Juvenile Detention HomeHome Incarceration ProgramThe Home Incarceration Program is a non-residential alternative to secure detention for juveniles charged with criminal offenses. The mission of this program is to provide participants with an opportunity to remain at home under the supervision of their parents and a home incarceration officer (HIO) as opposed to remaining in secure detention until final disposition. The goal of the Home Incarceration Program (HIP) is to keep participants trouble free and available for court through constant monitoring of their behavior at home, school and in the community. Participants are allowed to attend school. A parent must accompany participants anytime they leave the home other than for school. Program participants are not allowed to drive to school. They are not allowed to ride with friends. To ensure that these and other requirements are met, an HIO makes frequent unannounced visits and telephone calls to the home and school. Guidelines for PlacementUpon completion of a detention hearing, juveniles follow one of three paths: (1) They may be released to the custody of their parents or legal guardians; (2) They may be placed in secure detention; (3) They may be made eligible for Home Incarceration. Cases involving violent crimes and cases where the safety of the juvenile or others may be jeopardized generally remain in secure detention. Levels of MonitoringThe Chesterfield Juvenile Detention Home Incarceration Program consists of two levels of monitoring: outreach detention and electronic monitoring.
