How to Calculate Your Water and Wastewater Bill Using Current Utilities
Rates
New Rates Effective July 1, 2006
The utilities bill is based on three separate charges:
- Customer Charge
- This bimonthly charge on each account recovers the expenses to read
the meter, service the account, and process the bill.

- Capacity Charge
- This bimonthly charge recovers the expenses the utilities department
incurred to build facilities and funds future replacement of those facilities.

- Commodity Charge
- This unit charge per CCF recovers the utilities departments
cost to treat, transport, and store water and wastewater, as well as
the expense of replacing existing facilities.
The Customer and Capacity Charges are applied to each bill
even if no water is used. These charges equal the minimum bimonthly charge.

Wastewater-Only Customers - Residential customers connected to
the county wastewater system but not connected to the county water system
are charged $45.38 per billing.
The Chesterfield County Department of Utilities is entirely self-supporting.
No county tax dollars are used for any Utilities operations. As a result,
the Utilities Department depends on revenue generated from system users
and new connections. Periodic adjustments to rates help maintain quality
service and high standards. To keep revenue in line with projected expenses,
new water and wastewater capacity charges will become effective July
1, 2006. The bimonthly (every other month) bill for a residential customer
with water and wastewater service will increase by $3.10.
