THE RPZ WILL BE INTERNAL TO THE BUILDING.
2. REVISE THE SANITARY SEWER CONNECTIONS FOR EACH NEW
BUILDING TO SHOW THE DOMESTIC SANITARY DISCHARGING
DOWNSTREAM OF THE PROPOSED GREASE TRAPS AND MONITORING
MANHOLES PER PLUMBING CODE.
3. REVISE ANY PROPOSED FIRE HYDRANT TO BE DESIGNED IN
ACCORDANCE WITH THE FIR-4 DETAIL.
4. ENSURE THAT ALL SANITARY AND STORM CROSSINGS ARE SHOWN
ON THE WATER PROFILE AND THAT ALL WATER AND STORM CROSSING
ARE SHOWN ON THE SANITARY PROFILES. THERE ARE A FEW
INSTANCES WHERE THEY ARE MISSING.
5. IT APPEARS THAT WATERLINE 1B CAN BE ELIMINATED FROM IT
0+00 TO 2+50 NOW THAT THE WATER CONNECTION TO BEST BUY HAS
BEEN PROPOSED. I DO NOT BELIEVE THE LOOP WILL SERVE ANY
APPRECIABLE BENEFIT AND THE COST OF DEVELOPMENT CAN BE
LOWERED. IN ADDITION, THE WATER CONNECTION POINT FOR THE
PEDIATRICS BUILDING CAN BE RAISED FROM 10' IN THE GROUND T
THE NORMAL 3.5" FOR EASE OF FUTURE MAINTENANCE. SHOW A PLU
ON THE END OF THE WATERLINE AND PROPOSE A BLOW OFF TO BE
INSTALLED NEXT TO THE WATER METER.
6. AT THE MOST UPSTREAM RUN OF SANITARY SEWER, ENSURE THA
0.52% SLOPE HAS BEEN PROPOSED RATHER THAN 0.40%. REVISE
ACCORDINGLY.
7. FOR BUILDING A, THE METER AND FDC CAN BE REVISED TO CO
OFF WATERLINE 1B EITHER AT ~3+40 IN THE CONCRETE AREA OR
~2+50 IN THE LANDSCAPE ISLAND ADJACENT TO THE PROPOSED
PARCEL LINE. IT IS PREFERABLE TO SHOW THEM CLOSER TO THE
PEDIATRICS BUILDING TO HELP FACILITATE WATER TURNOVER ONCE
THE LOOP HAS BEEN REMOVED.
8. REVERSE THE ALIGNMENTS OF THE WATER AND SEWER IN THE
DRIVE AISLE FRONTING BUILDING B. THE SEWER WOULD BE EASIER
TO CONNECT AND THE WATER WOULD BE CLOSER TO THE LANDSCAPE
AREA WHERE THE HYDRANT AND FDC ARE PROPOSED. THERE ARE FEW
OVERALL CROSSINGS, SHORTER PIPE RUNS, AND EASIER FUTURE
MAINTENANCE.
9. SHOW THE METER FOR BUILDING B DIRECTLY IN FRONT OF
BUILDING B RATHER THAN IN THE LANDSCAPE ISLAND NEXT TO THE
FDC.
10. REVISE THE TAP LOCATION FOR THE HYDRANT AT THE ENTRAN
TO COME OFF WATERLINE 1A AT 1+05 FOR A SHORTER RUN WITH NO
CROSSINGS.
11. REMOVE SANITARY MANHOLE 1. THERE IS NO REASON FOR IT
SINCE THE SLOPES ARE CONSTANT AND THE TOTAL LENGTH OF PIPE
BETWEEN 2 AND THE MMH IS LESS THAN 400'. SHOW IT AT 0.52%
SLOPE.

ALSO BECAME EFFECTIVE ON JULY 1, 2014. LAND DISTURBING
ACTIVITIES THAT OBTAINED A VSMP PERMIT PRIOR TO JULY 1
2014 MAY USE THE STORMWATER MANAGEMENT CRITERIA
SPECIFIED IN PART II C (9VAC25-870-93 ET SEQ) FOR TWO
PERMIT CYCLES. PROJECTS GRANDFATHERED UNDER THE
PROVISIONS OF 9VAC25-870-48 MAY FOLLOW THE REQUIREMENT
LISTED UNDER PART IIC FOR ONE PERMIT CYCLE. ALL OTHER
NEW DEVELOPMENT WILL BE SUBJECT TO THE REQUIREMENTS OF
PART IIB (9VAC25-870-62 TO 9VAC25-870-92).
03. ANY AREAS LABELED AS FUTURE ARE NOT REVIEWED NOR ARE
THEY APPROVED WITH THIS PROJECT.
04. PRIOR TO LAND DISTURBANCE PERMIT, PROVIDE SLIP SHEET
FOR SHEET C2.3 AND CHANGE THE MS-19 SITUATIONS TO
INCLUDE SITUATION D.
05. PRIOR TO LAND DISTURBANCE PERMIT, DOCUMENTATION OF THE
OWNER'S ACQUISITION OF THE NONPOINT NUTRIENT OFFSETS
MUST BE PROVIDED IN A CERTIFICATION FROM THE OFFSET
BROKER DOCUMENTING THE NUMBER OF PHOSPHOROUS NONPOINT
NUTRIENT OFFSETS ACQUIRED AND THE ASSOCIATED RATIO OF
NITROGEN NONPOINT NUTRIENT OFFSETS AT THE OFFSET
GENERATING FACILITY.
06. NOTE THAT THE NONPOINT NUTRIENT OFFSETS USED FOR WATER
QUALITY COMPLIANCE MUST BE GENERATED IN THE SAME OR
ADJACENT EIGHT DIGIT HYDROLOGIC UNIT CODE AS DEFINED B
THE UNITED STATES GEOLOGICAL SURVEY AS THE SITE.
NONPOINT NUTRIENT OFFSETS OUTSIDE THE SAME OR ADJACENT
EIGHT DIGIT HYDROLOGIC UNIT CODE MAY ONLY BE USED IF I
IS DETERMINED THAT NO NONPOINT NUTRIENT OFFSETS ARE
AVAILABLE WITHIN THE SAME OR ADJACENT EIGHT DIGIT
HYDROLOGIC UNIT CODE. IN SUCH CASES, THE NONPOINT
NUTRIENT OFFSETS MUST BE GENERATED WITHIN THE SAME
TRIBUTARY. PROVIDE A HYDROLOGIC UNIT MAP SHOWING THE
LOCATION OF THE PROJECT AND THE OFFSET GENERATING
FACILITY.
07. IT IS THE RESPONSIBILITY OF THE OWNER TO PROVIDE ONE
ADDITIONAL SET OF PLANS TO THE ENVIRONMENTAL
ENGINEERING DEPARTMENT AND OBTAIN AN "APPROVED FOR
CONSTRUCTION" STAMP ON TWO ADDITIONAL SETS FOR THE
OWNER TO KEEP ON-SITE.
08. PERMISSION MUST BE OBTAINED FROM THE ADJACENT PROPERTY
OWNER(S) ALLOWING FOR GRADING ON THE PROPERTY AS
PROPOSED PRIOR TO ISSUANCE OF A LAND DISTURBANCE
PERMIT.
09. ALL OFFSITE DRAINAGE EASEMENTS MUST BE RECORDED PRIOR
TO ISSUANCE OF A LAND DISTURBANCE PERMIT FOR THIS
PROJECT.
10. ALL ONSITE DRAINAGE EASEMENTS INCLUDING STORMWATER /
BMP DRAINAGE EASEMENTS MUST BE RECORDED PRIOR TO
ISSUANCE OF A BUILDING PERMIT FOR THIS PROJECT.
11. PRIOR TO ISSUANCE OF A LAND DISTURBANCE PERMIT, A COPY
OF THE AUTOCAD FILE MUST BE SUBMITTED TO CAROLE
CLIBORNE OF ENVIRONMENTAL ENGINEERING. THE AUTOCAD
FILE MUST BE SAVED AS A .DWG OR .DXF IN AUTOCAD VERSIO
2009 OR EARLIER AND REFERENCED DIRECTLY TO THE VIRGINI
STATE PLANE COORDINATE SYSTEM, SOUTH ZONE IN THE NAD83
DATUM. THE AUTOCAD FILE MAY BE SUBMITTED ON A CD, DVD
OR VIA EMAIL AND MUST BE CLEARLY LABELED WITH THE SITE
PLAN NAME, SITE PLAN NUMBER, ENGINEERING FIRM AND CAD
FILE PREPARER'S NAME AND PHONE NUMBER. THE FILE MUST
CONTAIN THE FOLLOWING, EACH CLEARLY LABELED IN SEPARAT
LAYERS:
A. PROPOSED BUILDING FOOTPRINT;
B. PARKING LOTS AND DRIVEWAYS;
C. ROADS;
D. SIDEWALKS;
E. ALL JURISDICTIONAL WETLAND AREAS AND/OR WATERS OF THE
U.S./STATE; AND
F. FLOODPLAINS.
THE FILE MUST BE APPROVED BY ENVIRONMENTAL ENGINEERING
PRIOR TO ISSUANCE OF THE LAND DISTURBANCE PERMIT.
12. A LAND DISTURBANCE PERMIT IS REQUIRED FOR THIS PROJECT
AND SUBSTANTIAL OR FULL SITE PLAN APPROVAL IS REQUIRED
PRIOR TO ITS ISSUANCE. A LAND DISTURBANCE PERMIT IS
A PREREQUISITE TO A BUILDING PERMIT.
13. A LAND DISTURBANCE PERMIT IS REQUIRED FOR THIS PROJECT
AND THE FOLLOWING ARE REQUIRED PRIOR TO ITS ISSUANCE:
A. SUBSTANTIAL OR FULL SITE PLAN APPROVAL
B. A VDOT LAND USE PERMIT
C. COPIES OF THE VIRGINIA STORMWATER MANAGEMENT PERMIT
(VSMP) REGISTRATION STATEMENT AND FEE PAID RECEIPT
E. COPY OF THE STORMWATER POLLUTION PREVENTION PLAN
(SWPPP) TO BE REVIEWED FOR COMPLETENESS.
F. POSTING OF AN EROSION AND SEDIMENT CONTROL SURETY
