PLEASE DARKEN THE TOPOGRAPHY CONTOUR LINES AND MAKE
SURE THAT THERE ARE ENOUGH ANNOTATIONS OF ELEVATION ON
THE NEXT SUBMITTAL.
THE TOTAL AREA OF HARPERS MILL SOUTH ON THE PREVIOUSLY
APPROVED TENTATIVE PLAT WAS 111.64 ACRES. THE TOTAL
DEVELOPMENT ACREAGE IS NOW 113.09 ACRES. PLEASE
ADDRESS THIS DISCREPANCY. DOES IT AFFECT THE OVERALL
PROJECT ACREAGE?
TENTATIVE CONDITIONS:
1. AN OVERALL FILLING, GRADING AND DRAINAGE PLAN.
SHALL BE PROVIDED IN THE CONSTRUCTION PLANS TO ASSURE
THAT THE LOTS WHICH ARE WITHIN THE EXISTING VEHICULAR
ACCESS WAYS HAVE GROUND CONFIGURATIONS AND STORM
DRAINAGE COORDINATION WITH THE MAJORITY OF THE
PROJECT WHICH IS OUTSIDE OF THE FORMER RAILROAD
CORRIDOR. THIS IS NOT AN ISSUE TO BE ADDRESSED BY
INDIVIDUAL BUILDERS BUT SHALL BE MADE A PART OF THE
ENGINEERING OF THE CONSTRUCTION PLANS. AFFECTED
LOTS WILL BE DESIGNATED WITH AN NBP.
2. PER SECTION 8-4 OF THE EROSION CONTROL
ORDINANCE, PRIOR TO THE ISSUANCE OF A LAND
DISTURBANCE PERMIT, THE ENVIRONMENTAL ENGINEERING
DEPARTMENT SHALL REQUIRE COPIES OF APPLICABLE
CORRESPONDENCE FROM THE USACOE SO THAT IT MAY
BE DETERMINED THAT ALL WETLAND PERMITS HAVE BEEN
RECEIVED.
3. THE PEDESTRIAN-ACCESS FACILITIES DESIGN AS
SHOWN ON THE TENTATIVE SHALL BE INCLUDED IN THE
ROAD AND DRAINAGE PLANS THAT MUST BE APPROVED
BY CDOT,VDOT AND THE ENVIRONMENTAL
ENGINEERING DEPARTMENT. ROAD RIGHT-OF-WAY OR
EASEMENTS SHALL BE WIDE ENOUGH TO ENCOMPASS
THE PEDESTRIAN-ACCESS FACILITIES FOR AREAS THAT WILL
BE STATE MAINTAINED.
4. ANY TIMBERING THAT IS TO OCCUR AS THE FIRST
PHASE OF INFRASTRUCTURE CONSTRUCTION WILL BE
INCORPORATED INTO THE PROJECT'S EROSION-AND-
SEDIMENT CONTROL PLAN NARRATIVE AND WILL NOT
COMMENCE UNTIL THE ISSUANCE OF A LAND DISTURBANCE
PERMIT FOR SUBDIVISION CONSTRUCTION AND PROPER
INSTALLATION OF EROSION CONTROL MEASURES. TIMBER
MANAGEMENT (THINNING, ETC.) WILL BE ALLOWED UPON
THE SUBMISSION AND APPROVAL OF THE APPROPRIATE
MANAGEMENT PLAN TO INCLUDE EROSION CONTROL AND
THE ISSUANCE OF A LAND DISTURBANCE PERMIT BY THE
ENVIRONMENTAL ENGINEERING DEPARTMENT.

PROVIDED BY MINIMUM STANDARDS FOUND IN THE
VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK.
11. PRIOR TO RECORDATION, THE ENVIRONMENTAL
ENGINEERING DEPARTMENT MUST HAVE RECEIVED
NOTIFICATION FROM VDOT THAT IMPROVEMENTS TO
THE STATE ROAD(S) INTO WHICH THIS PROJECT INTERSECTS
AND WHICH, HAVE BEEN AUTHORIZED BY AN ISSUED
LAND USE PERMIT, HAVE BEEN SATISFACTORILY
COMPLETED.
12. THE ACHIEVEMENT OF ADEQUATE SURFACE
DRAINAGE ON LOTS WILL BE THE RESPONSIBILITY OF THE
SUBDIVIDER. THE SALE OF LOTS DOES NOT ABSOLVE THE
SUBDIVIDER FROM THIS RESPONSIBILITY PRIOR TO STATE
ACCEPTANCE OF THE STREETS AND FOR A PERIOD OF ONE
YEAR AFTER THE STREETS ARE TAKEN INTO THE STATE
SYSTEM. IF THE HOMEOWNER CHANGES THE LOT OR
DRIVEWAY GRADING BY ADDITIONAL CONSTRUCTION
WITHOUT A PERMIT FROM THE COUNTY TO DO SO, THE
DEVELOPER WILL BE RELIEVED OF THIS RESPONSIBILITY
FOR THAT LOT.
13. THE FOLLOWING AREAS OF STORM-WATER RUNOFF

14. BASED ON THE FINDINGS OF A QUALIFIED GEO-
TECHNICAL PROFESSIONAL, THE CONSTRUCTION PLANS SHALL
SHOW THE LOCATION OF ALL AREAS OF FORMER MINING
ACTIVITY. IF THE LAND AREA COVERED BY THE CONSTRUCTION
PLANS CONTAINS NO FORMER MINING ACTIVITY, A STATEMENT
TO THAT EFFECT WILL BE INCLUDED ON THE CONSTRUCTION
PLANS. IF THE LAND AREA COVERED BY THE CONSTRUCTION
PLANS DOES HAVE MINING ACTIVITY, A STATEMENT WILL BE
INCLUDED WHICH INDICATES THAT THE FORMER MINING
ACTIVITY AS SHOWN ON THE CONSTRUCTION PLANS IS THE
FULL EXTENT OF MINING ACTIVITY WITHIN THE AREA COVERED
BY THE CONSTRUCTION PLANS. THE QUALIFIED PROFESSIONAL
WILL ALSO INDICATE THOSE LOTS WHERE GEO-TECHNICAL
BORINGS MUST BE PERFORMED IN ORDER TO INSURE NO
HOUSE IS BUILT OVER AREAS AFFECTED BY FORMER MINING
ACTIVITY. IF APPLICABLE, RECOMMENDED SETBACK
DISTANCES FROM AREAS OF FORMER MINING ACTIVITY SHALL
BE SPECIFIED.
15. PRIOR TO RECORDATION THE ENVIRONMENTAL
ENGINEERING DEPARTMENT MUST HAVE RECEIVED
DOCUMENTATION FROM THE GEO-TECHNICAL EXPERT THAT
ALL AREAS OF FORMER MINING ACTIVITY AS SHOWN ON THE
APPROVED CONSTRUCTION PLAN HAVE BEEN RECLAIMED IN
A MANNER CONSISTENT WITH EITHER DEPARTMENT OF
MINES, MINERALS AND ENERGY RECLAMATION CRITERIA
OR CRITERIA RECOMMENDED BY THE GEOTECHNICAL
ENGINEER AS BEING APPROPRIATE AND IN COMPLIANCE
WITH GENERALLY ACCEPTED GEOTECHNICAL ENGINEERING
PRACTICE FOR SUCH SITUATIONS AS MAY BE ENCOUNTERED.

RIGHTS-OF-WAY VIA ACCESS EASEMENT OR ADDITIONAL
OPEN SPACE IN LOCATIONS WHERE ACCESS IS NOT
IMPEDED BY DRAINAGE COURSE OR OTHER NATURAL
FEATURES.
19. POLLUTANT REMOVAL WILL AT ALL TIMES BE CONSISTENT
WITH THE .45 STANDARD. IF IN MAINTAINING THAT
STANDARD, THE PROJECT IS AT A POINT WHERE
MATHEMATICALLY THE .22 STANDARD IS NOT REACHED,
THE POUNDAGE SHORTFALL WILL BE CONVERTED TO ACRES
OF IMPERVIOUSNESS AND ADDITIONAL PAYMENTS
CONSISTENT WITH THE FORMER UPPER SWIFT CREEK
REGIONAL BMP SYSTEM SHALL BE PAID AS
COMPENSATION FOR THIS MATHEMATICAL SHORTAGE.
20. THE POINTS OF PERENNIAL FLOW ALONG WITH THEIR
GPS COORDINATE VALUES WILL BE SHOWN ON THE
CONSTRUCTION PLAN AND RECORD PLAT.

THE ENVIRONMENTAL ENGINEERING DEPARTMENT PRESENTS THE
FOLLOWING PRELIMINARY COMMENTS AND OBSERVATIONS
PERTAINING TO THE ABOVE REFERENCED TENTATIVE PLAT DATED JULY
2, 2014, RECEIVED ON JULY 14, 2014 BY THE PLANNING
DEPARTMENT AND ON JULY 15, 2014 BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
….
THE TENTATIVE PLAT DOES NOT CONTAIN THE INDEX SHEET
REFERENCED IN SUBDIVISION ORDINANCE SECTION 17-41B.4.
PERHAPS A SCALE OF 1:150 WILL FIT ON THE 24 X 36 INCH SHEET.
PLEASE ADDRESS.
THE TOPOGRAPHY CONTOUR INFORMATION IS ONE SHADE DARKER
THAN INVISIBLE. REVISED PLATS MUST PROVIDE A SIGNIFICANTLY
CLEARER VISIBILITY OF THE ONSITE TOPOGRAPHY. PLEASE ADDRESS.
ALSO, PLEASE DARKEN THE WETLAND AREAS TO STAND OUT MORE
VIVIDLY.
WITH RESPECT TO ROAD NAMES, WE NOTE THE UPDATED RICHMOND
REGIONAL PLANNING DISTRICT COMMISSION APPROVAL SHEETS,
HOWEVER, PLESLER RUN SHOULD BE CHANGED TO PLESLER COURT,
PLACE, TERRACE, MEWS, COMMONS, CRESCENT, GREEN,
LANDING, MANOR, POINT, SUMMIT, TRACE, VIEW OR VISTA.
ALSO, SINCE VERNEHAM DRIVE WILL NEED TO BE RECORDED AND
BUILT TO PROVIDE ACCESS INTO HARPERS MILL SOUTH PLEASE
PROVIDE AN UPDATED RRPDC ROAD NAME APPROVAL FOR THIS
ROAD AS WELL.
WITH RESPECT TO WETLANDS NOTE NUMBER 1 ON SHEET 1 "THERE
ARE NO ANTICIPATED WETLAND IMPACTS ASSOCIATED WITH THIS
TENTATIVE" THIS STATEMENT APPEARS TO BE INADEQUATE IN LIGHT
THE PLACEMENT OF BMP #3. OUR EXPERIENCE HAS BEEN STRONG
AND CONSISTENT RESISTANCE FROM THE CORPS AGAINST THE
IMPACTION OF WETLANDS FOR THE PURPOSE OF BMP
IMPLEMENTATION. A TENTATIVE CONDITION WILL BE IMPOSED TO
ADDRESS THIS CIRCUMSTANCE.
PLEASE PROVIDE ON THE TENTATIVE PLAT THE SPECIFIC NAME OF TH
INDIVIDUAL WHO PERFORMED THE WETLANDS DELINEATION SO THAT
IT MAY BE CONFIRMED THAT HE OR SHE IS ON THE APPROVED
WETLANDS DELINEATOR LIST OR IN VIEW OF THE INDICATED
CONFIRMATION BY THE CORPS OF ENGINEERS A COPY OF THAT
CONFIRMATION LETTER AND THE ACCOMPANYING MAP WILL DO.
AN ASSESSMENT OF THE TOPOGRAPHY IN RELATION TO THE LOT
LAYOUT HAS REVEALED SEVERAL AREAS OF STORM WATER
CONCENTRATION WHICH ARE IN POTENTIAL CONFLICT WITH THE
DESIRE NOT TO HAVE STORM DRAINAGE PROBLEMS RELATED TO THE
DEVELOPMENT OF THE HOUSE AND LOT. THESE ARE ENGINEERING
ISSUES WHICH SHOULD BE ADDRESSED BY THE CONSTRUCTION
PLANS AND NOT LEFT TO THE INDIVIDUAL BUILDERS TO DEAL WITH.
THE PHYSICAL "LOW" OF THESE DRAINAGE CORRIDORS SHOULD BE
FIELD LOCATED AND APPROPRIATE ENGINEERING PROPOSALS WITH
RESPECT TO FILLING, GRADING, DRAINAGE STORM SEWERING AND
BUILDING ENVELOPE LOCATIONS SHOULD BE MADE A PART OF THE
CONSTRUCTION PLANS. THESE AREAS ARE AS FOLLOWS:
A. THE ACCUMULATION OF STORM DRAINAGE OCCURRING FROM LOT 1,
PASSING THROUGH THE HOME SITES DOWN THROUGH LOT 7.
B. THE DRAINAGE CORRIDOR BEGINNING IN LOT 13 PASSING
THROUGH LOTS 16 AND 17 BEFORE REACHING THE WETLANDS.
C. THE DRAINAGE CORRIDOR FROM THE RIDGE LINE IN LOT 34
PASSING THROUGH LOTS 36 AND 37.
D. THE DRAINAGE CORRIDOR BEGINNING IN LOT 156 TERMINATING AT
THE FLOOD PLAIN IN LOT 159.
E. THE DRAINAGE CORRIDOR BEGINNING IN LOT 155 PASSING
THROUGH THE CENTER LOT OF 153 BEFORE REACHING BMP #4.
F. THE DRAINAGE CORRIDOR BEGINNING IN LOT 117 AND PASSING
THROUGH LOT 120 BEFORE REACHING THE FLOOD PLAIN.
G. THE DRAINAGE CORRIDOR BEGINNING AT THE SUMMIT IN LOT 204
ACCUMULATING DOWN THROUGH LOT 218 BEFORE ENTERING
EMBERTAN ROAD.
H. THE TWO LEGS, ONE STARTING IN LOT 195, ONE STARTING IN LO
193, PASSING THROUGH LOT 232 AND CONVERGING IN LOT 230,
BEFORE PASSING DIAGONALLY THROUGH LOT 226.
I. THE DRAINAGE CORRIDOR BEGINNING AT THE RIDGE LINE IN LOT
241 PASSING DIAGONALLY THROUGH LOT 237.
J. THE ACCUMULATION OF STORM DRAINAGE ACCUMULATING
STARTING IN LOT 323 DOWN THROUGH LOT 327.
PLEASE IDENTIFY THE RECTANGLE LOCATED IN PORTIONS OF LOTS 12
AND 128 AND INDICATE ITS INTENDED DISPOSITION.
WITH RESPECT TO CBPA OUR ASSESSMENT OF WORKSHEET A
CALCULATION GOES AS FOLLOWS:
THERE ARE 54.35 ACRES IN LOT AND 43.02 ACRES IN OPEN SPACE.
ADDED TOGETHER, THIS GIVES 97.37 ACRES TO BE DIVIDED INTO BY
THE 337 LOTS. THIS YIELDS AN EQUIVALENT AVERAGE LOT SIZE OF
.29 ACRES WHICH CORRESPONDS TO A 27.5% DEFAULT LEVEL OF
IMPERVIOUSNESS. THE 2.7 ACRES OF SIDEWALK ADDS 2.5 %
IMPERVIOUSNESS, TO A TOTAL LEVEL OF IMPERVIOUSNESS OF 30%.
30% IMPERVIOUSNESS CORRESPONDS TO AN F POST OF .75.
113.54 ACRES TIMES .75 YIELDS A POST DEVELOPMENT POLLUTANT
PRODUCTION OF 85.16 LBS. THE RESULTING REQUIRED POLLUTANT
REMOVAL RATE FOR THE .45 STANDARD BECOMES 34.07 LBS AND FOR
THE .22 STANDARD BECOMES 60.18 LBS.
PLEASE PROVIDE THE CALCULATED BASIS FOR THE 2.7 ACRES OF
SIDEWALK.
FOR POST DEVELOPMENT POLLUTANT DETERMINATION PURPOSES, THE
SITE ACREAGE OF SIDEWALKS NEEDS TO BE BROKEN DOWN INTO THE
ACREAGE OF SIDEWALK WITHIN THE WATER SHEDS OF THE 4 BMP'S.
THE METHODOLOGY FOR THE ESTABLISHMENT OF POST
DEVELOPMENT PERCENT OF IMPERVIOUSNESS NEEDS TO BE
CLARIFIED. FOR INSTANCE ON SUB AREA #2, HOW DOES .64 ACRES
OF OPEN SPACE, 2.08 ACRES OF OPEN SIDEWALK AND 4.02 OF LOT
RESULT IN A 47% LEVEL OF IMPERVIOUSNESS? BY THE METHODS
USED BY THIS OFFICE, THE BEST WE COULD DO FOR SUB AREA 2 IS
35% LEVEL OF IMPERVIOUSNESS, RENDERING.85LBS PER ACRE F
POST. THIS THEN CALCULATES TO 5.73 LBS BEING TREATED BY BMP
#2, AS OPPOSED TO THE 7.41LBS SHOWN ON THE SUBMITTED TABLE.
IN GENERAL IT COULD BE SAID THE OVERALL POST DEVELOPMENT
POLLUTANT PRODUCTION HAS BEEN FOUND TO BE CONSIDERABLY
HIGHER THAN THAT SHOWN IN THE CBPA PLAN AND THE POLLUTANT
BEING TREATED BY THE BMP'S IS SIGNIFICANTLY LOWER THAN WHAT
THE SUBMITTED CBPA PLAN INDICATES. THESE TWO FACTORS
RESULT IN THE REQUIRED WATER QUALITY COMPLIANCE NOT YET
HAVING BEEN ACHIEVED. PLEASE ADDRESS.
THE FEMA FLOOD PLAIN INFORMATION NEEDS TO BE UPDATED TO
THE NOMENCLATURE THAT WENT INTO EFFECT ON DECEMBER 18,
2012. THIS LOCATION IS NOW ZONE X, UNDER FIRM ND THE
COMMUNITY PANEL NUMBER 51041CO115D. PLEASE ADDRESS.
PLEASE INDICATE THE 50 FOOT PERIMETER YARD AROUND THE
BMPS.
TENTATIVE CONDITIONS
1. THE STREAMS WHICH WILL BE CROSSED BY THE 4 FOOT
ASPHALT SIDEWALK WILL BE BRIDGED IN A WAY WHICH CREATES NO
HYDRAULIC IMPACT ON THE FLOOD PLAIN LIMITS.
2. ROOF GUTTERS AND DOWNSPOUTS SHALL BE INSTALLED ON THE
DWELLINGS AS DESIGNATED BY THE ENVIRONMENTAL ENGINEERING
DEPARTMENT. ROOF DRAINAGE LEADERS WILL BE TIED DIRECTLY
INTO MINIMUM 12" ONSITE STORM SEWERS OR OTHER STABLE
CONVEYANCE SYSTEMS DEEMED APPROPRIATE BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT.
3. THE DESIGN AND CONSTRUCTION OF THE WET BMP'S THAT
WILL BE A COUNTY MAINTAINED FACILITY SHALL BE SUBJECT TO
DOCUMENTED GEOTECHNICAL APPROVAL. THE SERVICES THAT
MUST BE PROVIDED BY THE GEOTECHNICAL ENGINEER SHALL
INCLUDE FULL-TIME GEOTECHNICAL INSPECTION PAID FOR BY
THE DEVELOPER. THAT FULL-TIME INSPECTION SHALL INCLUDE BUT
NOT BE LIMITED TO THE FOLLOWING:
A. PARTICIPATION/INPUT INTO THE DESIGN PROCESS AS
NECESSARY TO FACILITATE THE APPROVAL PROCESS OF THE
INDEPENDENT GEOTECHNICAL CONSULTANT. OBSERVATION,
TESTING, AND DOCUMENTATION OF:

CONFORMANCE WITH THE PROJECT PLANS AND SPECIFICATIONS.
4. THE NAME OF THE GEOTECHNICAL PROFESSIONAL WHO WILL
PROVIDE THE GEOTECHNICAL APPROVAL ON THE DAM WILL
BE FURNISHED PRIOR TO THE ISSUANCE OF THE LAND DISTURBANCE
PERMIT.
5. SPECIAL UPPER SWIFT CREEK WATERSHED END TREATMENT AS
DIRECTED BY THE ENVIRONMENTAL ENGINEERING DEPARTMENT WILL
BE PLACED IN THE VICINITY OF THE TERMINUS OF MANMADE STORM
DRAINAGE OUTFALLS.
6. THE ENVIRONMENTAL ENGINEERING DEPARTMENT MAY
IMPOSE A MORE RIGOROUS EROSION AND SEDIMENT CONTROL PROGRAM
STANDARDS FOUND IN THE VIRGINIA EROSION AND SEDIMENT
CONTROL HANDBOOK. THIS WOULD INCLUDE THE UTILIZATION OF
SUPER SILT FENCE AND PAM.
7. THE DESIGN AND CONSTRUCTION OF THE DRY SWM/BMP
THAT WILL BE A COUNTY MAINTAINED FACILITY SHALL BE SUBJECT
TO INDEPENDENTLY DOCUMENTED GEOTECHNICAL APPROVAL. THE
SERVICES THAT MUST BE PROVIDED BY THE INDEPENDENT
GEOTECHNICAL ENGINEERING FIRM SHALL INCLUDE GEOTECHNICAL
INSPECTION PAID FOR BY THE DEVELOPER THAT DOCUMENTS THE
ACHIEVEMENT OF ALL SPECIFICATIONS GENERALLY REGARDED TO
PERTAIN TO STRUCTURAL FILL.

PERMITTED.
9. PRIOR TO CONSTRUCTION PLAN APPROVAL, THE WETLANDS MAP
WHICH ACCOMPANIES THE CORPS WETLANDS CONFIRMATION SHALL
BE PROVIDED TO THE ENVIRONMENTAL ENGINEERING
DEPARTMENT.
10. AN OVERALL FILLING, GRADING AND DRAINAGE PLAN. SHALL BE
CONSTRUCTION PLANS TO ASSURE THAT THE LOTS WHICH ARE WITHIN
VEHICULAR ACCESS WAYS HAVE GROUND CONFIGURATIONS AND STORM
COORDINATION WITH THE MAJORITY OF THE PROJECT WHICH IS OUTS
THE FORMER RAILROAD CORRIDOR. THIS IS NOT AN ISSUE TO BE A
BY INDIVIDUAL BUILDERS BUT SHALL BE MADE A PART OF THE
ENGINEERING OF THE CONSTRUCTION PLANS. AFFECTED LOTS WILL
DESIGNATED WITH AN NBP.
11. THE PEDESTRIAN-ACCESS FACILITIES DESIGN AS SHOWN ON THE
TENTATIVE SHALL BE INCLUDED IN THE ROAD AND DRAINAGE PLANS
THAT MUST BE APPROVED BY CDOT,VDOT AND THE ENVIRONMENTAL
ENGINEERING DEPARTMENT. ROAD RIGHT-OF-WAY OR EASEMENTS
SHALL BE WIDE ENOUGH TO ENCOMPASS THE PEDESTRIAN-ACCESS
FACILITIES FOR AREAS THAT WILL BE STATE-MAINTAINED.
12. PRIOR TO CONSTRUCTION PLAN APPROVAL, THE
ENVIRONMENTAL ENGINEERING DEPARTMENT MUST
HAVE RECEIVED DOCUMENTATION THAT THE SUB-DIVIDER
OR HIS REPRESENTATIVE HAS NOTIFIED CERTAIN PROPERTY
OWNERS DETERMINED BY THE DEPARTMENT OF THE
PROPOSED ADJACENT CONSTRUCTION.
13. SPECIAL UPPER SWIFT CREEK WATERSHED
END TREATMENT AS DIRECTED BY THE ENVIRONMENTAL
ENGINEERING DEPARTMENT WILL BE PLACED IN THE
VICINITY OF THE TERMINUS OF MANMADE STORM
DRAINAGE OUTFALLS.
14. THE ENVIRONMENTAL ENGINEERING DEPARTMENT
MAY IMPOSE A REASONABLE, MORE RIGOROUS EROSION
AND SEDIMENT CONTROL PROGRAM THEN THAT WHICH IS
PROVIDED BY MINIMUM STANDARDS FOUND IN THE
VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK.
15. THE AREAS OF STORM-WATER RUNOFF CONCENTRATION AS
DISCUSSED IN THE ENVIRONMENTAL ENGINEERING DEPARTMENT
TENTATIVE REPORT DATED JULY 30, 2014 WILL BE FIELD LOCATED A
DESIGNATE THE AFFECTED LOTS WITH AN NBP, AND AN
ENGINEERED STORM SEWER, FILLING, GRADING, AND DRAINAGE
PLAN SHALL BE INCLUDED IN THE CONSTRUCTION PLANS.

PLANS CONTAINS NO FORMER MINING ACTIVITY, A STATEMENT
TO THAT EFFECT WILL BE INCLUDED ON THE CONSTRUCTION
PLANS. IF THE LAND AREA COVERED BY THE CONSTRUCTION
PLANS DOES HAVE MINING ACTIVITY, A STATEMENT WILL BE
INCLUDED WHICH INDICATES THAT THE FORMER MINING
ACTIVITY AS SHOWN ON THE CONSTRUCTION PLANS IS THE
FULL EXTENT OF MINING ACTIVITY WITHIN THE AREA COVERED
BY THE CONSTRUCTION PLANS. THE QUALIFIED PROFESSIONAL
WILL ALSO INDICATE THOSE LOTS WHERE GEO-TECHNICAL
BORINGS MUST BE PERFORMED IN ORDER TO INSURE NO
HOUSE IS BUILT OVER AREAS AFFECTED BY FORMER MINING
ACTIVITY. IF APPLICABLE, RECOMMENDED SETBACK

UNTIL
CHESTERFIELD COUNTY OBTAINS ITS INITIAL PERMIT FOR THE
IMPLEMENTATION OF THE
UPPER SWIFT CREEK WATERSHED PLAN. WITH THE ISSUANCE OF THE
PERMIT FOR
BMP WBC-10 IN THE FOXCREEK SUBDIVISION, COMPLIANCE WITH
THIS PROFFER
HAS BEEN ACHIEVED.
….
