TABLE REVIEW:
PLAT PROCESS:
1. ADD THE UTILITIES PROJECT NUMBER DESIGNATED FOR THIS
PROJECT (16-0323) TO ALL PLAN SHEETS.
2. ADD THE FOLLOWING UTILITIES CONTACT INFORMATION TO THE
PLAN AS APPLICABLE: W.B. PAYNE III, PRINCIPAL ENGINEER,
804-751-4336, PAYNEW@CHESTERFIELD.GOV.
3. PROVIDE SIMULTANEOUS FLOW TEST INFORMATION RESULTS ON
WATER FLOW INFORMATION PER DES-5 ON A WATER MODEL
AND FLOW CALCULATION SHEET, LIKE THAT PREVIOUSLY PROVIDED
FOR THE ADJACENT SOUTH PHASE SECTIONS. LABEL ALL PIPES/
NODES ON MAP. PLEASE BE ADVISED THAT START POINT FLOW
TEST RESULTS PROVIDED BY UTILITIES EXPIRE AFTER 6 MONTHS.
WILL 8" DIAMETER WATERLINE FROM BLOOMING ROAD TO THE FH
AT LOT 26 BE NECESSARY?
4. FH'S MUST BE LOCATED 3' BEHIND SIDEWALKS. THE PLAN
CURRENTLY SHOWS THE PROPOSED FH'S LOCATED BEHIND THE
SIDEWALK HOWEVER THERE APPEARS TO BE ONLY 2.5' BETWEEN
THE BACK OF THE SIDEWALK AND THE RIGHT-OF-WAY/PROPERTY LINE
AND THEREFORE, THE FH'S WOULD BE LOCATED ON PRIVATE
PROPERTY. PLEASE PROVIDE A 10' WIDE SEGMENT OF WATER
EASEMENT AROUND EACH FH WITH AT LEAST 5' CLEARANCE BEHIND
EACH HYDRANT.
5. RE: COMMENT #4, REVISE THE FH DETAIL SHOWN ON SHEET
C7.1 TO REFLECT THE PLACEMENT OF HYDRANTS 3' BEHIND THE
SIDEWALK
6. INSTALL THE SEWER LATERAL FOR LOT 7 AT > A 90 DEGREE
ANGLE.
7. INSTALL THE SEWER LATERAL FOR LOT 34 AT A > 90 DEGREE
ANGLE INTO MH-31.
8. THE MAXIMUM ALLOWABLE NUMBER OF LATERALS IN A 48"
MH ARE THREE AND MH-33 HAS FIVE SEWER LATERAL
CONNECTIONS WITH THREE OF THE LATERAL ENTRY ANGLES < 90
DEGREES. EITHER INSTALL A 60" DIAMETER MH OR REDUCE THE
NUMBER OF LATERALS CONNECTED TO THE MH TO THREE. FOR
EXAMPLE, CAN THE LATERAL FOR LOT 18 BE INSTALLED INTO THE
MAIN (FROM THE FRONT OR REAR OF THE BUILDING ENVELOPE) AND
NOT CONFLICT WITH THE STORM PIPE? ADDITIONALLY, CONFIGURE
ALL LATERALS WITH ENTRY ANGLES > 90 DEGREES. CAN THE
DRIVEWAY LOCATION FOR LOT 21 BE REVISED TO ALLOW AN ENTRY
ANGLE > 90 DEGREES?
9. ARE OR WILL THERE BE EXISTING 2" BO'S LOCATED AT THE
WATERLINE TIE-IN POINTS? IF SO, ADD A NOTE TO BOTH PLAN AND
PROFILE INDICATING THE CONTRACTOR IS TO REMOVE THE BO PRIOR
TO MAKING THE TIE-IN'S. ADDITIONALLY, ADD A NOTE STATING ALL
SALVAGEABLE PUBLIC APPURTENANCES ARE TO BE RETURNED TO
CHESTERFIELD UTILITIES AT THE DISCRETION OF THE CONSTRUCTION
INSPECTOR.
10. FOR THE PURPOSE OF MAKING THE BLOOMING ROAD
WATERLINE TIE-IN WEST OF GRAHAM'S FERRY LANE, SHOW/
DENOTE THE "EXISTING" GV TO BE USED FOR SHUT-OFF.
11. THE WM'S FOR LOTS 11 & 12 SHOULD BE GRAPHICALLY
SHOWN THE SAME AS THOSE ON ALL OTHER LOTS; DIRECTLY BEHIND
THE RIGHT-OF-WAY LINE.
12. FOR FUTURE MAINTENANCE REASONS, UTILITIES RECOMMENDS
THREE GV'S AT THE MAINLINE TEES FOR GRAHAM'S FERRY LANE
AND SHARPE COURT.
13. WHAT IS THE EXTENT OF THE SECTION 4 SUBDIVISION ON
GRAHAM'S FERRY LANE? IF THE SUBDIVISION STOPS AT THE END
OF CONSTRUCTION, THEN A SEGMENT OF WATER EASEMENT WILL
NEED TO BE DEDICATED TO ENCOMPASS THE WATERLINE AND BO
LOCATED OUTSIDE THE PAVEMENT. IF NOT, ADD A LINE AND
NOTATION AT THE POINT OF DEMARCATION TO SHEET C3.0.
15. ADD A NOTE TO THE PROFILE INDICATING ALL FITTINGS ARE TO
MECHANICALLY RESTRAINED. ADDITIONALLY, PROVIDE RESTRAINT
CALCULATIONS WITH THE NEXT SUBMITTAL. PLEASE USE 150 PSI
AND A 1.5 SF.
16 THE LENGTHS OF MECHANICAL RESTRAINT MUST BE CALCULATED
FOR THE DEAD ENDS AT GRAHAM'S FERRY LANE AND SHARPE
COURT AND SHOWN ON THE PROFILE; PLEASE REVISE.
17. THE VERTICAL TRANSITION SHOWN AT STA 6+33 (SHARPE
COURT) MUST BE FULLY RESTRAINED CLASS 52 DI PIPE PER DETAIL
WAT-8; PLEASE REVISE THE PROFILE ACCORDING TO THIS DETAIL.
18. CAN THE VERTICAL TRANSITION AT STA 3+80 (SHARPE COURT)
BE ELIMINATED BY "DEEPENING" THE WATERLINE AND CROSSING
UNDER THE STORM DRAIN USING ONE "STICK" OF CLASS 52 DI
PIPE (TO BE CENTERED UNDER THE CROSSING) AT A MINIMUM 6"
CLEARANCE? ONCE PAST THE CONFLICT, THE PIPE MAY THEN BE
TRANSITIONED "UP" USING FITTINGS, ALLOWABLE BENDING, OR A
COMBINATION OF BOTH.
19. THE WATERLINE ALONG SHARPE COURT IS SHOWN AS 6" PVC
HOWEVER, THE LABEL ON THE PROFILE INDICATES 8" PVC; REVISE
THE LABEL ACCORDINGLY.
20 INSTALL THE SEWER LATERAL FOR LOT 3 DIRECTLY INTO THE
MH; IT IS CURRENTLY SHOWN CONNECTING TO THE LINE JUST
OUTSIDE THE MH.
21. RE: THE 5/8" WM TYPICAL ON SHEET C3.0, ADD ¾"
COPPER SERVICE AND ¾" CORP STOP.
22. PLEASE ADD THE SIZE OF THE PROPOSED SEWER LINES ON
BLOOMING ROAD AND SHARP COURT TO SHEET C3.0.
23. RE THE DROP SHOWN FOR MH EX-28, WAS THE INTERNAL
DROP PREVIOUSLY INSTALLED AS PART OF SECTION 2? IF SO,
PLEASE CLARIFY THE DROP IS EXISTING ON THE PROFILE.
ALSO, ADD "PER MAN-16" TO THE DESCRIPTIONS FOR BOTH MH
DROPS AS APPLICABLE.
24. ADD 1.0' OF STONE OVER TOP OF THE PIPE FOR ALL AREAS
WHERE THE DEPTH EXCEEDS 14' AROUND MH'S-35 AND 37.
25. ADD DEFLECTION ANGLES TO ALL MH'S ON SHEET C3.0.
26. WILL MH-32 BE LOCATED IN A MAINTAINED AREA? IF NOT,
PLEASE SHOW THE RIM TO BE INSTALLED 12" ABOVE GRADE.
27.WILL ANY OF THE DWELLINGS HAVE BASEMENTS WHERE
GRAVITY SEWER WILL NOT BE APPLICABLE? IF SO, A NOTE SHOULD
BE ADDED TO THE PLAN STATING A PRIVATE PUMP WOULD BE
REQUIRED TO SERVE THE BASEMENT.
28. ADD A NOTE TO THE PROFILES INDICATING FOR ALL LATERALS
TIED DIRECTLY INTO MH'S, THE CONTRACTOR SHALL MATCH THE PIPE
CROWN OF THE 6" LATERAL WITH THE PIPE CROWN OF THE 8" MAIN.
29. PLEASE RELOCATE THE WATER SERVICE LINES FOR LOTS 18 AND
19 OUTSIDE THE DRIVEWAY APRONS. UTILITIES PREFERS THAT WATER
SERVICES AND LATERALS ALWAYS BE LOCATED OUTSIDE OF
DRIVEWAYS WHEREVER POSSIBLE.
30. DOES THE DEVELOPER INTEND TO ADD AN IRRIGATION SYSTEM
IN THIS SECTION? IF SO, PLEASE MAKE PROVISIONS AS PART OF TH
PLAN.
31. SHOW THE LOCATION OF THE WATERLINE "JUMPER" ON SHEET
C3.0. PLEASE BE AWARE HE JUMPER CANNOT BE REMOVED UNTIL
ALL FLUSHING AND TESTING HAS SUCCESSFULLY BEEN COMPLETED.
32 MH EX-79 IS SHOWN AS EXISTING; HAS THIS MH BEEN
INSTALLED? IF SO, PLEASE PROVIDE THE UTILITY PROJECT NUMBER.
AND ADD THE APPLICABLE HARPER'S MILL SECTION TO THE PLAN. IF
NOT, PLEASE BE ADVISED THE PROPOSED SEWER LINE ACROSS
VERNHAM DRIVE MUST TERMINATE AT A MH; THEREFORE, MH
EX-79 MUST EITHER BE INSTALLED AS PART OF THIS PLAN OR THE H
ARPER'S MILL SECTION PLAN THAT INCLUDES MH EX-79 MUST HAVE B
EEN RELEASED TO CONSTRUCTION PRIOR TO SOUTH PHASE SECTION 4
BEING RELEASED TO CONSTRUCTION.
33. CLARIFY WHETHER VERNHAM IS SPELLED "VERNEHAM"
OR "VERNHAM". IT IS SHOWN BOTH WAYS IN THE PLAN/PROFILE.
34. PLEASE CLARIFY THERE ARE NO CONFLICTS WITH PROPOSED
STORM DRAIN PIPING AND LATERAL LOCATIONS AT THE PROPERTY
LINES. NOTE THAT THE MINIMUM LATERAL DEPTH AT THE PROPERTY
LINE IS 5' AND THE PREFERRED MAXIMUM IS 8'.
35. PLEASE BE ADVISED THAT PER A CONDITION OF ZONING, WHICH
REQUIRES THAT THE DEVELOPER CONTRIBUTE TOWARDS THE COST
OF EXPANDING THE DRY CREEK WASTEWATER PUMP STATION,
PAYMENT TO THE COUNTY IN THE AMOUNT OF $2,780.00 MUST
BE MADE PRIOR TO ISSUANCE OF THE FIRST BUILDING PERMIT FOR
THIS SECTION. THIS MONETARY AMOUNT IS BASED UPON THE GROSS
ACREAGE OF THE SECTION AND IS SUBJECT TO CHANGE IF THIS
ACREAGE CHANGES THROUGHOUT THE REVIEW. PAYMENTS ARE TO BE
SUBMITTED TO THE ATTENTION OF RANDY PHELPS, PRINCIPAL
ENGINEER-DEVELOPMENT SECTION, CHESTERFIELD COUNTY
UTILITIES DEPARTMENT. CHECKS ARE TO BE MADE PAYABLE TO
"TREASURER, CHESTERFIELD COUNTY".
THE OWNER IS REQUIRED TO ENTER INTO A COUNTY UTILITIES
CONTRACT PRIOR TO THE START OF CONSTRUCTION. PRIOR TO THE
PREPARATION OF THE UTILITIES CONTRACT, UTILITIES MUST BE IN
RECEIPT OF THE "ACCEPTED" BID PROPOSAL BETWEEN THE
DEVELOPER AND THE COUNTY APPROVED UTILITIES CONTRACTOR AS
WELL AS THE PROJECT'S INFORMATIONAL SHEET FOUND ON THE
"DEVELOPER'S CHECKLIST". PLEASE SEND THOSE TWO ITEMS TO
THE ATTENTION OF BILL PAYNE (PAYNEW@CHESTERFIELD.GOV
OR BY CALLING 804-751-4336). THE BID PROPOSAL MUST
BE BASED ON THE APPROVED SITE PLAN. BE ADVISED THAT
IF THE SITE PLAN IS REVISED AND REAPPROVED SUBSEQUENT
TO THE PREPARATION OR RECORDATION OF THE UTILITIES
CONTRACT, THE BID PROPOSAL SHALL BE REVISED ACCORDINGLY
AND A REVISED UTILITIES CONTRACT MAY BE NECESSARY.
AFTER FINAL SITE PLAN APPROVAL, FOUR SETS TOTAL OF THE
APPROVED PLANS MUST BE SENT DIRECTLY TO THE UTILITIES
DEPARTMENT FOR OUR USE DURING CONSTRUCTION INSPECTION.

DRAINAGE FROM LOTS 1-10 DOES NOT RUN INTO LOTS 11-18
BUT INSTEAD IS CONVEYED IN THE DIRECTION OF STORM
STRUCTURE 3-11. THE DRAINAGE IMPROVEMENTS SHOULD BE
ALIGNED WITHIN THE OPEN SPACE AREAS WHERE AVAILABLE,
AND SHOULD BE ENCLOSED IN A 16' DRAINAGE EASEMENT.
NOTE THAT THIS WOULD USUALLY BE A SCENARIO IN WHICH
"MAINTENANCE-FREE" IMPROVEMENTS (I.E. PAVED DITCH
AND/OR CONCRETE INLETS AND PIPE) WOULD TYPICALLY BE
REQUIRED. FURTHER DISCUSSION MAY BE HELPFUL.
019. SIMILARLY, SPECIFY A 3:1 DITCH AND DI-6 INLET/PIPE
DRAINAGE IMPROVEMENTS ALONG THE REAR OF LOTS 35-44 TO
AVOID CROSS-LOT DRAINAGE FROM THE FUTURE SOUTH PHASE

DISCHARGING INTO THE R/W OR OPEN SPACE, UNLESS
OTHERWISE SPECIFIED.
024. SHOW THE LOCATION AND ELEVATION OF ALL 100-YEAR
FLOODPLAIN CROSS-SECTIONS ON SHEETS C3.0, C4.0, AND
C4.1.

EACH INCREMENTAL DRAINAGE AREA (STORM SEWER, MS-19,
ETC.) FOR REVIEW.
037. PROVIDE THE STRUCTURE NUMBER (3-11) ON THE DI-6 DETAIL
ON SHEET C7.2.
038. AS IT APPEARS THAT THERE ARE MANY STRUCTURE WHICH THE
HGL ESCAPES DURING THE 100-YEAR STORM, PROVIDE 100-YEAR
SURCHARGE CALCULATIONS FOR EACH STRUCTURE HANDLING
UPSTREAM OVERFLOW. SPECIFY AN OVERFLOW SWALE BETWEEN
LOTS 18/19 TO CARRY THE HGL OVERFLOW TO THE WETLAND
DRAINAGEWAY TO THE REAR OF THESE LOTS.
039. IN THE 100-YEAR FLOODPLAIN CALCULATIONS, REVISE THE
DRAINAGE AREAS, RUNOFF COEFFICIENTS, AND TIMES OF
CONCENTRATION TO REPRESENT THE ULTIMATE DEVELOPMENT
SCENARIO. FURTHER DISCUSSION MAY BE HELPFUL.
040. IT APPEARS THAT THE REQUIRED 1.25X SATURATION FACTOR
HAS NOT BEEN INCLUDED IN THE 100-YEAR FLOODPLAIN
CALCULATIONS. PLEASE REVISE.
041. IN THE FLOWMASTER WORKSHEETS FOR THE FLOODPLAIN CROSS-
SECTIONS, THE MANNING'S COEFFICIENT OF 0.030 SHOULD
ONLY BE USED TO REPRESENT THE NARROW BED/BANK CHANNEL
CROSS-SECTION, IF PRESENT. ANYTHING OUTSIDE OF THE
BED/BANK CHANNEL SHOULD BE MODELED WITH A HIGHER
COEFFICIENT THAT IS MORE REPRESENTATIVE OF A FLOODPLAIN
OVERBANK AREA (MINIMUM 0.065 BUT POTENTIALLY IN THE
RANGE OF 0.10 AS DETERMINED BASED ON FIELD CONDITIONS.
FURTHER DISCUSSION MAY BE HELPFUL.
042. PER TENTATIVE CONDITION 7, THE WETLANDS MAP WHICH
ACCOMPANIES THE CORPS DETERMINATION MUST BE PROVIDED TO
EE PRIOR TO CONSTRUCTION PLAN APPROVAL.
043. PROVIDE A WRITTEN RESPONSE IN THE MARGIN OF A COPY OF
THESE REVIEW COMMENTS WITH YOUR NEXT PLAN SUBMITTAL.
DESIGN, DETAIL AND CALCULATIONS REQUIRED BY THE ABOVE
COMMENTS SHALL BE SUBJECT TO FURTHER REVIEW.
