History
Community Corrections Services (CCS) is an umbrella agency providing a collection of Community Corrections Services for Chesterfield County and the City of Colonial Heights, Virginia. The Department was created in 1981, as part of the Community Diversion Incentive Act. Initially, the Department provided intensive probation services. In 1988 a pretrial release unit was established that conducted pretrial investigations and provided supervision for pretrial persons awaiting trial. The Comprehensive Community Corrections Act and Pretrial Services Act became effective July 1, 1995 creating the umbrella agency that exists today. Core services include local probation and pretrial services. The agency works under the advisory guidance of the Community Criminal Justice Board. Our goal is to increase public safety by assisting offenders to responsibly remain in the community.
In 1998, a Day Reporting Center (DRC) was established to provide specialized supervision and treatment for offenders in Chesterfield County and the City of Colonial Heights. The DRC provides a cost-effective alternative to jail for non-violent substance abusing offenders. The Domestic and Sexual Violence Resource Center was established in 1996, to assist in the development of policy to better address violence issues and to help facilitate a coordinated community response to domestic violence. In 2001, a victim advocate position was created to work with victims of domestic violence. The most recent addition is the Dual Treatment Track (DTT) program in 2003. The DTT was established to serve defendants in jail, awaiting trial and diagnosed with a mental health disorder and a substance addiction. The program provides intensive supervision and integrated treatment.
