Community Enhancement Program 

The Community Enhancement Program (CEP) was created to assist county neighborhoods in becoming healthier, more vibrant and well organized.  With county staff guidance, citizens, businesses and community organizations can develop solutions to neighborhood concerns.  Through the building of healthier communities, citizens have access to safe, strong and organized neighborhoods where people wish to shop, participate and live.  The CEP offers guidance in the areas of strategic planning and goal setting, as well as assistance for the development of newly formed organizations. 

During 1994 and 1995, Chesterfield became more aware that the healthier its communities are, the better this would be for the county (e.g. low crime rates, maintaining property values, good schools).  Through the development of the county's "Central Area Plan" and the Committee on the Future's "Neighborhood Preservation" report, the concept of creating a community enhancement program was created.  Following the initial development of these two reports, the Chesterfield County Board of Supervisors requested that county staff create a program that would assist county communities.  The CEP began implementation in July of 1996.

The main purpose of the CEP is to help communities help themselves.  The fiscal year budget includes funding for each magisterial district which civic associations may use to finance enhancement to their respective neighborhoods. The county will assist community organizations through conducting strategic planning meetings with any group who wants this assistance and guidance.  All existing community, business or civic groups are welcome to participate.  The CEP also encourages individuals or groups who have not yet organized to participate in the program.  Because CEP was formed to help build stronger communities, the program wants as broad participation as possible across the county!
