FOLLOWING PRELIMINARY COMMENTS AND OBSERVATIONS
PERTAINING TO THE ABOVE REFERENCED TENTATIVE PLAN DATED
JANUARY 12, 2006, RECEIVED BY THE PLANNING DEPARTMENT ON
JANUARY 17, 2006 AND BY THE ENVIRONMENTAL ENGINEERING
DEPARTMENT ON JANUARY 5, 2006.
THE TENTATIVE PLAT SHOULD SHOW THE LOCATION OF THE PROPOSED
DRAINAGE EASEMENT WHICH WILL BE CONVEYING THE UPSTREAM
88.8 ACRES ALONG WITH ONSITE ACREAGE THROUGH THE PROPERTY
AND INTO KINGSLAND CREEK.
WITH RESPECT TO ROAD NAMES, THERE ARE TWO PAGES OF RRPDC
APPROVALS UNDER THE SUBDIVISION NAME OF SILVER LEAF.
SEVEN OF THE NAMES ON THIS LIST ARE ATTRIBUTED TO SILVER
MEWS. IT IS ASSUMED THAT THE REMAINING APPROVED ROAD
NAMES APPLY TO SILVER LEAF. HOWEVER, RRPDC ROAD NAME
APPROVALS COULD NOT BE FOUND FOR THE FOLLOWING ROAD NAMES:
(A) STERLING BROOK; (B) VERMEIL; (C) CASTING; (D) MINT; (E)
TROY; (F) ARGENT; (G) CANNINGTON. PLEASE ADDRESS THIS ISSUE
BY PROVIDING RRPDC ROAD NAME APPROVALS FOR THESE ROAD

WITH RESPECT TO CBPA, WE NOTE THAT THE BREAKDOWN OF THE
THREE AREAS ON WORKSHEET A TOTALS THE PROJECT AREA OF 188.8
ACRES. HOWEVER, THERE IS NO MEANS OF CORRELATING THE ACRES
USED AND THE IMPERVIOUSNESS ASSUMED WITH THE TENTATIVE

STATEMENT IN THE BOTTOM RIGHT HAND CORNER OF SHEET TE-1,
THIS STATEMENT APPLIES TO BOTH SILVER LEAF AND SILVER MEWS
WHICH IS MISLEADING AND CONFUSING. WORDING FOR THE
STATEMENT HAS BEEN PROVIDED IN THE SILVER MEWS COMMENTS
AND THAT WORDING SHOULD BE THE GUIDE FOR THE REWORDING OF
THIS STATEMENT AS IT APPLIES TO SILVER LEAF ONLY.
PLEASE INCREASE THE DENSITY OF STIPPLING SO THAT THE WETLAND
STAND OUT TO A GREATER EXTENT.
A PERENNIALITY DETERMINATION MUST BE PERFORMED ON THE SITE.

THE RPA OFF THE WETLANDS WHICH ARE ADJACENT AND
CONTIGUOUS AND CONNECTED BY SURFACE FLOW TO KINGSLAND
CREEK LOOKS A LITTLE SHY IN AT LEAST ONE LOCATION DUE SOUTH
THE INTERSECTION OF SILVER MIST AVENUE AND STERLING BROOK
DRIVE. IN ORDER TO ESTABLISH THE ACCURACY OF THE RPA, PLEAS
PROVIDE SEVERAL STRATEGICALLY PLACED 100 FOOT SCALED DOUBLE
ARROWS ANNOTATED AS 100 FOOT CONSERVATION BUFFER.
THE RPA IN THE VICINITY OF THE INTERSECTION OF MINT LANE
AND STERLING BROOK DRIVE SHOULD BE CUT OFF ON THE
DOWNSTREAM SIDE OF STERLING BROOK DRIVE.
PLEASE PROVIDE A LETTER FROM THE RECOGNIZED WETLAND EXPERT

WITH RESPECT TO THE 100 YEAR FLOODPLAIN OF KINGSLAND CREEK,
PLEASE INDICATE THE SOURCE OF THAT FLOODPLAIN INFORMATION.
THAT SOURCE IS FEMA, THE WATERSHED HYDROLOGY USED IN THE
ESTABLISHMENT OF THOSE LIMITS WAS THAT OF THE LEVEL OF
DEVELOPMENT THAT WAS IN EXISTENCE CIRCA 1983 RATHER THAN AN
ASSUMPTION OF ULTIMATE WATERSHED DEVELOPMENT. AS AN
ALTERNATIVE TO A CONSULTANT DERIVED FLOODPLAIN OF KINGSLAND
CREEK BASED ON ULTIMATE WATERSHED DEVELOPMENT, THE
ENVIRONMENTAL ENGINEERING DEPARTMENT HAS ESTABLISHED A
POLICY WHICH ALLOWS THE 500 YEAR FLOODPLAIN CIRCA 1983 TO
SERVE AS THE 100 YEAR FLOODPLAIN REPRESENTING AN ULTIMATE
DEVELOPMENT WATERSHED SCENARIO FOR THE 100 YEAR
FLOODPLAIN. SO FAR, ALL ENGINEERS HAVE CHOSEN THE 500 YEAR
CIRCA 1983 FLOODPLAIN TO REPRESENT THE PROJECT 100 YEAR
FLOODPLAIN. PLEASE ADDRESS ACCORDINGLY.
THE DENSITY OF THE TOWNHOUSE SECTION PRECIPITATES A
SIDEWALK REQUIREMENT. THERE MAY BE SIDEWALKS REQUIRED OR
INTENDED IN OTHER AREAS OF THE PROJECT WHICH THE TENTATIVE
PLAT MUST SHOW. THE TENTATIVE PLAT SHOULD SHOW FIVE FOOT
SIDEWALKS WITHIN THE RIGHT OF WAY FOR THOSE SIDEWALKS WHICH
WILL BE RUNNING ALONG THE ROADWAYS.
PRIOR TO APPROVAL OF THE SILVER LEAF TENTATIVE, THE DEVELOPE
WILL SUBMIT A LETTER OF ACKNOWLEDGEMENT OF THE CONDITION
REGARDING MASONRY EMBELLISHMENTS WITHIN THE VDOT CLEAR
ZONE. THIS ACKNOWLEDGEMENT IS THE RESPONSIBILITY OF THE
DEVELOPER AND NOT HIS REPRESENTATIVE AS HE IS ULTIMATELY
RESPONSIBLE FOR REMOVAL OF HEADWALLS IN ALL NEW
SUBDIVISIONS SHOULD IT BECOME NECESSARY. A DRAFT OF THAT

TENTATIVE CONDITIONS COULD INCLUDE BUT NOT BE LIMITED TO THE

1. PER SECTION 8-4 OF THE EROSION CONTROL
ORDINANCE, PRIOR TO THE ISSUANCE OF A LAND
DISTURBANCE PERMIT, THE ENVIRONMENTAL ENGINEERING
DEPARTMENT SHALL REQUIRE COPIES OF APPLICABLE
CORRESPONDENCE FROM THE USACOE SO THAT IT MAY BE
DETERMINED THAT ALL WETLANDS PERMITS HAVE BEEN
RECEIVED.
2. THE PEDESTRIAN-ACCESS FACILITIES DESIGN AS
SHOWN ON THE TENTATIVE SHALL BE INCLUDED IN THE ROAD
AND DRAINAGE PLANS THAT MUST BE APPROVED BY BOTH
VDOT AND THE ENVIRONMENTAL ENGINEERING
DEPARTMENT. ROAD RIGHT-OF-WAY SHALL BE WIDE
ENOUGH TO ENCOMPASS THE PEDESTRIAL-ACCESS FACILITIES
IF THE SIDEWALKS MEET STATE CRITERIA.
3. ANY TIMBERING THAT IS TO OCCUR AS THE FIRST
PHASE OF INFRASTRUCTURE CONSTRUCTION WILL BE
INCORPORATED INTO THE PROJECT'S EROSION-AND-SEDIMENT
CONTROL PLAN NARRATIVE AND WILL NOT COMMENCE UNTIL
THE ISSUANCE OF A LAND DISTURBANCE PERMIT FOR
SUBDIVISION CONSTRUCTION AND PROPER INSTALLATION OF
EROSION CONTROL MEASURES.
4. THE USACOE JURISDICTIONAL WETLANDS SHALL
BE SHOWN ON THE CONSTRUCTION PLANS AND SUBDIVISION
PLAT.
5. PRIOR TO CONSTRUCTION PLAN APPROVAL, THE
ENVIRONMENTAL ENGINEERING DEPARTMENT MUST HAVE
RECEIVED DOCUMENTATION THAT THE SUB-DIVIDER OR HIS
REPRESENTATIVE HAS NOTIFIED CERTAIN PROPERTY OWNERS
DETERMINED BY THE DEPARTMENT OF THE PROPOSED
ADJACENT CONSTRUCTION.
6. THE SUB-DIVIDER SHALL POST SIGNS DEMARKING
THE LIMITS OF THE RPA SO BUILDERS AND HOMEOWNERS
MAY BE INFORMED AS TO THE LIMITATIONS IMPOSED ON
THESE AREAS. SPECIFIC PLANS FOR THE EXACT NUMBER AND
PLACEMENT OF THE SIGNS SHALL BE APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.
7. THE EROSION AND SEDIMENT CONTROL PLAN FOR
THE PROJECT SHALL CALL FOR THE PLACEMENT OF
POLYETHYLENE FENCE OR ITS EQUIVALENT IN ACCORDANCE
WITH STD & SPEC 3.01 OF THE VIRGINIA EROSION AND
SEDIMENT CONTROL HANDBOOK ALONG THE RPA LIMITS
PRIOR TO THE ISSUANCE OF A LAND DISTURBANCE PERMIT.
8. BUILDING ENVELOPES AS SHOWN ON THE
TENTATIVE PLAN ALONG WITH ANY OTHER DIRECTED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT SHALL BE
PLACED ON THE CONSTRUCTION PLANS AND SUBDIVISION
PLAT.
9. PRIOR TO ISSUANCE OF LAND DISTURBANCE PERMITS
OR RECORDATION, THE ENVIRONMENTAL ENGINEERING
DEPARTMENT MUST BE OFFICIALLY NOTIFIED BY A HOLDER
OF THE POLLUTANT-REMOVAL POUNDAGE CREDITS THAT SUCH
CREDITS COMMENSURATE WITH THE ACREAGE AND LEVEL OF
IMPERVIOUSNESS OF SILVER LEAF (_____#S) HAVE BEEN
ALLOTTED TO SILVER LEAF.
10. THE FLOODPLAIN AS SHOWN ON THE APPROVED
CONSTRUCTION PLANS AND THE RECORDED SUBDIVISION PLAT
SHALL BE THE RESULT OF HYDROLOGIC AND HYDRAULIC
ENGINEERING METHODS AND ASSUMPTIONS WHICH ARE
APPROVED BY THE ENVIRONMENTAL ENGINEERING
DEPARTMENT.
11. THE ACHIEVEMENT OF ADEQUATE SURFACE
DRAINAGE ON LOTS WILL BE THE RESPONSIBILITY OF THE
SUBDIVIDER. THE SALE OF LOTS DOES NOT ABSOLVE THE
SUBDIVIDER FROM THIS RESPONSIBILITY PRIOR TO STATE
ACCEPTANCE OF THE STREETS AND FOR A PERIOD OF ONE YEAR
AFTER THE STREETS ARE TAKEN INTO THE STATE SYSTEM.
12. PRIOR TO RECORDATION, THE ENVIRONMENTAL
ENGINEERING DEPARTMENT MUST HAVE RECEIVED
NOTIFICATION FROM VDOT THAT IMPROVEMENTS TO THE
STATE ROAD(S) INTO WHICH THIS PROJECT INTERSECTS AND
WHICH, HAVE BEEN AUTHORIZED BY AN ISSUED LAND USE
PERMIT, HAVE BEEN SATISFACTORILY COMPLETED.
13. ALL ROADS AND DRAINAGE DESIGN INFORMATION
AND CONSTRUCTION SPECIFICATIONS REQUIRED IN THE
CONSTRUCTION PLANS FOR ROADS SHALL ALSO APPLY TO THE
ALLEY IN THE 20-FOOT INGRESS/EGRESS EASEMENT.
14. THE ALLEYS SHALL FUNCTION AS STORM WATER
CONVEYANCE SYSTEMS SUCH THAT THE LOW SIDE OF THE
ALLEY WILL CORRESPOND TO AN INCREMENTAL DRAINAGE
AREA RIDGE LINE. THE ALLEY TYPICAL SECTION CAN BE AN
INVERTED CROWN WITH A 1-INCH PER FOOT CROSS SLOPE
SUCH THAT THERE WILL BE A MINIMUM 6-INCHES OF
ELEVATION DIFFERENCE BETWEEN THE EDGE OF PAVEMENT
AND CENTERLINE IF THE ALLEY WIDTH WERE TO BE 12-FEET
OR CURB AND GUTTER MAY BE USED.
15. THE 100-YEAR STORM SHALL NOT EXCEED THE
CONTAINMENT DEPTH OF THE ALLEYS. UNLESS OTHERWISE
APPROVED, THE ENTIRE ALLEY SHALL BE IN A CUT SECTION.
16. STORM WATER IN THE ALLEYS SHALL BE PICKED UP
BY DI-5 GRADED INLETS INTO WHICH THE INVERTED
CROWNS WOULD FLOW AND BE DISCHARGED VIA STORM
SEWER OR OTHER METHOD APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.
17. ROOF GUTTERS AND DOWNSPOUTS SHALL BE
INSTALLED ON THE TOWNHOUSE DWELLINGS. ALL ROOF
DRAINAGE LEADERS WILL BE TIED DIRECTLY INTO ONSITE
STORM SEWERS OR OTHER STABLE CONVEYANCE SYSTEMS
DEEMED APPROPRIATE BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
18. TO PROVIDE FOR ADEQUATE DRAINAGE AND
PROTECTION OF HOME SITES, THE FOLLOWING SHALL BE
ACCOMPLISHED:
A. DESIGN CENTERLINES OF ROAD PROFILES
SHALL BE A MINIMUM 1' BELOW EXISTING GRADE
AND/OR THE DRAINAGE DESIGN SHALL PROVIDE
EACH LOT WITH A MINIMUM 1% GRADIENT FROM
THE LOWEST AND/OR MOST REMOTE POINT WITHIN
THE LOT TO AN ADEQATE RECEIVING OUTFALL AS
DETERMINED BY THE ENVIRONMENTAL ENGINEER.
B. CRAWLSPACE ELEVATIONS SHALL BE
CONSTRUCTED A MINIMUM OF 1' ABOVE ORIGINAL
GROUND UNLESS A QUALIFIED PROFESSIONAL
DETERMINES THAT ADEQUATE DRAINAGE CAN BE
OBTAINED BY OTHER METHODS. LOTS REQUIRED TO
HAVE ELEVATED CRAWLSPACES SHALL BE SHOWN ON
THE CONSTRUCTION PLANS AND SO NOTED ON FINAL

4. THE USACOE JURISDICTIONAL WETLANDS SHALL

PLACEMENT OF THE SIGNS SHALL BE APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.
7. THE EROSION AND SEDIMENT CONTROL PLAN FOR
THE PROJECT SHALL CALL FOR THE PLACEMENT OF
POLYETHYLENE FENCE OR ITS EQUIVALENT IN ACCORDANCE
WITH STD & SPEC 3.01 OF THE VIRGINIA EROSION AND
SEDIMENT CONTROL HANDBOOK ALONG THE RPA LIMITS
PRIOR TO THE ISSUANCE OF A LAND DISTURBANCE PERMIT.
8. BUILDING ENVELOPES AS SHOWN ON THE
TENTATIVE PLAN ALONG WITH ANY OTHER DIRECTED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT SHALL BE
PLACED ON THE CONSTRUCTION PLANS AND SUBDIVISION
PLAT.
9. THE FLOODPLAIN AS SHOWN ON THE APPROVED
CONSTRUCTION PLANS AND THE RECORDED SUBDIVISION PLAT
SHALL BE THE RESULT OF HYDROLOGIC AND HYDRAULIC
ENGINEERING METHODS AND ASSUMPTIONS WHICH ARE
APPROVED BY THE ENVIRONMENTAL ENGINEERING
DEPARTMENT.
10. THE ACHIEVEMENT OF ADEQUATE SURFACE
DRAINAGE ON LOTS WILL BE THE RESPONSIBILITY OF THE
SUBDIVIDER. THE SALE OF LOTS DOES NOT ABSOLVE THE
SUBDIVIDER FROM THIS RESPONSIBILITY PRIOR TO STATE
ACCEPTANCE OF THE STREETS AND FOR A PERIOD OF ONE YEAR
AFTER THE STREETS ARE TAKEN INTO THE STATE SYSTEM.
11. PRIOR TO RECORDATION, THE ENVIRONMENTAL
ENGINEERING DEPARTMENT MUST HAVE RECEIVED
NOTIFICATION FROM VDOT THAT IMPROVEMENTS TO THE
STATE ROAD(S) INTO WHICH THIS PROJECT INTERSECTS AND
WHICH, HAVE BEEN AUTHORIZED BY AN ISSUED LAND USE
PERMIT, HAVE BEEN SATISFACTORILY COMPLETED.
12. ALL ROADS AND DRAINAGE DESIGN INFORMATION
AND CONSTRUCTION SPECIFICATIONS REQUIRED IN THE
CONSTRUCTION PLANS FOR ROADS SHALL ALSO APPLY TO THE
ALLEY IN THE 20-FOOT INGRESS/EGRESS EASEMENT.
13. THE ALLEYS SHALL FUNCTION AS STORM WATER
CONVEYANCE SYSTEMS SUCH THAT THE LOW SIDE OF THE
ALLEY WILL CORRESPOND TO AN INCREMENTAL DRAINAGE
AREA RIDGE LINE. THE ALLEY TYPICAL SECTION CAN BE AN
INVERTED CROWN WITH A 1-INCH PER FOOT CROSS SLOPE
SUCH THAT THERE WILL BE A MINIMUM 6-INCHES OF
ELEVATION DIFFERENCE BETWEEN THE EDGE OF PAVEMENT
AND CENTERLINE IF THE ALLEY WIDTH WERE TO BE 12-FEET
OR CURB AND GUTTER MAY BE USED.
14. THE 100-YEAR STORM SHALL NOT EXCEED THE
CONTAINMENT DEPTH OF THE ALLEYS. UNLESS OTHERWISE
APPROVED, THE ENTIRE ALLEY SHALL BE IN A CUT SECTION.
15. STORM WATER IN THE ALLEYS SHALL BE PICKED UP
BY DI-5 GRADED INLETS INTO WHICH THE INVERTED
CROWNS WOULD FLOW AND BE DISCHARGED VIA STORM
SEWER OR OTHER METHOD APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.
16. ROOF GUTTERS AND DOWNSPOUTS SHALL BE
INSTALLED ON THE TOWNHOUSE DWELLINGS. ALL ROOF
DRAINAGE LEADERS WILL BE TIED DIRECTLY INTO ONSITE
STORM SEWERS OR OTHER STABLE CONVEYANCE SYSTEMS
DEEMED APPROPRIATE BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
17. TO PROVIDE FOR ADEQUATE DRAINAGE AND
PROTECTION OF HOME SITES, THE FOLLOWING SHALL BE
ACCOMPLISHED:
A. DESIGN CENTERLINES OF ROAD PROFILES
SHALL BE A MINIMUM 1' BELOW EXISTING GRADE
AND/OR THE DRAINAGE DESIGN SHALL PROVIDE
EACH LOT WITH A MINIMUM 1% GRADIENT FROM
THE LOWEST AND/OR MOST REMOTE POINT WITHIN
THE LOT TO AN ADEQATE RECEIVING OUTFALL AS
DETERMINED BY THE ENVIRONMENTAL ENGINEER.
B. CRAWLSPACE ELEVATIONS SHALL BE
CONSTRUCTED A MINIMUM OF 1' ABOVE ORIGINAL
GROUND UNLESS A QUALIFIED PROFESSIONAL
DETERMINES THAT ADEQUATE DRAINAGE CAN BE
OBTAINED BY OTHER METHODS. LOTS REQUIRED TO
HAVE ELEVATED CRAWLSPACES SHALL BE SHOWN ON
THE CONSTRUCTION PLANS AND SO NOTED ON FINAL
CHECK AND RECORD PLATS.
C. UNLESS OTHERWISE APPROVED BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT, ALL
TOWNHOUSE AND CLUSTER LOTS WILL FUNCTION

DEPARTMENT SHALL REQUIRE COPIES OF APPLICABLE
CORRESPONDENCE FROM THE USACOE SO THAT IT MAY BE
DETERMINED THAT ALL WETLANDS PERMITS HAVE BEEN
RECEIVED.
2. THE PEDESTRIAN-ACCESS FACILITIES DESIGN AS
SHOWN ON THE TENTATIVE SHALL BE INCLUDED IN THE ROAD
AND DRAINAGE PLANS THAT MUST BE APPROVED BY BOTH
VDOT AND THE ENVIRONMENTAL ENGINEERING
DEPARTMENT. ROAD RIGHT-OF-WAY SHALL BE WIDE
ENOUGH TO ENCOMPASS THE PEDESTRIAL-ACCESS FACILITIES
IF THE SIDEWALKS MEET STATE CRITERIA.
3. ANY TIMBERING THAT IS TO OCCUR AS THE FIRST
PHASE OF INFRASTRUCTURE CONSTRUCTION WILL BE
INCORPORATED INTO THE PROJECT'S EROSION-AND-SEDIMENT
CONTROL PLAN NARRATIVE AND WILL NOT COMMENCE UNTIL
THE ISSUANCE OF A LAND DISTURBANCE PERMIT FOR
SUBDIVISION CONSTRUCTION AND PROPER INSTALLATION OF
EROSION CONTROL MEASURES.
4. THE USACOE JURISDICTIONAL WETLANDS SHALL
