INUNDATIONS OF 12". REVISE ACCORDINGLY.
======= ROAD AND DRAINAGE =======
1. DUE TO THE ABSENCE OF CENTERLINE STAKING AND HEAVY
VEGETATION, OUR CONCERNS ARE BASED ON THE INFORMATION SHOWN
IN THE CONSTRUCTION PLANS. THE RESPONSIBILITY FOR
IDENTIFYING CRITICAL AREAS IS PLACED ON THE PROFESSIONAL
ENGINEER WHO SEALS THE CONSTRUCTION PLANS APPROVED. WE
RESERVE THE RIGHT TO INSPECT CONVEYANCE SYSTEMS PRIOR TO
PLAT RECORDATION AND/OR STATE ACCEPTANCE TO DETERMINE IF
ADDITIONAL IMPROVEMENTS ARE REQUIRED.
2. ALTHOUGH NOT PREVIOUSLY REQUESTED, PLEASE PROVIDE
DRIVEWAY ENTRANCE ON LOT 21. REFLECT THE CHANGES ON ALL
APPLICABLE SHEETS.
3. IT APPEARS THE STORM SEWER STR. 131 HAS BEEN EXTENDED,
(ALTHOUGH ADDITIONAL MEASURES WERE NOT SUGGESTED, SINCE
THIS OFFICE PRESUMED THAT A PROPOSED DITCH WAS GOING TO BE
PROVIDED).
IN THIS CASE, PLEASE SHOW THE PROPOSED FILL GRADING ON THE
GRADING PLAN (SHEET 20) REFLECTING TO FILL THE SEDIMENT
BASING FROM 117.00 CONTOUR-ELEVATION.
IN ADDITION, PROVIDE A NOTE IN THE GRADING PLAN (SHEETS C-
10 AND 20), SINCE NOW COMPACTED FILL MATERIAL IS REQUIRED
PRIOR TO THE INSTALLATION OF THE STORM SEWER PIPE FOR
STABILITY, STATING "UNSUITABLE/SATURATED SOILS FROM THE
BOTTOM OF THE BASIN SHOULD BE REMOVED PRIOR TO THE
PLACEMENT OF STRUCTURAL FILL MATERIAL. THE AREA SHALL BE
RECLAIMED TO MATCH EXISTING GRADE BEING SURE TO CREATE
POSITIVE DRAINAGE. FILL SHALL BE COMPACTED AND TESTED IN 6"
LIFT."
FURTHERMORE, PLEASE ENCLOSE THE STORM SEWER STR. 131 IN A
16' DRAINAGE EASEMENT. REFLECT THE CHANGES ON ALL
APPLICABLE SHEETS.
4. PER RECENT TELEPHONE CONVERSATION ON 05/05/16, IF A
PROPOSED DITCH IS GOING TO BE PROVIDED INSTEAD OF THE
EXTENSION OF THE STORM SEWER STR. 131, PLEASE SEE THE
FOLLOWING SUGGESTIONS:

4. THE ADJACENT PROPERTY OWNERS: SPRUILL, P. AT 4401
CHIPPOKE RD., STANEART, R. AT 4407 CHIPPOKE RD., STANDEFER,
E. AT 4413 CHIPPOKE RD., BANKS, K. AT 4419 CHIPPOKE RD.,
FINKLEA, C. AT 4501 CHIPPOKE RD., HOBBS, R. AT 4421
CENTRALIA RD., TAYLOR, H. AT 10221 CENTRALIA STATION,
CLEMENTS, L. AT 10210 CENTRALIA STATION, TUNSTALL, J. AT
10300 CENTRALIA STATION, ETC. SHOULD BE NOTIFIED OF THE
IMPEDING CONSTRUCTION ACTIVITY NEAR THEIR PROPERTIES. THE
NOTIFICATION SHOULD BE VIA U.S. POSTAL CERTIFIED MAIL,
SIGNED RETURN RECEIVED REQUEST. THIS CONCERN MUST BE
ADDRESSED PRIOR TO PLAN APPROVAL PER TENTATIVE CONDITION
#16.INCLUDE AN 8½ X 11 COPY OF THE PROPOSED CONSTRUCTION
ACTIVITY ADJACENT TO THEIR PROPERTIES.
5. PER TENTATIVE CONDITION #11, WHICH STATES, "APPROVAL OF
THE ROAD AND DRAINAGE PLANS BY DOMINION VIRGINIA POWER IN
RELATION TO ITS EASEMENT AND FACILITIES THEREIN IS A
PREREQUISITE TO CONSTRUCTION PLAN APPROVAL BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT. A QUITCLAIM TO VDOT
OR A SATISFACTORY COMMITMENT THEREOF BY DOMINION VIRGINIA
POWER FOR THE LOCATIONS WHERE CENTRALIA STATION ROAD,
RIGHT-OF-WAY WILL CROSS THE DOMINION VIRGINIA POWER
EASEMENT SHALL BE A PREREQUISITE TO SUBDIVISION PLAT
RECORDATION."
6. PLEASE REVISE THE PROPOSED 16' DRAINAGE EASEMENT THAT IS
ENCLOSING THE STORM SEWER STRUCTURES 7 THRU 9 TO INCLUDE
THE STORM SEWER STRUCTURES 10/10A. IN ADDITION, REMOVE A
PORTION OF THIS EASEMENT BELOW STR. 9, SINCE IT IS NO
LONGER APPLICABLE. REFLECT THE CHANGES ON ALL APPLICABLE
SHEETS.
7. THESE ARE IN REGARDS TO THE EMERGENCY ACCESS ROAD:
A) AS PREVIOUSLY REQUESTED, PLEASE CONSIDER PROVIDING
ONE ROADSIDE DITCH ALONG THE SOUTHERN SIDE OF THIS
EMERGENCY ACCESS ROAD AND GRADE THE ROAD TO DRAIN
TOWARDS THIS ROADSIDE DITCH TO ELIMINATE THE NEED FOR A
CULVERT NEAR THE CUL-DE-SAC PERTINENT TO CENTRALIA
STATION ROAD. REVISE THE PLANS, PROFILES, THE TYPICAL
EMERGENCY ACCESS ROAD DETAIL, ETC. TO REFLECT THE
CHANGES.
IN ADDITION, CONTINUE THIS ROADSIDE DITCH UNTIL IT
CONNECTS TO THE PROPOSED DITCH SPECIFIED ON THE REAR OF
LOTS 36 THRU 40. BE SURE TO SPECIFY THE RADIUS AT THE
TURN(S) OF THIS DITCH.
ADDITIONALLY, REVISE THE TYPICAL EMERGENCY ACCESS ROAD
DETAIL TO SHOW ONE ROADSIDE DITCH AS OPPOSED TO TWO AND
SHOW THE PROPOSED GRADE TYING BACK TO THE EXISTING GRADE
WHERE THERE WON'T BE A ROADSIDE DITCH.
B) THIS OFFICE WAS NOT ABLE TO VERIFY THE INCREMENTAL
DRAINAGE AREAS ALONG THE PROPOSED ROADSIDE DITCH
SPECIFIED ALONG THE SOUTHERN SIDE OF THE EMERGENCY
ACCESS ROAD, SINCE THE LIMITS OF DRAINAGE AREAS/ACREAGE
WERE OMITTED ON SHEET C-27.
IN ADDITION, BE SURE TO SHOW/LABEL THE EXISTING CONTOURS
WITH ELEVATIONS WITH SUFFICIENT DISTANCE TO INCLUDE
DRAINAGE BREAKS WITHIN THE AREAS DRAINING TO THE
EMERGENCY ACCESS ROAD ON SHEET C-27.
C) AS PREVIOUSLY REQUESTED, SHOW/LABEL THE CENTERLINE
STATIONING AT EVERY 100' ALONG THIS EMERGENCY ACCESS
ROAD ON SHEET C-27 AND BE SURE THE STATIONING SHOWN ON

WITH PERTINENT INFORMATION (I.E. TYPICAL DITCH, LINING,
DEPTH, %SLOPE, ETC.).
E) AS PREVIOUSLY REQUESTED, PROVIDE 10-YEAR ENTRANCE
CULVERT WITH SUPPORT CALCULATIONS ON STANDARD VDOT FORM.
BE SURE 10-YEAR HW/D<1. BE SURE TO SHOW THE INCREMENTAL
DRAINAGE AREAS, ETC. ON THE PLANS.
IN ADDITION, BE SURE TO SHOW THE PERTINENT INFORMATION
OF THIS PIPE ON THE PLANS (I.E. 20' MINIMUM LENGTH, RCP
CLASS III, DIAMETER, ETC.).
F) AS PREVIOUSLY REQUESTED, SHOW/LABEL THE EXISTING AND
PROPOSED CONTOURS WITH ELEVATIONS. BE SURE TO INCLUDE
ENOUGH AREA OF THE CONTOURED TOPOGRAPHY TO VERIFY
DRAINAGE BREAKS/DRAINAGE PATTERN ONSITE/OFFSITE.
8. THERE APPEARS TO BE A DISCREPANCY REGARDING THE EXISTING
GRADING LOCATED DOWNSTREAM OF THE OUTFALL PIPE STR. 37 WHEN
COMPARING THE STORM 31 - 37 PROFILE WITH THE SANITARY 8 -
EX PROFILE. IN THE 31-37 PROFILE SHOW THE EXISTING GRADING
TO BE AROUND 116.45 ELEVATION AND IN THE SANITARY 8 - EX
PROFILE IN THE PROXIMITY OF STATION 15+00 SHOW AROUND
119.00 ELEVATION.
ASSUMING IF THE SANITARY 8 - EX PROFILE IS CORRECT, THEN
THERE IS NO DAYLIGHT AT THE OUTFALL PIPE STR. 37/OUTLET
PROTECTION.
IF THAT IS THE CASE, PLEASE REVISE THE EXISTING GRADING
DOWNSTREAM OF STR. 37 IN THE 31 - 37 PROFILE TO BE AROUND
119.00 AND CONSIDER PROVIDING AN 18" DEPTH PLUNGE POOL AS
OPPOSED TO OUTLET PROTECTION TO ALLOW THE OUTFALL PIPE TO
BE PARTIALLY SUBMERGED.
ADDITIONALLY, REVISE THE PLAN VIEWS TO CLEARLY SHOW 1'
PROPOSED CONTOURS FROM THE OUTFALL PIPE/WITHIN THE PLUNGE
POOL AREA TO THE LIMITS OF THE WETLANDS. BE SURE THESE
IMPROVEMENTS ARE WITHIN THE VARIABLE WIDTH DRAINAGE
EASEMENT. A FURTHER DISCUSSION IS RECOMMENDED. A BLOWOUT
DETAIL DRAWN TO SCALE MAY BE NEEDED.
9. PLEASE BE SURE THE INFORMATION FOR THE STORM SEWER(S)
SHOWN ON PROFILES (I.E. STR. 37 INVERT-OUT=116.45, ETC.),
COMPUTATIONS SHEETS (I.E. STR. 37 INVERT-OUT=116.00),
DRAINAGE DESCRIPTION SCHEDULE, ETC. IS ACCURATE.
10. BASED ON THE PROFILES STORM 62 - 63 (SHEET C-34), STORM
87 - 89 (SHEET C-35), ETC. FILL OVER THE PIPE HAS BEEN
SPECIFIED BE SURE TO SHOW PROPOSED GRADING ON THE GRADING
PLAN. ADDITIONAL EROSION CONTROL MEASURES MAY BE REQUIRED
(I.E. SUPER SILT FENCE, ETC.).
11. THESE ARE IN REGARDS TO THE 100-YEAR FEMA FLOODPLAIN:
A) AS PREVIOUSLY REQUESTED, PLEASE SHOW THE 100-YEAR
FEMA FLOODPLAIN SECTIONS-LOCATIONS WITH ELEVATIONS ALONG
THE GREAT BRANCH CREEK.
12. THESE ARE IN REGARDS TO THE PROFILES:
A) AS PREVIOUSLY REQUESTED, PLEASE BE SURE TO SHOW/LABEL
THE LIMITS OF THE 100-YEAR FLOODPLAIN, 100-YEAR
BACKWATER, 100-YEAR FEMA FLOOD PLAIN, RPA, ETC. ON ALL
APPLICABLE PROFILES (I.E. STORM 41-47 PROFILE, STORM 15-
19 PROFILE, STORM 38-40 PROFILE, STROM 90-91 PROFILE,
125-131 PROFILE, ETC.).
THE LIMITS OF THE PROPERTY LINE SHOULD BE SHOWN ON THE
STROM 15-19 PROFILE TO ENSURE THE DRAINAGE IMPROVEMENTS
ARE WITHIN THE LIMITS OF THIS SECTION.
13. AS A PREREQUISITE TO SUBDIVISION PLAT RECORDATION:
A) THE $100/LOT BMP MAINTENANCE FEE MUST BE RECEIVED.
B) APPROVED BONDING AND RECORDED EASEMENTS WITH DEED
BOOK AND PAGE NUMBER FOR THE SWM/BMP WETPOND MUST BE
PROVIDED.
C) A QUITCLAIM TO VDOT OR A SATISFACTORY COMMITMENT
THEREOF BY DOMINION VIRGINIA POWER FOR THE LOCATIONS
WHERE CENTRALIA STATION ROAD, RIGHT-F-WAY WILL CROSS THE
