Jeff Mincks appointed county attorneyJeff Mincks is the new county attorney, replacing Steve Micas, who served in that position for 34 years. Mincks has been with the County Attorney’s Office since 1980 and was appointed deputy county attorney in 1988. Prior to coming to the county, he served as the special assistant attorney general for the Virginia Department of Highways and Transportation from 1978 through 1980.

Mincks graduated from the Marshall-Wythe School of Law of the College of William and Mary in 1978. He earned a bachelor’s degree with honors from the College of William and Mary in 1975.

As county attorney, he and his staff handle all civil legal matters for the county. The office represents and advises the Board of Supervisors and the County Administrator, as well as all other county boards and commissions, including the Planning Commission and the Board of Zoning Appeals. The County Attorney’s Office also provides ongoing legal advice to each of the county's 43 departments and to county employees.

The County Attorney’s Office litigates complex state and federal civil lawsuits in the areas of civil rights, employment discrimination, construction and other contract disputes, personal injury and wrongful death, employee grievances, wrongful discharge, taxation, condemnation, purchasing, land use and insurance. It represents the Department of Social Services in child abuse and neglect cases, performs many debt collection functions for the county and criminally prosecutes zoning and building code violations. The office engages in a significant state and federal appellate practice before the Virginia Supreme Court, the Fourth Circuit Court of Appeals and the United States Supreme Court.

The county maintains a self-insurance system that protects it and county employees against financial losses from all forms of liability risks. The County Attorney’s Office defends the assets of the self-insurance fund and is responsible for litigation decisions related to the defense of any lawsuit. Other duties include client counseling, contract negotiation and ordinance drafting.
