1. IT WILL BE THE RESPONSIBILITY OF THE SUB DIVIDER TO
MAKE CERTAIN, BY WHATEVER MEANS NECESSARY,
(I.E., ON-SITE WATER LINE LOOPING OR OFF-SITE
WATER LINE EXTENSIONS, ETC.) THAT THE DEMANDS
GENERATED BY THE PROPOSED PROJECT DO NOT
ADVERSELY AFFECT ANY PORTION OF THE PRESSURE
ZONE THE PROJECT IS LOCATED WITHIN AND THAT
THE ADDITION OF THIS PROJECT WILL NOT CAUSE ANY
AREA WITHIN THE PRESSURE ZONE TO FAIL TO COMPLY
WITH THE CHESTERFIELD COUNTY FIRE DEPARTMENT'S
REQUIRED FIRE FLOW OF 1000 GPM AT 20 PSI
RESIDUAL. (U)
2. THIS OFFICE MAY REQUIRE REDESIGN OR MODIFICATIONS
TO THE PROPOSED SEWER LAYOUT, AS SHOWN ON THE

01. PUT A REVISION DATE ON THE RESUBMITTED PLANS. RESUBMIT
10 FULL SETS TO THE PLANNING DEPARTMENT FOR YOUR NEXT
REVIEW. PROVIDE A COMPLETE RESPONSE TO COMMENTS FOR ALL
DEPARTMENTS TO THE PLANNING DEPARTMENT. BELOW EACH COMMENT
DESCRIBE HOW YOU HAVE ADDRESSED EACH REVIEW COMMENT.
INDICATE WHICH SHEETS SHOW THE REQUIRED CHANGES.
PROVIDE A TRANSMITTAL LETTER TO DESCRIBE ANY CHANGES TO THE
PLANS NOT CAUSED BY THE STAFF REVIEW COMMENTS.
02. PUT THE CHESTERFIELD COUNTY PRELIMINARY PLAT NUMBER
16TS0217 IN THE LOWER RIGHT CORNER OF EACH SHEET OF THE
PRELIMINARY PLAT. PUT THE CHESTERFIELD COUNTY SCHEMATIC
PLAN NUMBER 16PS0222 IN THE LOWER RIGHT CORNER OF EACH
SHEET OF THE SCHEMATIC PLAN.
03. CHANGE THE NAME OF THE TOWNHOUSE DEVELOPMENT TO
'HANCOCK VILLAGE TOWNHOMES'. UPDATE THE TITLE ON THE
PRELIMINARY PLAT.
04. THE SCHEMATIC PLAN 16PS0222 HAS BEEN SUBMITTED FOR
REVIEW. THE SCHEMATIC PLAN IS TO DEMONSTRATE AN APPROPRIATE
RELATIONSHIP AND TRANSITION BETWEEN THE TOWNHOMES AND THE
REAR OF THE SHOPPING CENTER. APPROVAL OF THE PRELIMINARY
PLAT IS CONTINGENT ON THE APPROVAL OF THE SCHEMATIC PLAN BY
THE PLANNING COMMISSION.
05. SHOW MORE CLEARLY ON THE PRELIMINARY PLAT AND SCHEMATIC
PLAN PROPERTY LINES BETWEEN ADJACENT PARCELS (WALMART AND
COLE MT CHFLD).
06. THE SCHEMATIC PLAN 16PS0222 DOES NOT SHOW AN ADEQUATE
BUFFER SEPARATING THE TOWNHOMES FROM THE REAR OF THE
SHOPPING CENTER. IT IS RECOMMENDED THAT THE ENTIRE LENGTH
OF THE EXISTING BERM AT THE REAR OF THE SHOPPING CENTER, AT
ITS CURRENT HEIGHT, REMAIN IN PLACE WITH THE USE OF
RETAINING WALLS. SOLID PRIVACY FENCING AND MULTIPLE ROW
EVERGREEN TREE PLANTINGS AT THE TOP OF THE BERM SHOULD ALSO
BE PROVIDED. THE CONCEPT PLAN PROVIDED BY THE PLANNING
DEPARTMENT SHOWS THAT THIS CAN BE ACHIEVED WITHOUT A
REDUCTION IN THE PROPOSED NUMBER OF LOTS.
07. IN THE CROSS SECTION SHOWN ON THE SCHEMATIC PLAN,
PROVIDE MORE DETAIL ON THE TOWNHOMES SUCH AS GARAGES ON THE
GROUND LEVEL, SECOND FLOOR DECKS, ETC.
08. IN THE CROSS SECTIONS SHOWN ON THE SCHEMATIC PLAN, SHOW
EVERGREEN TREES AT A HEIGHT OF 6 FEET TO ACCURATELY
REPRESENT SCREENING AT TIME OF PLANTING. ALSO SHOW A SIX
FOOT PRIVACY FENCE AT THE TOP OF BERM ON THE SECTIONS.
09. PROVIDE A PEDESTRIAN NETWORK AND PEDESTRIAN CONNECTIONS
BETWEEN THE TOWNHOME DEVELOPMENT AND THE SHOPPING CENTER.
PROVIDE WALKS ON BOTH SIDES OF ALL STREETS. PROVIDE WALKS
FROM THE WESTERN END OF HANCOCK TOWNS DRIVE CONNECTING TO
THE SHOPPING CENTER. A POTENTIAL ROUTE THROUGH THE WETLANDS
AND AROUND THE BMP HAS BEEN SUGGESTED BY THE PLANNING
DEPARTMENT AS ONE OPTION. TRAILS CAN ALSO COUNT TOWARD
PASSIVE RECREATION REQUIREMENTS.
10. R-TH STANDARDS REQUIRE 10% OF THE SUBDIVISION ACREAGE
AND NO LESS THE 1.5 ACRES BE PROVIDED FOR RECREATIONAL
FACILITIES WITHIN OPEN SPACE. THE PLAYGROUND, WALKS, AND
TRAILS CAN BE USED TO MEET THIS REQUIREMENT. INCLUDE THE
ACREAGE AND PERCENTAGE OF RECREATION AREA PROVIDED IN THE
GENERAL NOTES. 19.1-111.A
11. WITH WALKS AND PUBLIC ACCESS IN THE VICINITY OF THE
BMP, THE BMP SHOULD BE TREATED AS AN AMENITY. THIS CAN BE
ACHIEVED THROUGH PLANTINGS AND ORNAMENTAL FENCING.
12. CLUSTER BOX UNITS WILL NEED TO BE PROVIDED. INDICATE
THE PROPOSED LOCATION OF THE UNITS WITHIN A PROVIDED,
CENTRALLY LOCATED OPEN SPACE AREA THAT IS CONNECTED TO THE
PEDESTRIAN NETWORK.
13. PROVIDE TYPICAL ARCHITECTURAL ELEVATIONS WITH MATERIALS
AND COLORS INDICATED.

TO THE ABOVE REFERENCED PRELIMINARY PLAT DATED LAST REVISED
04/15/16, RECEIVED BY THE PLANNING DEPARTMENT FOR REVIEW ON
04/18/16 AND BY THE ENVIRONMENTAL ENGINEERING DEPARTMENT ON
04/21/16.
THE BUILDING SETBACK LINE IS LABELED AS BSL ON SHEET 1 OF 2;
HOWEVER, IT IS LISTED AS BS IN THE CALLOUT LEGEND ON SHEET 2
OF 2. PLEASE REVISE.
THERE APPEAR TO BE TWO SETS OF CONTOURS SHOWN ON THE REVISED
PRELIMINARY PLAT. PLEASE REVISE.
NOTE 4 UNDER GENERAL NOTES INDICATES THE CONTOURS SHOWN WERE
CREATED FROM COUNTY GIS. THE CONTOURS ARE NOT CONSISTENT
WITH COUNTY GIS AND APPEAR TO BE TAKEN FROM A FIELD SURVEY.
PLEASE CLARIFY AND REVISE THE NOTE ACCORDINGLY.
CBPA/USCW:
1. THERE ARE CURRENTLY FOUR DIFFERENT DRAINAGE AREAS SHOWN
ON THE PRELIMINARY CBPA COMPLIANCE PLAN; HOWEVER ONLY ONE IS
LABELED AS THE BMP DRAINAGE AREA. PLEASE CLEARLY LABEL BOTH
THE ONSITE AND OFFSITE DRAINAGE AREAS TO THE POND WITH THE
AREA PROVIDED FOR EACH DRAINAGE AREA. IN ADDITION, PLEASE
CLARIFY THE TWO ADDITIONAL DRAINAGE AREAS SHOWN ON THE PLAN
AND PROVIDE INFORMATION ON WHERE THESE AREAS DRAIN.
2. THE BMP DRAINAGE AREA IS NOT CONSISTENT WITH THE
TOPOGRAPHY SHOWN. IT IS UNCLEAR IF THE EXISTING DITCH TO
THE EXISTING SEDIMENT BASIN WILL BE DIVERTED TO THE PROPOSED
BMP FACILITY, OR IF OFFSITE IMPROVEMENTS ARE PROPOSED TO
PREVENT TRAPPING DRAINAGE BETWEEN THIS DEVELOPMENT AND THE
SHOPPING CENTER. AT THIS TIME, IT APPEARS THAT THE EXISTING
DITCH WOULD DRAIN TO THE PROPOSED BMP; THEREFORE, THE
DRAINAGE AREA AND CALCULATIONS SHOULD BE ADJUSTED
ACCORDINGLY. IF OFFSITE IMPROVEMENTS ARE PROPOSED,
ADDITIONAL PROFFERS MAY BE REQUIRED.
3. THE IMPERVIOUS AREA FOR THE ALLEY STILL DOES NOT APPEAR
TO BE INCLUDED IN THE SITE AREA IMPERVIOUS AREA BREAKDOWN.
IT IS INCLUDED IN THE BMP ONSITE CALCULATIONS; HOWEVER, IT
IS NOT SHOWN ON THE SITE AREA INFORMATION. PLEASE REVISE.
4. THE AREAS LISTED IN THE LOTS UNDER THE SITE AREA
INFORMATION IS 5.14 ACRES; HOWEVER, UNDER THE ONSITE TO BMP1
INFORMATION IT IS LISTED AS 5.54 ACRES. PLEASE CLARIFY.
5. THE CONTRIBUTING DRAINAGE AREA USED IN THE CALCULATIONS
TO DETERMINE THE REQUIRED VOLUME OF THE PERMANENT POOL DOES
NOT INCLUDE THE OFFSITE DRAINAGE AREA. PLEASE REVISE.
6. A BMP DESIGN 7 WET POND REQUIRES THE VOLUME OF THE
PERMANENT POOL EQUAL TO 10 TIMES THE VOLUME OF RUNOFF
GENERATED BY THE MEAN STORM OVER THE CONTRIBUTING DRAINAGE
AREA. PLEASE VERIFY THIS VOLUME CAN BE PROVIDED BY THE
PROPOSED BMP.
7. PLEASE VERIFY ADEQUATE SPACE IS PROVIDED WITHIN THE
PROPOSE BMP LAYOUT THE REQUIRED AQUATIC BENCH.
8. THERE APPEAR TO BE TWO SETS OF CONTOURS SHOWN ON THE
PRELIMINARY CBPA COMPLIANCE PLAN. PLEASE REVISE.
NOTES:

PROVIDE THE GEOTECHNICAL APPROVAL ON THE DAM WILL BE
FURNISHED PRIOR TO THE ISSUANCE OF THE LAND DISTURBANCE
PERMIT.
9. THE 100-YEAR FLOODPLAIN SURROUNDING THE WETLANDS WILL BE
SHOWN AS FIELD LOCATED ON THE CONSTRUCTION PLANS AND SHALL
BE RE-FIELD VERIFIED PRIOR TO THE ISSUANCE OF A BUILDING
PERMIT. AN NBP SHALL BE STIPULATED FOR THE AFFECTED LOTS.
10. THE FLOODPLAIN AS SHOWN ON THE APPROVED CONSTRUCTION
PLANS AND THE RECORDED SUBDIVISION PLAT SHALL BE THE RESULT
OF HYDROLOGIC AND HYDRAULIC ENGINEERING METHODS AND
ASSUMPTIONS WHICH ARE APPROVED BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
11. AS DIRECTED BY ENVIRONMENTAL ENGINEERING, ENGINEERED
FILLING, GRADING, AND DRAINAGE IMPROVEMENTS SHALL BE
INCLUDED IN THE CONSTRUCTION PLANS FOR THOSE LOTS IMPACTED
BY THE CONCENTRATION OF STORMWATER RUNOFF. THE AFFECTED LOTS
SHALL BE ANNOTATED WITH AN NBP.
12. PRIOR TO CONSTRUCTION PLAN APPROVAL, DOCUMENTATION MUST
BE PROVIDED TO ENVIRONMENTAL ENGINEERING THAT CERTAIN
PROPERTY OWNERS HAVE BEEN NOTIFIED OF THE PROPOSED
CONSTRUCTION ACTIVITY.
13. SPECIAL UPPER SWIFT CREEK WATERSHED END TREATMENT AS
DIRECTED BY THE ENVIRONMENTAL ENGINEERING DEPARTMENT WILL BE
PLACED IN THE VICINITY OF THE TERMINUS OF MANMADE STORM
DRAINAGE OUTFALLS. THE DI-7 END TREATMENTS SHALL BE EXCLUDED
FROM WITHIN THE LIMITS OF LOTS.
14. UNLESS OTHERWISE APPROVED, THE SPILLWAY STRUCTURE FOR
WET PONDS SHALL BE A CONCRETE WEIR.
15. ENVIRONMENTAL ENGINEERING MAY IMPOSE MORE RIGOROUS
EROSION AND SEDIMENT CONTROL MEASURES THAN THAT WHICH IS
PROVIDED BY THE MINIMUM STANDARDS FOUND IN THE VIRGINIA
EROSION AND SEDIMENT CONTROL HANDBOOK.
16. ALL ROADS AND DRAINAGE DESIGN INFORMATION AND
CONSTRUCTION SPECIFICATIONS REQUIRED IN THE CONSTRUCTION
PLANS FOR ROADS SHALL ALSO APPLY TO THE ALLEYS.
17. THE ALLEYS SHALL FUNCTION AS STORM WATER CONVEYANCE
SYSTEMS SUCH THAT THE LOW SIDE OF THE ALLEY WILL CORRESPOND
TO AN INCREMENTAL DRAINAGE AREA RIDGE LINE. THE ALLEY
TYPICAL SECTION CAN BE AN INVERTED CROWN WITH A 1-INCH PER
FOOT CROSS SLOPE SUCH THAT THERE WILL BE A MINIMUM 6-INCHES
OF ELEVATION DIFFERENCE BETWEEN THE EDGE OF PAVEMENT AND
CENTERLINE IF THE ALLEY WIDTH WERE TO BE 12-FEET OR CURB AND
GUTTER MAY BE USED.
18. THE 100-YEAR STORM SHALL NOT EXCEED THE CONTAINMENT
DEPTH OF THE ALLEYS. UNLESS OTHERWISE APPROVED, THE ENTIRE
ALLEY SHALL BE IN A CUT SECTION.
19. STORM WATER IN THE ALLEYS SHALL BE PICKED UP BY GRATED
INLETS INTO WHICH THE INVERTED CROWNS WOULD FLOW AND BE
DISCHARGED VIA STORM SEWER OR OTHER METHOD APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.
20. ROOF GUTTERS AND DOWNSPOUTS SHALL BE INSTALLED ON THE
DWELLINGS. ALL ROOF DRAINAGE LEADERS WILL BE TIED DIRECTLY
INTO MINIMUM 12" ONSITE STORM SEWERS OR OTHER STABLE
CONVEYANCE SYSTEMS DEEMED APPROPRIATE BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
21. PRIOR TO ISSUANCE OF A LAND DISTURBANCE PERMIT FOR THE
HANCOCK VILLAGE TOWNHOMES, A LETTER OF PERMISSION FROM COLE
MT CHFLD (HANCOCK) VA LLC MUST BE OBTAINED TO USE THE
EXISTING SEDIMENT BASIN DURING CONSTRUCTION.
22. ACCUMULATED SEDIMENT IN THE EXISTING DOWNSTREAM BMP ON
THE COLE MT CHFLD (HANCOCK) VA LLC PROPERTY, WHICH IS
RECEIVING RUNOFF FROM PROPOSED SIDEWALKS IN THE OPEN SPACE
ADJACENT TO THE WETLANDS, MUST BE REMOVED PRIOR TO STATE
ACCEPTANCE OF THE PROPOSED ROADS WITHIN THE HANCOCK VILLAGE
TOWNHOMES DEVELOPMENT.
