driving a red, four-door pick up truck with a camper shell.

      <description>CHESTERFIELD COUNTY, VA &#45; Fourteen men have been arrested as a result of a two-day undercover operation that targeted solicitation for prostitution between June 4 and 5.

Female police officers posed as prostitutes along the Jefferson Davis Highway corridor. The decoys were approached by men who requested sex in exchange for money. Once the men made the request, they were taken into custody by nearby undercover officers. 

Those arrested range from 23-74 years old. They were charged with soliciting for prostitution and the use of a vehicle while soliciting for prostitution. If convicted of soliciting for prostitution, suspects are required by state law to submit to an HIV test and must participate in counseling about HIV and its transmission. The breakdown of the charges follows:

13-solicitation for prostitution
13-use of a vehicle for solicitation of prostitution

1-suspended license
1-driving outside restricted license
1-resisting arrest
1-indecent exposure

CHESTERFIELD COUNTY, VA &#45; In celebration of National Trails Day, the Chesterfield County Department of Parks and Recreation announces the opening of the John C. Radcliffe Appomattox River Conservation Area, Saturday, June 6. The conservation area contains mature river bottom land and a 50-acre freshwater swamp. There is a 1-mile walking trail with an elevated boardwalk and riverbank fishing access. 

The trail project is the result of a partnership between Chesterfield County and Alliance Engineering. Alliance prepared the engineering, boardwalk and trail plans, and donated labor valued at $12,000 to complete the project.
	
The John C. Radcliffe Appomattox River Conservation Area is located at 21300 Chesdin Road.

      <description>CHESTERFIELD COUNTY, VA &#45; Police are searching for an unidentified masked man who robbed and fired a shot toward a clerk at 7-Eleven, 5549 Belmont Road at 12:36 a.m. today. No one was injured during the incident.

Police said the suspect entered the store, displayed a gun, approached a clerk and demanded money. The suspect then fired a shot toward the clerk, but did not strike the clerk. The suspect then fled on foot with an undisclosed amount of money. 

The suspect is a black male, 20-24 years old and 5 feet 8 inches tall. He wore all black clothing, hat and bandana.

Wheeler, 52, of the 4500 block of Treely Road has been charged with four counts of animal cruelty, three counts of failure to dispose of dead companion animals, failure to obtain a kennel license and destruction of property. The charges stem from the removal of more than 50 cats and four dogs from the Treely Road residence on May 14.

Wheeler is scheduled to appear for a pre-trial hearing in Chesterfield County General District Court at 11 a.m. today.

      <description>There&#39;s still time to sign up for the 10th Annual James River Regional Cleanup to be held June 13. Registering is easy and takes just a couple of minutes by logging on to www.jamesriveradvisorycouncil.com.

The cleanup will go from 9 a.m. until 1 p.m. Participants are encouraged to arrive a bit early to sign in before heading out to collect litter and recyclable materials along the James. All participants will be provided lunch.

Past cleanups have resulted in hundreds of bags of trash and recyclable materials, as well as larger debris, being collected by volunteers. These efforts enhance river aesthetics while making the river a safer place for visitors and wildlife. 

Cleanup activities occur along about 70 miles of the James between Appomattox and Charles City counties. Participants may choose from a dozen sites among eight localities. No matter where someone lives in Central Virginia, there&#39;s a James River Regional Cleanup site within an easy drive.

Several hundred volunteers already have registered to participate, but more are needed. Volunteers are needed to walk shorelines as well as use boats to reach floating litter and out-of-the-way places where trash has accumulated. There are particular needs for more volunteers to help at the following sites:
&#45; Westview Landing in Goochland County
&#45; VCU Rice Center in Charles City County
&#45; James River State Park in Appomattox and Buckingham counties
&#45; Osborne Landing in Henrico County

The online registration deadline is June 5. Volunteers not able to register by that date are encouraged to arrive early and sign up the day of the event. Online registration is encouraged because it helps JRAC to plan for appropriate amounts of supplies and food.
