Exterior Property

Vacant structures & land : All vacant structures must be secured, not allowing access from the outside to the first floor or any stairway leading to a floor.

Accessory structures: Structures not greater than 3000 square feet in floor area, and not over two stories in height, the use of which is customarily accessory to and incidental to that of the dwelling, and which is located on the same lot. All accessory structures shall be maintained structurally sound and in good repair.

  • Detached garages
  • Fences
  • Walls
  • Sheds
  • Carports

Swimming pools/Hot tubs: Pools, hot tubs and spas shall be maintained in a clean and sanitary condition, and in good repair. Pools, hot tubs, and spas containing more than 24 inches of water in depth shall be completely surrounded by a fence or barrier at least 48 inches in height. Gates shall be self-closing and self-latching.

  • Exception: spa and hot hubs with a safety cover that complies with ASTM 1346.

Grading/Drainage: All premises shall be graded and maintained to protect the foundation walls or slab of the structure from the accumulation and drainage of surface or stagnant water, within 10 feet of the foundation.

Foundation walls: All walls must be maintained free from "open cracks" and breaks, to prevent entry of rodents and other pests.

  • Cracked or bowing foundation
  • Loose and flaking mortar
  • Missing or unsecured crawl doors

Basement hatchways: The hatchway shall be maintained to prevent the entrance of rodents, rain and surface drainage.

Painted surfaces: Peeling, flaking and chipped paint shall be eliminated and surfaces repainted.

  • All siding and masonry joints, as well as those between the building envelope and the perimeter of windows, doors, and skylights, shall be maintained weather resistant and watertight.
  • All metal surfaces subject to rust or corrosion shall be coated to inhibit such rust and corrosion and all surfaces with rust or corrosion shall be stabilized and coated to inhibit future rust and corrosion.
  • Oxidation stains shall be removed from exterior surfaces. Surfaces designed for stabilization by oxidation are exempt from this requirement.

Structural members: All structural members must be sound and free from rot or deterioration.

Structural members include:

  • Walls
  • Columns
  • Beams
  • Band boards
  • Roof trusses
  • Floor joists
  • Posts

Exterior walls: All walls must be free from holes, breaks, loose, rotting material, maintained weatherproof, and properly surface coated to prevent deterioration.

House numbering: Buildings shall have approved address numbers placed in a position to be plainly legible and visible from the street or road fronting the property.

  • These numbers shall contrast with their background.
  • Address numbers shall be Arabic numerals or alphabet letters.
  • Numbers shall be a minimum of 4 inches high with a minimum stroke width of 0.5 inch.

Stairways, decks, porches, balconies: All exterior stairs, decks, porches and balconies and any attachments to them, shall be maintained structurally sound and in good repair.

Handrails & guards: All handrails and guards shall be firmly fastened and in good repair.

Windows, skylights: Every window and skylight shall be kept in sound condition, good repair and weather tight.

  • Glazing (glass): All glazing materials shall be maintained free from holes (weather tight).

Doors & doorframes: All doors, door assemblies and hardware shall be maintained in good condition.

Roofs and drainage: Roof and flashing shall be sound, tight and free of defects that admit rain. Drains, gutters and downspouts shall be maintained.

Chimneys: All chimneys and vents shall be maintained structurally safe and in good repair.

Interior Property

Interior of a structure: The interior of a structure and equipment therein shall be maintained in good repair, structurally sound and in a sanitary condition.

Structural members: All structural members shall be maintained structurally sound, and be capable of supporting the imposed loads.

Interior surfaces: All interior surfaces, including windows and doors shall be maintained in good, clean and sanitary condition. Peeling, chipping, flaking or abraded paint shall be repaired, removed or covered. Cracked or loose plaster, decayed wood and other defective surface conditions shall be corrected.

Stairs and walking surfaces: Every stair, ramp, landing, balcony, porch, deck, or other walking surface shall be maintained in sound condition and good repair.

Handrails and guards: Every handrail and guard shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.

Accumulation of rubbish and garbage: The interior of every structure shall be free from excessive accumulation of rubbish and garbage.

Mechanical, Plumbing, Electrical Equipment

Plumbing fixtures: All plumbing fixtures shall be properly installed and maintained in working order, and shall be kept free from obstructions, leaks and defects and be capable of performing the function for which such plumbing fixtures are designed.

Heat supply: Every owner and operator of any building who rents, leases, or lets one or more dwelling unit, rooming unit, dormitory unit or guestroom unit on terms either expressed or implied, to furnish heat to the occupants thereof shall supply heat during the period from October 15 to May 1 to maintain a temperature of not less than 65 degrees F in all habitable rooms, bathrooms, and toilet rooms.

Mechanical appliances: All mechanical appliances, fireplaces, solid fuel-burning appliances, cooking appliances and water heating appliances shall be properly installed and maintained in a safe working condition.

Electrical equipment: All electrical equipment, wiring and appliances shall be properly installed and maintained in a safe and approved manner.

Fire Safety

Means of egress: A safe, continuous and unobstructed path of travel shall be provided from any point in a building or structure to the public way.

Smoke alarms (smoke detectors): Single or multiple-station smoke alarms shall be installed and maintained in Groups R-2, R-3, R-4 and in dwellings not regulated in Group R occupancies, regardless of occupant load at all of the following locations:

  1. On the ceiling or wall outside of each separate sleeping area in the immediate vicinity of bedrooms.
  2. In each room used for sleeping purposes.
  3. In each story within a dwelling unit, including basements and cellars but not including crawl spaces and uninhabitable attics.
