So what changes have been made?

Bill format change to a statement billing: Rather than receiving separate tax bills, you will receive one consolidated statement for each type of tax.

This will not only consolidate billing information but will also result in efficiencies and cost savings in mailing, payment processing and supplies.

Here are some general examples of the changes:

  • Real Estate – all real estate tax billings for a certain property are combined on one statement.
  • Personal Property – properties with common ownership are combined on one statement.

Recycling fees:  For the 2018 1st half real estate tax billing, recycling fees are shown as a detail line on the statement as well as summarized in the “Recycling Fee Due” section.  Future billings will contain only the summarized recycling fee due.

Payment mailing address:  The new statement billing has a section (referred to as a coupon) that is detached and mailed with your payment like the bills you have received for years. The new statement coupon has a different address than in past years. Rather than a post office box in Richmond, you will now be mailing your payments to a post office box in Charlotte, North Carolina.

Why the change?

To save money and provide for quicker processing and posting of your payments.

How will this save money and be more time efficient?

  • The County’s vendor utilized for processing mail payments is located in Charlotte, North Carolina.
  • Since the vendor has a number of Richmond clients, your payments were previously mailed to a Richmond post office box and then forwarded by courier to Charlotte.
  • Now, by directly mailing your payments to Charlotte, your payments are processed quicker and we can save money by eliminating the cost of the courier.

Other changes

Online Banking Payments:  If you use your bank’s bill paying service to pay your tax bills, please note that tax account numbers have changed due to our system implementation. To ensure your payment is posted accurately and timely, please enter the tax account number (located in the upper-right corner of your tax statement) in the designated “account” field in your bank’s bill paying service.  If you receive multiple tax statements, you will have a separate tax account number for each statement.

VISA Debit Card Payments (online or by phone):  You can now pay multiple personal property and real estate tax accounts in one transaction for a flat fee of $3.95, if using your VISA Debit Card.  Follow the steps online and via the phone to add multiple accounts to pay.  Payments may be made online at www.chesterfield.gov/payments or by calling 1-877-690-3729.  If paying by telephone, enter jurisdiction code 1005 when prompted, and all other information as requested.
