DEVELOPMENT OF THE HOUSE AND LOT. THESE ARE ENGINEERING
ISSUES WHICH SHOULD BE ADDRESSED BY THE CONSTRUCTION
PLANS AND NOT LEFT TO THE INDIVIDUAL BUILDERS TO DEAL WITH.
THE PHYSICAL "LOW" OF THESE DRAINAGE CORRIDORS SHOULD BE
FIELD LOCATED AND APPROPRIATE ENGINEERING PROPOSALS WITH
RESPECT TO FILLING, GRADING, DRAINAGE STORM SEWERING AND
BUILDING ENVELOPE LOCATIONS SHOULD BE MADE A PART OF THE

PERENNIAL FLOW, WETLANDS EXTEND ON UPSTREAM THAT ARE
CONNECTED AND CONTIGUOUS, THE RPA WOULD EXTEND A
DISTANCE NO GREATER THAN 500' IN ACCORDANCE WITH THE
ENVIRONMENTAL ENGINEERING POLICY OF APRIL 30, 2008. ON
SHEET 4,IN THE OPEN SPACE BETWEEN LOTS 90 AND 91, THE
ORIGIN OF PERENNIAL FLOW COORDINATES ARE INCORRECT.
THESE COORDINATES APPEAR TO BE A DUPLICATION OF THE
COORDINATE VALUES ON SHEET 3, LOT 165, WHICH ARE CORRECT
AS ARE THE COORDINATE VALUES ON SHEET 2, BEHIND LOT 223.
PLEASE ADDRESS.
THE 500 FOOT DISTANCE FROM THE ORIGIN OF PERENNIAL FLOW
IS NOT A REQUIREMENT, ONLY A MAXIMUM DISTANCE.
THEREFORE, THE RPA IN LOTS 186 AND 187 ON SHEET 3 DOES
NOT NEED TO BE EXTENDED THE FULL 500 FEET, BUT ONLY 100
FEET BEYOND THE WETLAND LIMITS IN 186. PLEASE ADDRESS.
PLEASE CLARIFY ON SHEET 3 WHY THE RPA TERMINATES AT THE
REAR OF LOTS 42 AND 66. ON SHEET 4, PLEASE CLARIFY WHY
THE RPA TERMINATES AT THE REAR OF LOT 158.
PLEASE PROVIDE, AT STRATEGIC POINTS ON ALL SHEETS, THE
DOUBLE SIDED ARROW WHICH SCALES OUT AT 100 FEET PLACED
BETWEEN THE LIMITS OF THE RPA AND THE ENVIRONMENTAL
RESOURCE AND ANNOTATE IT AS "100 FOOT RPA BUFFER."
WITH RESPECT TO ROAD NAMES, THE REVISION IN THE ROAD
AND LOT LAYOUT HAS CREATED A FEW ISSUES THAT WERE NOT ON
THE FIRST PLAN. THE PACE SETTER DRIVE/TERRACE/COURT
COMBO IS NOT CONSISTENT WITH STANDARDS USED. ONE
SUGGESTED FIX WOULD BE TO EXTEND THE CLUBHOUSE TURN
LANE ALL THE WAY TO PACE SETTER TERRACE AND CHANGE THE
NAME OF PACE SETTER TERRACE TO PACE SETTER LANE. PLEASE
ADDRESS THE EARLY FOOT LANE DUPLICATION BY HAVING
EARLY FOOT LANE, WHICH PROVIDES FRONTAGE FOR LOTS 204
THROUGH 211, BE CALLED EARLY FOOT TERRACE.
THE RIGHT OF WAY STUB COMING OFF THE CUL-DE-SAC BULB
BETWEEN LOTS 1 AND 2 IS QUESTIONABLE. A CONCURRENCE
WITH THAT LAYOUT BY VDOT IS NEEDED. PLEASE ADDRESS.
THE QUALITY OF THE TOPOGRAPHY INFORMATION HAS
DETERIORATED CONSIDERABLY FROM THE ORIGINAL SUBMITTAL IN
DECEMBER, 2008.
PLEASE SHOW THE EXISTING TRACK AND INDICATE ITS INDICATED
DISPOSITION.
ON THE COVER SHEET, SINCE THE ENVIRONMENTAL
ENGINEERING RPA POLICY OF APRIL 30, 2008 IS NO LONGER IN
EFFECT, PLEASE DOCUMENT WHY THE 500 FOOT RPA LIMITATION
IS STILL APPLICABLE TO THIS PROJECT. "THE INITIAL SUBMITTAL
DATE OF THIS TENTATIVE PLAT (DECEMBER 12, 2008) PREDATES
THE SEPTEMBER 23, 2009 DATE BEYOND WHICH
ENVIRONMENTAL ENGINEERING DEPARTMENT POLICY NO
LONGER PERMITS THE 500 FOOT RPA LIMITATION BUT REQUIRES
ADHERENCE TO THE DCR GUIDANCE ADOPTED JUNE 18,
2007."
AN ASSESSMENT OF THE TOPOGRAPHY IN RELATION TO THE LOT
LAYOUT HAS REVEALED SEVERAL AREAS OF STORM WATER
CONCENTRATION WHICH ARE IN POTENTIAL CONFLICT WITH THE
DESIRE NOT TO HAVE STORM DRAINAGE PROBLEMS RELATED TO THE
DEVELOPMENT OF THE HOUSE AND LOT. THESE ARE ENGINEERING
ISSUES WHICH SHOULD BE ADDRESSED BY THE CONSTRUCTION
PLANS AND NOT LEFT TO THE INDIVIDUAL BUILDERS TO DEAL WITH.
THE PHYSICAL "LOW" OF THESE DRAINAGE CORRIDORS SHOULD BE
FIELD LOCATED AND APPROPRIATE ENGINEERING PROPOSALS WITH
RESPECT TO FILLING, GRADING, DRAINAGE STORM SEWERING AND
BUILDING ENVELOPE LOCATIONS SHOULD BE MADE A PART OF THE
CONSTRUCTION PLANS. THESE AREAS ARE AS FOLLOWS:
A. THE DRAINAGE CORRIDOR BETWEEN LOTS 261 AND 264.
B. THE DRAINAGE CORRIDOR BEGINNING IN LOT 199 DOWN TO
LOT 189.
C. THE DRAINAGE CORRIDOR BEGINNING IN LOT 54 DOWN
THROUGH LOT 47.
D. THE DRAINAGE CORRIDOR BEGINNING IN LOT 32, DOWN
THROUGH LOT 35.
TENTATIVE CONDITIONS COULD INCLUDE BUT NOT BE LIMITED TO THE
FOLLOWING:
1. PER SECTION 8-4 OF THE EROSION CONTROL ORDINANCE, PRIOR
TO THE ISSUANCE OF A LAND DISTURBANCE PERMIT, THE
ENVIRONMENTAL ENGINEERING DEPARTMENT SHALL REQUIRE
COPIES OF APPLICABLE CORRESPONDENCE FROM THE USACOE SO
THAT IT MAY BE DETERMINED THAT ALL WETLANDS PERMITS HAVE
BEEN RECEIVED.
2. ANY TIMBERING THAT IS TO OCCUR AS THE FIRST PHASE OF
INFRASTRUCTURE CONSTRUCTION WILL BE INCORPORATED INTO THE
PROJECT'S EROSION-AND-SEDIMENT CONTROL PLAN NARRATIVE AND
WILL NOT COMMENCE UNTIL THE ISSUANCE OF A LAND DISTURBANCE
PERMIT FOR SUBDIVISION CONSTRUCTION AND PROPER INSTALLATION
OF EROSION CONTROL MEASURES.
3. THE USACOE JURISDICTIONAL WETLANDS SHALL BE SHOWN
ON THE CONSTRUCTION PLANS AND SUBDIVISION PLAT
4. PRIOR TO CONSTRUCTION PLAN APPROVAL, THE APPLICANT WILL
PROVIDE THE ENVIRONMENTAL ENGINEERING DEPARTMENT
INFORMATION CONFIRMING THAT THERE WILL BE NO ENCROACHMENT
OF THE PRIMARY OR SECONDARY DRAIN FIELDS OR HOME
CONSTRUCTION INTO THE RPA. THIS WILL BE DOCUMENTED BY
THE INCLUSION OF A PLAN VIEW SHEET IN THE CONSTRUCTION PLANS
WHICH MUST ALSO BE APPROVED BY THE HEALTH DEPARTMENT.
5. THE AREAS OF STORM-WATER RUNOFF CONCENTRATION AS
DISCUSSED IN THE ENVIRONMENTAL ENGINEERING DEPARTMENT
TENTATIVE REPORT DATED OCTOBER 26, 2010 WILL BE FIELD
LOCATED AND SHOWN ON THE PLANS. THE CONSTRUCTION PLANS
SHALL DESIGNATE THE AFFECTED LOTS WITH AN NBP, AND AN
ENGINEERED STORM SEWER, FILLING, GRADING, AND DRAINAGE
PLAN SHALL BE INCLUDED IN THE CONSTRUCTION PLANS.
6. THE SUB-DIVIDER SHALL POST SIGNS DEMARKING THE LIMITS
OF THE RPA AREA SO BUILDERS AND HOMEOWNERS MAY BE
INFORMED AS TO THE LIMITATIONS IMPOSED ON THESE AREAS.
SPECIFIC PLANS FOR THE EXACT NUMBER AND PLACEMENT OF THE
SIGNS SHALL BE APPROVED BY THE ENVIRONMENTAL ENGINEERING
DEPARTMENT.
7. THE EROSION AND SEDIMENT CONTROL PLAN FOR THE PROJECT
SHALL CALL FOR THE PLACEMENT OF POLYETHYLENE FENCE OR ITS
EQUIVALENT IN ACCORDANCE WITH STD & SPEC 3.01 OF THE
VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK ALONG
THE RPA LIMITS PRIOR TO THE ISSUANCE OF A LAND DISTURBANCE
PERMIT.
8. BUILDING ENVELOPES AS SHOWN ON THE TENTATIVE PLAN
ALONG WITH ANY OTHER DIRECTED BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT SHALL BE PLACED ON THE
CONSTRUCTION PLANS AND SUBDIVISION PLAT.
9. THE FLOODPLAIN AS SHOWN ON THE APPROVED
CONSTRUCTION PLANS AND THE RECORDED SUBDIVISION PLAT SHALL
BE THE RESULT OF HYDROLOGIC AND HYDRAULIC ENGINEERING
METHODS AND ASSUMPTIONS WHICH ARE APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.
10. THE ACHIEVEMENT OF ADEQUATE SURFACE DRAINAGE ON LOTS
WILL BE THE RESPONSIBILITY OF THE SUBDIVIDER. THE SALE OF
LOTS DOES NOT ABSOLVE THE SUBDIVIDER FROM THIS
RESPONSIBILITY PRIOR TO STATE ACCEPTANCE OF THE STREETS AND
FOR A PERIOD OF ONE YEAR AFTER THE STREETS ARE TAKEN INTO TH
STATE SYSTEM.
11. PRIOR TO RECORDATION, THE ENVIRONMENTAL ENGINEERING
DEPARTMENT MUST HAVE RECEIVED NOTIFICATION FROM VDOT
THAT IMPROVEMENTS TO THE STATE ROAD(S) INTO WHICH THIS
PROJECT INTERSECTS AND WHICH, HAVE BEEN AUTHORIZED BY AN
ISSUED LAND USE PERMIT, HAVE BEEN SATISFACTORILY
COMPLETED.
12. THE POINTS OF PERENNIAL FLOW ALONG WITH THEIR GPS
COORDINATE VALUES WILL BE SHOWN ON THE CONSTRUCTION PLAN
AND RECORD PLAT.
