DURING THE STATE SITE INSPECTION PROCESS. COUNTY
CONSTRUCTION PLAN APPROVAL DOES NOT RELIEVE THE
OWNER/DEVELOPER OF RESPONSIBILITY FOR COMPLIANCE WITH
STATE REGULATIONS - E.G. 9VAC25-870-66 WATER QUANTITY
9VAC25-870-63 WATER QUALITY, 9VAC25-870-65 WATER
QUALITY COMPLIANCE, ETC. TECHNICAL ASSISTANCE FROM
DEQ IS AVAILABLE AND RECOMMENDED.
03. PRIOR TO PLAN APPROVAL, DOCUMENTATION OF THE OWNER'S
ACQUISITION OF THE NONPOINT NUTRIENT OFFSETS MUST BE
PROVIDED IN A CERTIFICATION FROM THE OFFSET BROKER
DOCUMENTING THE NUMBER OF PHOSPHOROUS NONPOINT NUTRIEN
OFFSETS ACQUIRED AND THE ASSOCIATED RATIO OF NITROGEN
NONPOINT NUTRIENT OFFSETS AT THE OFFSET GENERATING
FACILITY.
04. NOTE THAT THE NONPOINT NUTRIENT OFFSETS USED FOR WATER
QUALITY COMPLIANCE MUST BE GENERATED IN THE SAME OR
ADJACENT EIGHT DIGIT HYDROLOGIC UNIT CODE AS DEFINED B
THE UNITED STATES GEOLOGICAL SURVEY AS THE SITE.
NONPOINT NUTRIENT OFFSETS OUTSIDE THE SAME OR ADJACENT
EIGHT DIGIT HYDROLOGIC UNIT CODE MAY ONLY BE USED IF I
IS DETERMINED THAT NO NONPOINT NUTRIENT OFFSETS ARE
AVAILABLE WITHIN THE SAME OR ADJACENT EIGHT DIGIT
HYDROLOGIC UNIT CODE. IN SUCH CASES, THE NONPOINT
NUTRIENT OFFSETS MUST BE GENERATED WITHIN THE SAME
TRIBUTARY. PROVIDE A HYDROLOGIC UNIT MAP SHOWING THE
LOCATION OF THE PROJECT AND THE OFFSET GENERATING
FACILITY.
05. SHEET 2:
A) ON ALL APPLICABLE SHEETS, ENSURE THE DRAINAGE AREAS
INCLUDE OFF-SITE AND ON-SITE AREAS. THE CHANNEL AN
FLOOD PROTECTION CALCULATIONS ARE FOR ONSITE AREAS;
HOWEVER, IT SHOULD ACCOUNT FOR OFFSITE AREAS AS
REQUIRED.
06. SHEET 3:
A) PROVIDE HATCHING LEGEND FOR THE PAVEMENT COVERS.
07. SHEET 4:
A) THE LINETYPE FOR PROPERTY BOUNDARY, EASEMENTS, AND
DRAINAGE AREAS ARE VERY SIMILAR. PLEASE USE
DIFFERING LINETYPES TO BETTER DIFFERENTIATE BETWEEN
THE THREE.
B) PROVIDE EDGE OF PAVEMENT ELEVATIONS FOR THE PAVED
AND GRAVELED AREAS NEAR THE BUILDING TO THE EAST.
C) CLARIFY IF THE GRAVEL APRON FOR THE ROOF DRAINS IS
TO HAVE FILTER FABRIC.
D) THE DRAINAGE AREAS APPEAR TO NOT FULLY ENCOMPASS TH
AREAS DRAINING TO THEM. ENSURE THE DRAINAGE AREAS
ARE RUNNING THROUGH HIGH POINTS AND DO NOT INCLUDE
AREAS DOWNSTREAM THAT WOULD NOT ENTER THE INLETS.
E) IT IS SUGGESTED TO EXTEND THE 12" RCP TO THE WEST
ONTO THE SITE PROPERTY OR CONNECT WITH AN INLET.
F) THE PIPE SUMMARY TABLE IS OVERLAPPING THE INLET
INFORMATION FOR THE DROP INLET IN VDOT RIGHT-OF-WAY
ALONG ROUTE 10.
G) PROVIDE AN INLET OR OTHER CONVEYANCE SYSTEM FOR THE
GRAVEL PARKING BY THE BUILDING TO THE EAST TO ENSURE
IT ENTERS THE STORM SEWER SYSTEM IN A NON-EROSIVE
FASHION.
08. SHEET 6:
A) PROVIDE CHANNEL AND FLOOD PROTECTION CALCULATIONS
AND ANALYSIS FOR THE ENTRANCE IMPROVEMENTS OFF OF
WARE BOTTOM SPRINGS ROAD.
09. SHEET 7A:
A) CLARIFY IF THE SITE WILL BE OPEN FOR BUSINESS DURIN
CONSTRUCTION AND HOW CONSTRUCTION PRACTICES AND
SEQUENCING WILL BE USED TO ACCOMMODATE THE BUSINESS
AND EMPLOYEE TRAFFIC.
B) SHOW AND LABEL THE DRAINAGE AREA FOR THE SEDIMENT
TRAP. ENSURE THE TRAP IS DESIGNED FOR THE WORST
CASE DURING CONSTRUCTION.
C) IT APPEARS THE CULVERT INLET PROTECTION FOR THE
WESTERN ENTRANCE IS ON THE DOWNSTREAM SIDE.
D) ENSURE THE CREST LENGTH FOR THE SPILLWAY MEETS THE
REQUIREMENT OF 6*DA (IN ACRES).
E) REVISE NOTE 1 IN THE PHASE 1 SEQUENCE OF
CONSTRUCTION TO BE THE "ENVIRONMENTAL ENGINEERING"
INSTEAD OF DIVISION. THE COUNTY HAS AN
ENVIRONMENTAL DIVISION THAT OPERATES UNDER GENERAL
SERVICES AND FOCUSES ON MANAGING LANDFILLS AND OTHE
WASTE MANAGEMENT.
F) INCLUDE INSTALLATION OF ROCK OUTLETS IN THE
SEQUENCING.
10. SHEET 7B:
A) RELABEL SHEET TO INCLUDE PHASE 2 ESC.
B) REMOVE THE TABLE FOR COASTAL PLAIN SEEDING.
C) REVISE THE REGULATIONS IN EROSION AND SEDIMENT

G) SHOW THE 149 CONTOUR IN THE BOTTOM OF BASIN AND
PROVIDE SPOT SHOTS SHOWING THE 1% BOTTOM SLOPE.
12. CALCULATIONS:
A) IN THE VRRM CALCULATIONS, SINCE THE SOILS ARE A
COMPLEX OF HSG A AND B SOILS, TREAT THE SITE AS A B
SOIL FOR WORST CASE SCENARIO.
B) IN THE STORM SEWER DESIGN CALCULATIONS AND IN THE
HGL CALCULATIONS, THE LENGTHS AND INVERT OUT FOR
PIPE 2-1 DOES NOT MATCH THE PLANS. VERIFY PIPE
GEOMETRY.
C) IT IS SUGGESTED 0.10' DROPS BE PROVIDED AT
STRUCTURES BETWEEN INCOMING AND OUTGOING PIPES.
D) THE TO STRUCTURES FOR STRUCTURES 3 AND 4 IN THE
CALCULATIONS APPEARS TO BE IN ERROR. VERIFY TO
STRUCTURES.
E) INDICATE THE FLOW FROM POINT 3 IS A ROUTED FLOW FRO
THE POND.
F) PROVIDE THE ROUTINGS FOR ALL STORM EVENTS.
G) IT APPEARS THE DRAINAGE AREA INFORMATION FOR
DRAINAGE AREA A1 AND A2 ARE OPPOSITE FROM THE PLANS
TO THE CALCULATIONS. VERIFY CALCULATIONS AND PLANS
13. IT IS THE RESPONSIBILITY OF THE OWNER TO PROVIDE ONE
ADDITIONAL SET OF PLANS TO THE ENVIRONMENTAL
ENGINEERING DEPARTMENT AND OBTAIN AN "APPROVED FOR
CONSTRUCTION" STAMP ON TWO ADDITIONAL SETS FOR THE
OWNER TO KEEP ON-SITE.
14. PERMISSION MUST BE OBTAINED FROM THE ADJACENT PROPERTY
OWNER(S) ALLOWING FOR GRADING ON THE PROPERTY AS
PROPOSED PRIOR TO ISSUANCE OF A LAND DISTURBANCE
PERMIT.
15. ALL ONSITE DRAINAGE EASEMENTS INCLUDING STORMWATER /
BMP DRAINAGE EASEMENTS MUST BE RECORDED PRIOR TO
ISSUANCE OF A BUILDING PERMIT FOR THIS PROJECT.
16. AS-BUILT BMP INFORMATION WILL BE REQUIRED FOR EACH
BMP FACILITY AS PART OF ITS FUTURE CERTIFICATION.
17. PRIOR TO ISSUANCE OF A LAND DISTURBANCE PERMIT, A
SURETY FOR THE CONSTRUCTION OF THE PERMANENT BMP MUST
BE POSTED WITH ENVIRONMENTAL ENGINEERING. (COUNTY CODE
PART II, CHAPTER 8, SEC. 8-16)
18. THE BMP MUST BE CERTIFIED PRIOR TO RELEASE OF THE BMP
PERFORMANCE BOND.
19. THE RISER AND BARREL PIPE ASSOCIATED WITH THE SEDIMENT
BASIN MUST BE ON-SITE PRIOR TO ISSUANCE OF A LAND
DISTURBANCE PERMIT.
20. PRIOR TO ISSUANCE OF A LAND DISTURBANCE PERMIT, A COPY
OF THE AUTOCAD FILE MUST BE SUBMITTED TO CAROLE
CLIBORNE OF ENVIRONMENTAL ENGINEERING. THE AUTOCAD
FILE MUST BE SAVED AS A .DWG OR .DXF IN AUTOCAD VERSIO
2009 OR EARLIER AND REFERENCED DIRECTLY TO THE VIRGINI
STATE PLANE COORDINATE SYSTEM, SOUTH ZONE IN THE NAD83
DATUM. THE AUTOCAD FILE MAY BE SUBMITTED ON A CD, DVD
OR VIA EMAIL AND MUST BE CLEARLY LABELED WITH THE SITE
PLAN NAME, SITE PLAN NUMBER, ENGINEERING FIRM AND CAD
FILE PREPARER'S NAME AND PHONE NUMBER. THE FILE MUST
CONTAIN THE FOLLOWING, EACH CLEARLY LABELED IN SEPARAT
LAYERS:
A. PROPOSED BUILDING FOOTPRINT;
B. PARKING LOTS AND DRIVEWAYS;
C. ROADS;
D. SIDEWALKS;
E. ALL JURISDICTIONAL WETLAND AREAS AND/OR WATERS OF THE
U.S./STATE; AND
F. FLOODPLAINS.
THE FILE MUST BE APPROVED BY ENVIRONMENTAL ENGINEERING
PRIOR TO ISSUANCE OF THE LAND DISTURBANCE PERMIT.
21. A LAND DISTURBANCE PERMIT IS REQUIRED FOR THIS PROJECT
AND SUBSTANTIAL OR FULL SITE PLAN APPROVAL IS REQUIRED
PRIOR TO ITS ISSUANCE. A LAND DISTURBANCE PERMIT IS
A PREREQUISITE TO A BUILDING PERMIT.
22. A LAND DISTURBANCE PERMIT IS REQUIRED FOR THIS PROJECT
AND THE FOLLOWING ARE REQUIRED PRIOR TO ITS ISSUANCE:
