Chesterfield University Strategic Goals – FY06-FY08

1. Create, utilize, and enhance systems, processes, and partnerships to efficiently manage resources that support business needs.

1.1 Select and implement, in partnership with key county departments, a Learning Management System that will automate and consolidate employee learning data by FY08.

1.2 Prioritize and monitor for improvement, critical business processes by effectively utilizing quality tools by FY08.

1.3 Enhance Volunteer Instructor program by recruiting new instructors and developing and retaining existing instructors that results in 10% increase in delivery hours by December 2006.

2. Ensure individual staff development that enhances our ability to apply current learning practices to meet the diverse needs of our customers.

2.1 Introduce new information, tools, and models to our customers by staff completing at least 40 hours of individual learning during each evaluation period according to their Individual Development Plan.

2.2 Based on data analysis and a consistent planning process, management will insure the allocation of time for staff development and delivery preparation in accordance with six-month class schedule.

3. Develop and deliver valued curriculum and facilitation that provides long term positive outcomes for our customers.

3.1 Identify customer utilization of Chesterfield University resources through the administration of a countywide needs assessment by July 2006.

3.2 Create accessible and diverse learning opportunities through blended delivery methods.

3.3 Facilitate learners' transfer and application of knowledge through development of performance support tools such as, quick reference cards, chat rooms, learning communities, job aids by December 2006.

4. Communicate timely and useful information that promotes a continuous learning environment.

4.1 Maintain existing and explore new vehicles for communication of learning information for county employees.

4.2 Create and maintain a presence on Chesterfield County Internet site with information related to services available to internal and external customers.

4.3 Establish an agreed upon process used by all staff to effectively communicate operational details.

5. Create and monitor metrics and measures that allow appropriate response and effective intervention to address business needs.

5.1 Define training effectiveness measurements

5.2 Develop a strategy and implementation process for gathering measurements

5.3 Assess readiness of the organization to support the transfer of learning
