Cost Recovery and Surcharge Program

All Industrial Users (IUs) that discharge strong waste and nutrients in excess of the treatment plant design load will be surcharged.  A 'strong waste'’' is defined by the discharge concentration of Biochemical Oxygen Demand (BOD5) or Total Suspended Solids (TSS) that exceeds 250 mg/L; Total Nitrogen (TN) that exceeds 40 mg/L; Total Phosphorus (TP) that exceeds 8 mg/L.  The concentration of each parameter will be updated each year, on January 1 and July 1, based on data generated by Chesterfield County, as well as, any data submitted by the industries. The revenue created by these charges offsets the costs of treating their strong waste and high nutrient discharges.
