Chesterfield Police 2006 Annual Report

How We Work

The Chesterfield County Police Department is organized into functional command areas. This provides divisions that are manageable in terms of size while structuring teams that are staffed with suitable levels of expertise. With the reintroduction of community policing in our neighborhoods and schools, this structure staffs our bureaus, divisions and sections with experienced personnel attuned to the unique demands of their areas of responsibility.

 

Colonel Carl R. Baker has more than 38 years of police experience and has served as the chief of police since 1996. Baker earned a bachelor of science degree from Siena College in New York and obtained a master’s degree in public administration from the State University of New York. He is also a graduate of the National Executive Institute, the Senior Executive Institute, and serves on number of national boards.

Lieutenant Colonel James P. Bourque serves as the deputy chief of support operations. Bourque began his career with the Warrenton Police Department and joined the Chesterfield County Police Department in 1978. He spent more than 36 years in law enforcement. He holds an associate’s degree in police science and has graduated from numerous professional courses.

Lieutenant Colonel William A. Scruggs Jr. serves as the deputy chief of police operations. He began his 33-year police career with the Statesboro City Police Department in Georgia. He served with that department for two years before he joined the Chesterfield County Police Department in 1976. He holds a bachelor’s degree in criminal justice from Georgia Southern University, and is a graduate of the Administrative Officers Management Program at North Carolina State University.
