Biography
Lane B. Ramsey is county administrator for Chesterfield County, Virginia.
He has held the post since 1987 and is responsible for the management
of all aspects of county government and services.
Under his direction, Chesterfield County has received numerous awards
and is viewed by other local governments in the state and nation as an
innovative community. The county is the winner of the prestigious U.S.
Senate Productivity and Quality Award gold medallion and the Award for
Continuing Excellence. It is rated AAA — the highest possible —
by all three major New York financial services, verifying its sound financial
status. The Richmond Times-Dispatch has called Chesterfield “one
of the leanest local governments in Virginia.”
Ramsey was selected by the American Society for Public Administration
as a winner of its 1997 National Public Service Award. The society’s
awards program recognizes excellence in public administration by acknowledging
“government that works and government employees who work well.”
Under his leadership, Chesterfield County continues to be a great place
to live, work and raise a family. It has one of the lowest crime rates
in the region, receives high marks for its public school system, boasts
10 public libraries and offers a variety of opportunities for employment.
It has 31 public parks featuring more than 8,700 acres of green space,
an abundance of historical landmarks and several sports complexes.
Ramsey has been with the county through its most expansive growth and
development. He began work with the county as an accountant in 1972 and
rose through the ranks, serving as assistant director of accounting, budget
director, budget and accounting director, and assistant county administrator
before being appointed by the county’s five-member Board of Supervisors.
Ramsey has a bachelor’s degree in business administration from
Mars Hill College, Mars Hill, N.C., and has completed additional course
work toward a master’s degree in economics at Virginia State University.
He is a two-tour Vietnam veteran, 1967-69. He and his wife Paula have
one daughter and three granddaughters. They are members of Ironbridge
Baptist Church.
Ramsey serves in several regional capacities. He serves on the boards
of the Greater Richmond Convention and Visitors Bureau, which he chaired
in 2002; Appomatox River Water Authority, current chair; South Central
Regional Sewer Authority, current secretary and treasurer; and Riverside
Regional Jail, current secretary and treasurer. He is a past member of
the Virginia State University Board of Visitors, 1997 President of the
Virginia Local Government Managers Association, serves as the chair of
the University of Virginia’s Institute of Government Advisory Committee,
and on several other state and regional organizations.
