PERTAINING TO THE ABOVE REFERENCED TENTATIVE PLAT DATED
JANUARY 28, 2011, ACCEPTED FOR REVIEW BY THE PLANNING
DEPARTMENT ON FEBRUARY 3, 2011 AND RECEIVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT ON FEBRUARY 9,
2011.
THE EXISTENCE OF WETLANDS MUST BE ADDRESSED ON THE
TENTATIVE PLAT. THE TENTATIVE PLAT SHOULD PROVIDE THE LIMIT
OF DELINEATED WETLANDS OR PROVIDE A STATEMENT FROM A
RECOGNIZED WETLANDS EXPERT THAT THERE ARE NO WETLANDS
WITHIN THE PROJECT LIMITS.
PLEASE PROVIDE ON THE TENTATIVE PLAT THE SPECIFIC NAME
OF THE INDIVIDUAL WHO PERFORMED THE WETLANDS DELINEATION
SO THAT IT MAY BE CONFIRMED THAT HE OR SHE IS ON THE
APPROVED WETLANDS DELINEATOR LIST AND INDICATE THE STATUS
OF CONFIRMATION OF THE WETLANDS BY THE U.S. ARMY CORPS
OF ENGINEERS.
A DISCUSSION ON THE SIDEWALK IMPROVEMENTS CALLED FOR
ALONG JAMES STREET NEEDS TO BE HELD. RATHER THAN THERE
BEING A SIX INCH CURB SEPARATING THE ELEVATION OF THE
SIDEWALK FROM THE ELEVATION OF THE GUTTER WHICH TIES INTO TH
PAVEMENT. THE EXISTING SIDEWALK ALONG MUCH OF ITS LENGTH
IS VIRTUALLY FLUSH WITH THE EDGE OF PAVEMENT. THE
IMPROVEMENT TO THE SIDEWALKS MUST ALSO INCORPORATE THE
CG-9D ENTRANCES INTO LOTS 2 THROUGH 5 FRONTING ON JAMES
STREET.
WITH RESPECT TO CHESAPEAKE BAY, PLEASE SPECIFY THE
PERMITTED IMPERVIOUS SQUARE FOOTAGE ON EACH LOT WHICH WILL
RESULT IN AN IMPERVIOUS FOOTPRINT OF NO MORE THAN 16% AND
PROVIDE A TYPICAL REQUIRED LAYOUT THAT WOULD CONFORM TO THIS
BMP.
PLEASE PROVIDE THE STANDARD CHESAPEAKE BAY CALCULATIONS IF
IT IS REALIZED THAT THE ABOVE REDUCED IMPERVIOUSNESS BMP
WILL BECOME TOO RESTRICTIVE AND THE PRODUCT ENVISIONED IS
NOT FEASIBLE.
THE ACROSS THE BOARD SPECIFICATION FOR CURB AND GUTTER IS
QUESTIONED, PARTICULARLY ON SECOND AVENUE BECAUSE IT WILL
HAVE NO OTHER ENTRANCES OTHER THAN THE ENTRANCE INTO THE
EXISTING DWELLING UNIT. IF CURB AND GUTTER IS USED ON JAMES
STREET, DOES THAT MEAN THAT THE ENTIRE EXISTING SIDEWALK
WOULD BE REMOVED, PAVEMENT WIDENED, CURB AND GUTTER
PLACED AND THEN NEW SIDEWALK PLACED BEHIND THAT? WOULD
THE EXISTING DI AT THE INTERSECTION OF JAMES AND SECOND
STREET HAVE TO BE REBUILT?
PRIOR TO APPROVAL OF THE SECOND AVENUE ESTATES
TENTATIVE, THE DEVELOPER WILL SUBMIT A LETTER OF
ACKNOWLEDGEMENT OF THE CONDITION REGARDING MASONRY
EMBELLISHMENTS WITHIN THE VDOT CLEAR ZONE. THIS
ACKNOWLEDGEMENT IS THE RESPONSIBILITY OF THE DEVELOPER
AND NOT HIS REPRESENTATIVE AS HE IS ULTIMATELY RESPONSIBLE
FOR REMOVAL OF HEADWALLS IN ALL NEW SUBDIVISIONS SHOULD IT
BECOME NECESSARY. A DRAFT OF THAT LETTER IS ENCLOSED FOR
YOUR CONVENIENCE.
TENTATIVE CONDITIONS COULD INCLUDE BUT NOT BE LIMITED TO THE
FOLLOWING.
1. THE PEDESTRIAN-ACCESS FACILITIES DESIGN AS SHOWN ON THE
TENTATIVE SHALL BE INCLUDED IN THE ROAD AND DRAINAGE PLANS
THAT MUST BE APPROVED BY BOTH VDOT AND THE
ENVIRONMENTAL ENGINEERING DEPARTMENT. ROAD RIGHT-OF-
WAY SHALL BE WIDE ENOUGH TO ENCOMPASS THE PEDESTRIAN-
ACCESS FACILITIES IF THE SIDEWALKS MEET STATE CRITERIA.
2. GRADING ON INDIVIDUAL LOTS WILL BE PROVIDED SO THAT
EACH PROPERTY WILL HAVE A SURFACE DRAINAGE CONFIGURATION
FUNCTIONING INDEPENDENTLY FROM ITS ADJACENT PROPERTIES.
3. BUILDING ENVELOPES AS SHOWN ON THE TENTATIVE PLAN
ALONG WITH ANY OTHER DIRECTED BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT SHALL BE PLACED ON THE
CONSTRUCTION PLANS AND SUBDIVISION PLAT.
4. THE ACHIEVEMENT OF ADEQUATE SURFACE DRAINAGE ON LOTS
WILL BE THE RESPONSIBILITY OF THE SUBDIVIDER. THE SALE OF
LOTS DOES NOT ABSOLVE THE SUBDIVIDER FROM THIS
RESPONSIBILITY PRIOR TO STATE ACCEPTANCE OF THE STREETS AND
FOR A PERIOD OF ONE YEAR AFTER THE STREETS ARE TAKEN INTO TH
STATE SYSTEM.
5. PRIOR TO RECORDATION, THE ENVIRONMENTAL ENGINEERING
DEPARTMENT MUST HAVE RECEIVED NOTIFICATION FROM VDOT
THAT IMPROVEMENTS TO THE STATE ROAD(S) INTO WHICH THIS
PROJECT INTERSECTS AND WHICH, HAVE BEEN AUTHORIZED BY AN
ISSUED LAND USE PERMIT, HAVE BEEN SATISFACTORILY
COMPLETED.
6. THE TOPOGRAPHY CONTOUR INTERVAL IN THE CONSTRUCTION
PLANS SHALL BE NO GREATER THAN ONE FOOT. SIX INCHES WOULD
BE PREFERABLE SO AS TO REVEAL THE SUBTLE TOPOGRAPHIC
DEPRESSIONS THAT EXIST ON THE PROPERTY.
7. TO PROVIDE FOR ADEQUATE DRAINAGE AND PROTECTION OF
HOME SITES, THE FOLLOWING SHALL BE ACCOMPLISHED:
A. CRAWLSPACE ELEVATIONS SHALL BE CONSTRUCTED A
MINIMUM OF 1' ABOVE ORIGINAL GROUND UNLESS A
QUALIFIED PROFESSIONAL DETERMINES THAT ADEQUATE
DRAINAGE CAN BE OBTAINED BY OTHER METHODS. LOTS
REQUIRED TO HAVE ELEVATED CRAWLSPACES SHALL BE
SHOWN ON THE CONSTRUCTION PLANS AND SO NOTED ON
FINAL CHECK AND RECORD PLATS.
B. UNLESS OTHERWISE APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT, ALL LOTS
WILL FUNCTION INDEPENDENTLY IN THE PROVISION OF A
SURFACE DRAINAGE DESIGN FOR THE LOTS.
8. CBPA COMPLIANCE DOCUMENTATION ON THE SUBDIVISION
RECORD PLAT SHALL BE IN ACCORDANCE WITH THAT WHICH IS
SHOWN ON THE APPROVED TENTATIVE PLAT.
9. THERE IS A DRAINAGE INLET AT THE INTERSECTION OF JAMES AN
SECOND STREETS AND AN INLET IN THE PARKING LOT OF 795-612-
3636 INTO WHICH THIS PROJECT WILL DRAIN. CONSTRUCTION PLANS
SHALL INCLUDE AN ANALYSIS OF THE INLET CAPACITY AND AN
ACCOUNTING OF THE STORM SEWER ADEQUACY AND CONDITION
DOWN TO EACH STORM SEWER'S ADEQUATE RECEIVING CHANNEL.
10. OVERLAID ON THE EXISTING CONTOURS WILL BE A FILLING,
GRADING AND DRAINAGE PLAN WHICH WILL SHOW THE REQUIRED
NEW CONTOURS WHICH WILL ACHIEVE PROPER SURFACE DRAINAGE.
THIS SHALL INCLUDE CRAWL SPACE ELEVATIONS OF AT LEAST A
FOOT ABOVE SURROUNDING GROUND WITH A SPECIFICATION OF
MINIMUM CRAWL SPACE ELEVATIONS.
