1. CONDITION # 3 OF 06SN0220 CAPS THE DENSITY AT 67 LOTS.
THIS PLAN REFLECTS 64 LOTS WITH SEVERAL PIECES NOT ACCOUNTED
FOR. ADDITIONALLY, THERE ARE TWO EXISTING HOUSES ON SOME
OF THOSE PARCELS WHICH WOULD BRING THE DENSITY TO 66 WITH
PROPERTY STILL LEFT TO DEVELOP. THE OVERALL SHALL REFLECT
COMPLIANCE WITH THE ZONING CONDITION.
2.THE EXISTING DWELLING WHICH IS A PART OF THE PROPERTY
IS BEING DEVELOPED WILL NEED TO BE PART OF THIS REVIEW.
(IF THE DWELLING IS STILL IN USE) ALTERING THE PROPERTY
WHERE THE DWELLING EXISTS IS REQUIRED TO GO THROUGH SUB-
DIVISION REVIEW.
3.PROPOSED LT 15&61 WILL BE REQUIRED TO SHOW A BUILDING ENV

THE CBPA NOTE WHICH SAYS CBPA COMPLIANCE ACHIEVED
THROUGH THE AVAILABLE LOT SIZE NOT EXCEEDING 10%
IMPERVIOUS DEFAULT IS NOT MAKING SENSE. IN FACT, EVEN THE
16% IMPERVIOUSNESS DEFAULT DOES NOT WORK AS THERE ARE 67
LOTS DISTRIBUTED OVER 64.74 ACRES OF LOTS AND OPEN SPACE.
PLEASE ADDRESS.
….
SINCE NEWBYS WOOD TRAIL WILL NOT INTERSECT WITH JACOBS
ROAD, THE GAP IN THE SIDEWALK SHOULD BE FILLED IN WITH THE
SPECIFICATION OF A 7 INCH DEPTH, FOR THE WIDTH OF THE GATE.
….
PLEASE PROVIDE AN UPDATED PRELIMINARY CBPA PLAN FOR
MILLERS RUN. AMONG THE MANY DISCREPANCIES, THE
WORKSHEET A INDICATES A SITE AREA OF 55.85 ACRES WHEREAS THE
NEWLY SUBMITTED MILLERS RUN INDICATES A TOTAL ACREAGE OF
74.46 ACRES. PLEASE ADDRESS.
….
PLEASE PROVIDE A LETTER FROM THE RECOGNIZED WETLAND
EXPERT REGARDING THE ACCURACY OF THE WETLANDS DELINEATION
PORTRAYED ON THE TENTATIVE PLAT THAT IS THE BASIS FOR THE
RPA-LIMITS ESTABLISHMENT. SUGGESTED WORDING IS, "I HAVE

WITH.
THE PHYSICAL "LOW" OF THESE DRAINAGE CORRIDORS SHOULD BE
FIELD LOCATED AND APPROPRIATE ENGINEERING PROPOSALS WITH
RESPECT TO FILLING, GRADING, DRAINAGE STORM SEWERING AND
BUILDING ENVELOPE LOCATIONS SHOULD BE MADE A PART OF THE
CONSTRUCTION PLANS. THESE AREAS ARE AS FOLLOWS:
….
A. THE DRAINAGE CORRIDOR WHICH BEGINS IN LOT 6, PASSING

THE
FOLLOWING:
….
1. A DAM-FAILURE ANALYSIS SHALL, AT A MINIMUM, BE
PERFORMED BASED ON AN OVER-TOPPING BREACH OF THE DAM

THE ENVIRONMENTAL ENGINEERING DEPARTMENT PRESENTS THE
FOLLOWING PRELIMINARY COMMENTS AND OBSERVATIONS PERTAINING
TO THE ABOVE REFERENCED PRELIMINARY PLAN DATED 02/03/16,
RECEIVED BY THE PLANNING DEPARTMENT ON 02/04/16, AND BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT ON 02/04/16.
TENTATIVE CONDITIONS INCLUDE THE FOLLOWING:
1. A DAM-FAILURE ANALYSIS SHALL, AT A MINIMUM, BE PERFORMED
BASED ON AN OVER-TOPPING BREACH OF THE DAM EMBANKMENT DURING
A 100 YEAR STORM EVENT. CRITERIA PER THE VIRGINIA DAM
SAFETY ACT WILL TAKE PRECEDENCE. EXISTING OR PROPOSED HOMES
SHALL BE OUTSIDE OF THE DAM FAILURE INUNDATION LIMITS.
2. THE NAME OF THE GEOTECHNICAL PROFESSIONAL WHO WILL
PROVIDE THE GEOTECHNICAL APPROVAL ON THE DAM WILL BE
FURNISHED PRIOR TO THE ISSUANCE OF THE LAND DISTURBANCE
PERMIT.
3. PRIOR TO CONSTRUCTION PLAN APPROVAL, THE ENVIRONMENTAL
ENGINEERING DEPARTMENT MUST HAVE RECEIVED DOCUMENTATION THAT
THE SUB-DIVIDER OR HIS REPRESENTATIVE HAS NOTIFIED CERTAIN
PROPERTY OWNERS, DETERMINED BY THE DEPARTMENT, OF THE
PROPOSED ADJACENT CONSTRUCTION (PARKER, ANGELA JANE, 9001
DOUBLE TREE LANE).
4. ALL EXPENSES INVOLVED IN THE ELIMINATION OF THE TEMPORARY
CUL-DE-SAC ON EXISTING DOUBLE TREE LANE INTO THE PROJECT
WILL BE BORNE BY THE DEVELOPER.
5. THE AREAS OF STORMWATER RUNOFF CONCENTRATION AS DISCUSSED
IN THE ENVIRONMENTAL ENGINEERING DEPARTMENT TENTATIVE
REPORT, DATED JUNE 12, 2015, WILL BE FIELD LOCATED AND SHOWN
ON THE PLANS. THE CONSTRUCTION PLANS SHALL DESIGNATE THE
AFFECTED LOTS WITH AN NBP, AND AN ENGINEERED STORM SEWER,
FILLING, GRADING AND DRAINAGE PLAN SHALL BE INCLUDED IN THE
CONSTRUCTION PLANS.
6. THE SUB-DIVIDER SHALL POST SIGNS DEMARKING THE LIMITS OF
THE RPA AREA SO BUILDERS AND HOMEOWNERS MAY BE INFORMED AS
TO THE LIMITATIONS IMPOSED ON THESE AREAS. SPECIFIC PLANS
FOR THE EXACT NUMBER AND PLACEMENT OF THE SIGNS SHALL BE
APPROVED BY THE ENVIRONMENTAL ENGINEERING DEPARTMENT.
7. THE POINTS OF PERENNIAL FLOW ALONG WITH THEIR GPS
COORDINATE VALUES WILL BE SHOWN ON THE CONSTRUCTION PLAN AND
RECORD PLAT.
8. UNLESS OTHERWISE APPROVED BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT, THE LAKE WILL BE RETROFITTED TO
ACHIEVE A MINIMUM SHALLOWNESS OF 3 FEET, TO ESTABLISH
FOREBAYS IN LOCATIONS TO BE DETERMINED AT THE TIME OF
CONSTRUCTION PLAN REVIEW, A MECHANICAL DEWATERING DEVICE
PLACED ON THE PRINCIPAL SPILLWAY AND ALL APPLICABLE SAFETY
MEASURES AS SPECIFIED IN THE CHESAPEAKE BAY ORDINANCE.
9. THE PEDESTRIAN-ACCESS FACILITIES DESIGN AS SHOWN ON THE
PRELIMINARY PLAT SHALL BE INCLUDED IN THE ROAD AND DRAINAGE
PLANS THAT MUST BE APPROVED BY BOTH VDOT AND THE
ENVIRONMENTAL ENGINEERING DEPARTMENT. ROAD RIGHT-OF-WAY
SHALL BE WIDE ENOUGH TO ENCOMPASS THE PEDESTRIAN-ACCESS
FACILITIES IF THE SIDEWALKS MEET STATE CRITERIA.
10. UNLESS OTHERWISE APPROVED BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT, THE SPILLWAY STRUCTURE FOR THE WET
POND(S) SHALL BE A CONCRETE WEIR.
11. APPROVAL OF THE ROAD AND DRAINAGE PLANS BY VIRGINIA
POWER IN RELATION TO ITS EASEMENT AND FACILITIES THEREIN IS
A PREREQUISITE TO CONSTRUCTION PLAN APPROVAL BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT. A SUBORDINATION OF
RIGHTS TO VDOT OR A SATISFACTORY COMMITMENT THEREOF BY
VIRGINIA POWER FOR THE LOCATION WHERE JACOBS ROAD AND DOUBLE
TREE LANE RIGHTS-OF-WAY CROSS THE VIRGINIA POWER EASEMENT
SHALL BE A PREREQUISITE TO SUBDIVISION PLAT RECORDATION.
12. APPROVAL OF THE ROAD AND DRAINAGE PLANS BY COMMONWEALTH
GAS IN RELATION TO ITS EASEMENT AND FACILITIES THEREIN IS A
PREREQUISITE TO CONSTRUCTION PLAN APPROVAL BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT. A SUBORDINATION OF
RIGHTS TO COMMONWEALTH GAS OR A SATISFACTORY COMMITMENT
THEREOF BY COMMONWEALTH GAS FOR THE LOCATION WHERE JACOBS
ROAD AND DOUBLE TREE LANE RIGHTS-OF-WAY WILL CROSS THE
COMMONWEALTH GAS EASEMENT SHALL BE A PREREQUISITE TO
SUBDIVISION PLAT RECORDATION.
13. WITH REFERENCE TO THE EXISTING POND WHICH IS TO REMAIN
AS AN AMENITY, AN ENGINEERING AND GEOTECHNICAL CLEAN BILL OF
HEALTH WILL BE ACHIEVED FOR THIS FACILITY. ALSO, THE RECORD
PLAT WILL CLARIFY THE SPECIFIC LOT OWNERS WHO WILL HAVE
PERMANENT MAINTENANCE AND OPERATIONS RESPONSIBILITIES.
14. UNLESS OTHERWISE APPROVED, THE CONSTRUCTION ACTIVITIES
ON THE AMENITY LAKE AND DAM WHICH WILL OCCUR WITHIN THE RPA
LIMITS SHALL BE AUTHORIZED BY ISSUANCE OF AN APPROVAL OF A
WQIA FROM THE WATER QUALITY SECTION OF THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
15. PRIOR TO CONSTRUCTION PLAN APPROVAL, DOCUMENTATION OF
THE OWNER'S ACQUISITION OF THE REQUIRED NONPOINT NUTRIENT
OFFSETS MUST BE PROVIDED IN A CERTIFICATION FROM THE OFFSET
BROKER DOCUMENTING THE NUMBER OF PHOSPHOROUS NONPOINT
NUTRIENT OFFSETS ACQUIRED AND THE ASSOCIATED RATIO OF
NITROGEN NONPOINT NUTRIENT OFFSETS AT THE OFFSET GENERATING
FACILITY.
REVIEW NOTES:
AN ASSESSMENT OF THE TOPOGRAPHY IN RELATION TO THE LOT
LAYOUT HAS REVEALED SEVERAL AREAS OF STORM WATER
CONCENTRATION WHICH ARE IN POTENTIAL CONFLICT WITH THE
DESIRE NOT TO HAVE STORM DRAINAGE PROBLEMS RELATED TO THE
DEVELOPMENT OF THE HOUSE AND LOT. THESE ARE ENGINEERING
ISSUES WHICH SHOULD BE ADDRESSED BY THE CONSTRUCTION PLANS
AND NOT LEFT TO THE INDIVIDUAL BUILDERS TO DEAL WITH. THE
PHYSICAL "LOW" OF THESE DRAINAGE CORRIDORS SHOULD BE FIELD
LOCATED AND APPROPRIATE ENGINEERING PROPOSALS WITH RESPECT
TO FILLING, GRADING, DRAINAGE STORM SEWERING, AND BUILDING
ENVELOPE LOCATIONS SHOULD BE MADE A PART OF THE CONSTRUCTION
PLANS. THESE AREAS ARE AS FOLLOWS:
A. THE DRAINAGE CORRIDOR WHICH BEGINS IN LOT 6, PASSING
THROUGH THE CENTER OF LOT 10, CONTINUING ON THROUGH LOT 15
AND ULTIMATELY REACHING THE RPA, AFTER HAVING PASSED THROUGH
LOT 18.
B. THE DRAINAGE CORRIDOR WHICH BEGINS IN LOT 36, PASSING
THROUGH LOT 39, BEFORE REACHING PEAKLAND DRIVE.
C. THE DRAINAGE CORRIDOR WHICH BEGINS IN LOT 59, PASSING
THROUGH THE CENTER OF LOT 62 BEFORE REACHING THE RPA.
