Chesterfield Police 2001 Annual Report

Citizen Involvement

Volunteers are a valued commodity within the Chesterfield County Police Department. In 2001 they contributed more than 17,245 hours and saved the department more than $362,000.

“We are so fortunate to have a strong partnership with our community and our volunteers,” said Colonel Carl R. Baker. “Both the county and our country benefit from volunteerism.”

More than 120 men and women devote their skills and time to groups such as Crime Solvers, Chaplains, Law Enforcement Explorers, Special Police, Motorist Assistance and the Police Foundation. Volunteers also conduct research and provide clerical support to police and detectives in areas such as Forensics, Crimes Against Property and Police Training.

“The events of Sept. 11 have significantly altered the way police departments operate. We encourage citizens to step up to the plate and become active in the fight against crime and the prevention of domestic terrorism,” said Baker.

Crime Solvers

The Crime Solvers Unit is responsible for the day-to-day operation of the anonymous tip-reporting program, encompassing both Chesterfield County and the City of Colonial Heights. This program allows concerned citizens to anonymously report criminal activity anytime, day or night, and to receive a reward should their tip lead to a conviction.

The Crime Solvers scholastic program operates in both middle and high schools throughout the county. In 2001, 142 crimes were solved and 767 tips were recorded.

Special Police

The mission of the Chesterfield County Special Police Unit is to provide logistical and personnel support for all units in the police department. All members are sworn police officers and exercise full police powers in Chesterfield County. This unit is comprised of volunteers who assist our department by performing regular patrol duties, as well as special assignments. Among the duties performed are riding with regular officers, patrolling assigned areas with other special police officers, providing assistance for department call-outs for events, such as civil unrest, natural disasters and missing person/children searches, and assisting with events such as parades and funerals. This enables the department to free regular paid manpower to perform other duties. These officers dedicated 10,153 hours of volunteer assistance that saved the department $203,060. The unit recruited and trained nine special police officers this year.

Law Enforcement Explorer Post 609

Since 1977 the police department has sponsored Law Enforcement Explorer Post 609, a program for dedicated young citizens interested in law enforcement or criminal justice careers. Members competed in the first annual Richmond Regional Explorer Competition and took home winning spots. These young citizens assist the department at numerous events and functions.

Police Chaplains

Twelve chaplains provide numerous hours of volunteer service to the department. These ministers provide counseling and pastoral services for our officers, their families, other department members, and citizens of the community. The chaplains receive specialized training and an orientation to police operations. Their services are available upon request or upon referral by peers and supervisors.

Motorist Assistance Team

Two volunteers currently staff the Motorist Assistance Team whose mission is to aid citizens who experience vehicle trouble on our roadways. Team members also monitor and address situations that affect traffic flow.

Chesterfield Police Foundation

Formed in 2000, the Chesterfield County Police Foundation provides an opportunity for citizens and organizations to support the Chesterfield law-enforcement community through monetary or property contributions. The foundation offers a tax deductible means for making donations that help facilitate partnerships between citizens and the Chesterfield law-enforcement community. Foundation members include Thomas J. Hoof, Ben Scafidi, Roger H. Habeck, Chris Andreano, Paul R. Carnes, Quentin Corbett, Dickie King, Erika Mason, D.D.S., and Charles Tunnell.
